Authorize the award of Contract No. HA-34740C to Garland/DBS, Inc., in the amount of $812.472.00 for restoration of thirteen (13) built up roofs and related services at One Quail Place plus 10% contingency in the amount of $81.247.00 (for unforeseen conditions and permits) on buildings 5, 6, 13, 14, 15, 16, 17, 18, 22, 29, 34, 35, and 39 pursuant to Section 3.30.260 of the City of Palm Desert Municipal Code; and 2. Authorize the Palm Desert Housing Authority's Legal Counsel to negotiate and finalize an agreement with Garland/DBS, Inc.; and 3. Authorize the Executive Director to review and approve written requests for the use of the contingency amount of $81.247.00 for unforeseen conditions; and 4. Authorize the Palm Desert Housing Authority Chairman and/or the Executive Director to execute the Agreement and any documents necessary to effectuate the actions taken herewith. Monies are available in the FY 2015/2016 Palm Desert Housing Authority's capital replacement budget. Housing Commission Recommendation The Housing Commission will review this item at its meeting of March 9, 2016. A verbal report will be provided. Strategic Plan Objective This request does not apply to a specific strategic plan goal. Executive Summanf On September 10, 2015, the Palm Desert Authority Board ("Authority Board") authorized the use of CONTRACT NO. HA-34740C STAFF REPORT Palm Desert Housing Authority - Award of Contract to Garland (0.Q. Bldg 5, 6, 13, 14, 15, 16, 17, 18, 22, 29, 34, 35, and 39) March 24, 2016 Page 2 Garland/DBS, Inc. ("Garland") for roof management assessment and related services for the Palm Desert Housing Authority ("Authority") owned residential rental properties. Garland completed a roof assessment of Building No. 5, 6, 13, 14, 15, 16, 17, 18, 22, 29, 34, 35, and 39 at One Quail Place Apartments ("One Quail") and found that after years of constant patches and specific location repairs, these roof systems require a restoration. There are several types of roof systems at One Quail. These thirteen (13) buildings have a "built up roof" and after review of product options available, warranties and costs, staff recommends the use of "white knight urethane" product for restoration to these roofs which will provide at least an additional 15 year life. Background One Quail has a total of forty-three (43) buildings, each varying in size, type of roof system and condition of roof. In the last year there has been an increase in leaks reported at One Quail which required an assessment of the condition of the roofs. On September 10, 2015, the Authority Board authorized the use of Garland/DBS, Inc. ("Garland") for roof management assessment and related services. Since then, Garland has completed a roof assessment of One Quail and does not recommend full replacement as it was found that the roofs are in fair condition with no moisture or decay, but most of the concerns that have risen and are causing the leaks are due to poor detail attention to the flashing, seams, coping, ponding, etc. Garland recommends that after constant patches and specific location repairs, these roof systems can now benefit from restoration. Due to the quantity of buildings, the variety in building size and roof types, Garland has looked at various options that are cost effective, efficient, and thoroughly address the issues that have been identified in phases. This included repair, restoration or if needed complete replacement. The first phase is considering the buildings that have a "built up roof" system, referred to by the acronym BUR. There are a total of thirteen (13) BUR roofs at One Quail. This type of roof system generally is composed of alternating layers of bitumen and reinforcing fabrics that create a finished membrane. The bitumen typically used in BUR roof systems is asphalt, coal tar or cold -applied adhesive. Surfacing for built up roof systems include aggregate (such as gravel or mineral granules), mineral surfaced cap sheets, hot asphalt mopped over the entire surface, aluminum coatings or elastomeric coatings. Bldg 5, 6, 13, 14, 15, 16, 17, 18, 22, 29, 34, 35, and 39) March 24, 2016 Page 3 For this type of roof system and based on the current condition, cost and length of warranty, Garland recommends and finds that the most beneficial would be a White Knight urethane restoration system. The "White Knight Urethane" product chosen for the thirteen (13) BUR roof system buildings at One Quail will be warrantee by the manufacturer for 15 years. Additionally, the roofing contractor will provide a two (2) year workmanship warranty. Garland as a government contractor has set prices but in order to get the best installation pricing, Garland procured bids for the project specific labor from three southern California area certified subcontractors to complete the restoration of thirteen (13) BUR roof buildings (the "Project"). Garland along with the lowest bidder, Tecta-America So. Cal., Inc., subcontracting roofing company, of Santa Ana, submitted a bid to complete the Project in the amount of $812,472.00, not including permit fees. Therefore, the Authority would like to enter into an agreement with Garland through the U.S. Communities Contract No. 14-5903 (A copy is on file with the City of palm Desert's City Clerk) to complete the proposed Project. Under the provisions of the City of Palm Desert Municipal Code Section 3.30.260, the Authority may participate as a government entity with U.S. Communities under their cooperative pricing for the services and materials provided by Garland. Staff has reviewed and determined that the proposed costs are reasonable and in accordance with the current market conditions. Staff recommends the award of Contract to Garland/DBS, Inc., in the amount of $812,472.00 for restoration of thirteen (13) built up roofs and related services at One Quail Place plus 10% contingency in the amount of $81,247.00 (for unforeseen conditions and permits). Due to the extent and length of the Project, Staff also recommends that the Executive Director be authorized to review and approve written requests from Garland for the use of the contingency for unforeseen conditions and permits. Fiscal Analysis The fiscal impact of this contract is the cost of the contract itself in the amount of $812,472.00 plus 10% contingency in the amount of $81,247.00 (for unforeseen conditions and permit fees). Remove debris from the roofing area and dispose of properly. 2. Remove wall flashings that have fallen from the wall. Leave existing wall flashings that are in good condition. Re -fasten as required. 3. Install new wall flashings as needed with a torch -applied system Modified Membrane: Stressply IV Mineral 195 mil SBS (Styrene-Butadiene-Styrene) mineral surfaced rubber modified roofing membrane. 4. Remove all blisters, splits, and mole runs and repair prior to white knight coating. Garla Prime WC and StressPly IV Mineral. 5. Pressure wash the entire roof surface with simple green and rinse thoroughly. 6. Locate all areas of roofing degradation that need attention and repair the areas following the guidelines found within the specification. 7. Prime the entire area with All knight Primer at the application rate of 1 gal/square. 8. Apply the White Knight Urethane restoration system at the rate described within the specifications (4 .0 gallons/ 100 square feet). This is a two -coat application and should be crosshatched. 2 gal sq Base Coat 2 gal sq top coat. 9. The drainage and ponding areas will receive 2 gal sq base coat / Polyester / 2 gal sq top coat. (1 square area at each drainage location). 10. Water test the drains and insure that the downspouts are clear of debris and water flows easily off of the roofing surface. 11. Make sure all pipes have clamps and re -seal around the top of all clamps with urethane caulking. If pipes do not have lead flashings seal the pipes with White Knight and Polyester. 12. Ponding areas will receive 2 gal sq base coat / Polyester / 2 gal sq top coat. 13. Clean up. 14. Contractor to provide a (2) Two year warranty. 15. Garland / DBS to provide (10) Ten year warranty.
