She reconvened the meeting at 4:04 p.m. IV. RECONVENE REGULAR MEETING - 4:00 P.M. A. REPORT ON ACTION FROM CLOSED SESSION. None V. CONSENT CALENDAR A. MINUTES of the Housing Authority Meeting of April 14, 2016. Rec: Approve as presented. B. CLAIMS AND DEMANDS AGAINST THE CITY/HOUSING TREASURIES - Warrant Dated 4/15/2016 (Joint Consideration with the Palm Desert City Council). Rec: Approve as presented. C. HOUSING COMMISSION MINUTES for the Meeting of March 9, 2016. Rec: Receive and file. D. REQUEST FOR AUTHORIZATION of the Use of Home Depot U.S.A., Inc., for Purchase of Materials and Supplies for the Palm Desert Housing Authority -owned Residential Rental Properties for Fiscal Year 2016-2017 in an Amount Not to Exceed $20,000 (Contract No. HA35260). Rec: By Minute Motion, authorize: 1) Use of The Home Depot U.S.A., Inc., for the purchase of materials and supplies for the Palm Desert Housing Authority -owned Residential Rental Properties pursuant to Section 3.32.110 of the Palm Desert Municipal Code for FY 2016-2017 in an amount not to exceed $20,000; 2) Palm Desert Housing Authority's Executive Director, or his designee, to finalize any documents necessary to effectuate the action taken herewith — monies have been included in the FY 2016-2017 proposed Palm Desert Housing Authority's Operating Budget, in the appropriate Authority Account. Upon a motion by Tanner, second by Weber, and 4-0 vote of the Authority Board (AYES: Hamik, Jonathan, Tanner, and Weber; NOES: None; ABSENT: Spiegel), the Consent Calendar was approved as presented. 2 PRELIMINARY MINUTES DRAFT PALM DESERT HOUSING AUTHORITY MEETING APRIL 28, 2016 VI. CONSENT ITEMS HELD OVER None VII. RESOLUTIONS None VIII. NEW BUSINESS A. REQUEST FOR AUTHORIZATION OF THE USE OF LOWE'S HOME CENTERS, INC., FOR PURPOSES OF PROCURING, DELIVERING, AND RECYCLING APPLIANCES FOR THE PALM DESERT HOUSING AUTHORITY -OWNED RESIDENTIAL RENTAL PROPERTIES FOR FISCAL YEAR 2016-2017 IN AN AMOUNT NOT TO EXCEED $60,000 (CONTRACT NO. HA35270). Ms. Moore stated the Housing Authority purchases appliances throughout the year for the units as they are needed. She noted Lowe's was a local vendor, stating staff identifies the actual appliances beforehand, so that when needed it's just ordered. Member Tanner moved to, by Minute Motion, authorize: 1) Use of Lowe's Home Centers, Inc., for the purpose of procuring, delivering, and, whenever appropriate, hauling away and recycling appliances for the Palm Desert Housing Authority -owned Residential Rental Properties pursuant to Section 3.32.110 of the Palm Desert Municipal Code for FY 2016-2017 in an amount not to exceed $60,000; 2) removal of inefficient, damaged, obsolete, and non-functioning appliances, and, at such time as appliances are removed from the property, authorize disposal as appropriate and declare as surplus; 3) Palm Desert Housing Authority's Executive Director, or his designee, to execute any documents necessary to effectuate the action taken herewith — monies have been included in the FY 2016-2017 proposed Palm Desert Housing Authority's Operating Budget, in the appropriate Authority Account. Motion was seconded by Weber and carried by a 4-0 vote (AYES: Harnik, Jonathan, Tanner, and Weber; NOES: None; ABSENT: Spiegel). B. REQUEST FOR AUTHORIZATION OF THE USE OF LOWES FOR PURCHASE OF MATERIALS AND SUPPLIES FOR THE PALM DESERT HOUSING AUTHORITY -OWNED RESIDENTIAL RENTAL PROPERTIES FOR FISCAL YEAR 2016-2017 IN AN AMOUNT NOT TO EXCEED $70,000 (CONTRACT NO. HA35280). Ms. Moore stated this contract with Lowe's is for purchase of supplies that include paint and plumbing hardware, etc. She said these purchases are used to repair or replace basic things on a routine basis from tenant to tenant. 3 PRELIMINARY MINUTES DRAFT PALM DESERT HOUSING AUTHORITY MEETING APRIL 28, 2016 Member Jonathan moved to, by Minute Motion, authorize: 1) Use of Lowes for the purchase of materials and supplies for the Palm Desert Housing Authority -owned residential rental properties pursuant to Section 3.32.110 of the Palm Desert Municipal Code for FY 2016-2017 in an amount not to exceed $70,000; 2) Palm Desert Housing Authority's Executive Director, or his designee, to execute any documents necessary to effectuate the action taken herewith — monies have been included in the FY 2016-2017 proposed Palm Desert Housing Authority's Operating Budget in the appropriate Authority Account. Motion was seconded by Tanner and carried by a 4-0 vote (AYES: Harnik, Jonathan, Tanner, and Weber; NOES: None; ABSENT: Spiegel). C. REQUEST FOR AUTHORIZATION OF THE USE OF HD SUPPLY FACILITIES MAINTENANCE FOR PURCHASE OF MATERIALS, SUPPLIES, AND INSTALLATIONS FOR THE PALM DESERT HOUSING AUTHORITY -OWNED RESIDENTIAL RENTAL PROPERTIES FOR FISCAL YEAR 2016-2017 IN AN AMOUNT NOT TO EXCEED $145,000 (CONTRACT NO. HA35290). Ms. Moore noted this was an annual contract for purchases of a construction nature such as countertops, and this vendor is also in Palm Desert. When appropriate they order from this store, but there are times an item has to be ordered from out of the area. Member Tanner asked if the amount requested was similarto what has been requested in past years. Ms. Moore said it was, stating staff reviewed it to make sure the amount didn't have to be increased and they are right on target. Member Jonathan pointed out that the Housing Commission reviewed this item and gave unanimous approval. Member Tanner moved to, by Minute Motion, authorize: 1) Use of HD Supply Facilities Maintenance for the purchase of materials, supplies, and installations for the Palm Desert Housing Authority -owned Residential Rental Properties pursuant to Section 3.32.110 of the Palm Desert Municipal Code for FY 2016-2017 in an amount not to exceed $145,000; 2) Palm Desert Housing Authority's Executive Director, or his designee, to finalize any documents necessary to effectuate the action taken herewith — monies have been included in the FY 2016-2017 proposed Palm Desert Housing Authority's Operating Budget in the appropriate Authority Account. Motion was seconded by Weber and carried by a 4-0 vote (AYES: Harnik, Jonathan, Tanner, and Weber; NOES: None; ABSENT: Spiegel). IX. ORAL COMMUNICATIONS - C Mr. Gibson shared that it has been a pleasure to work for the City, stating Council has been very supportive of him and his Department, but he was ready for retirement. Vice Chairman Harnik shared that one of Mr. Gibson's plans is to give back to his community and will find ways to volunteer, which shows the character of the man. Member Weber added that Mr. Gibson agreed to participate with the Golf Cart float. XIV.
