Recommendation
By Minute Motion, that the Housing Authority Board,
1) Ratify the Executive Director's approval of Change Order No. 1 to Contract No.
HA35590A with VINCOR Construction, Inc., for re-routing plumbing at One Quail
Place building No. 30 in the total amount not to exceed of $8,735.80; and
2) Authorize the Palm Desert Housing Authority Chairman and/or the Executive
Director to execute any contracts and any documents necessary to effectuate the
actions taken herewith.
Monies are available in the FY 2016/2017 Palm Desert Housing Authority's ("Authority")
capital replacement budget.
Housing Commission Recommendation
The Housing Commission will receive the recommendation as informational at its regular
meeting of November 9, 2016.
Strategic Plan Objective:
This request does not apply to a specific strategic plan goal.
Executive Summary
Acceptance of the Executive Director's approval will ratify field verified changes, and additional
work to the scope of Contract No. HA35590A for the mobilization and completion of the re-
routing plumbing services at One Quail Place Building No. 30.

Background
On July 28, 2016, the Palm Desert Authority Board ("Authority Board") authorized the award of
Contract HA-35590A to Vincor Construction, Inc. ("Vincor"), in the amount of $70,116.00 plus
10% contingency in the amount not to exceed $7,012.00 (for unforeseen changes) for re-routing
plumbing services at the Palm Desert Housing Authority ("Authority") owned residential property
One Quail Place on Building No. 30 (the "Project"). As part of the request, the Authority Board
authorized the Executive Director to review and approve written requests for the use of the
contingency in the amount of $7,012.00 for unforeseen changes.
Vincor started the Project and realized additional investigation of the water lines was needed
which was not included in the original cost, in the amount of $975.00. During the investigation,
Vincor found that the hot water servicing the residential units in Building No. 30 also serviced
Buildings No. 29 and 31. Isolation of valves to the buildings was required on the original scope
of work, however, isolating the valves to the individual units was not included and the cost is
$1,250.00.
Additionally, there was an adjustment in material cost due to differing existing water line sizes.
Staff has used a price sheet provided from United Pipe and Steel Corporation to quantify the
additional cost for the pipe size difference; and has determined the cost to be in the amount of
$6,510.80. The Executive Director approved all additional costs in the total amount of
$8,735.80.
The original approval included re-routing plumbing services at One Quail Place for Buildings No.
30, 19, 22 and 40, estimated not to exceed $308,511.00. Instead, the additional re-routing of
plumbing services for Buildings No. 19, 22 and 40 will be put out to bid and will be brought to
the Authority Board for consideration at a future meeting.
The proposed additional cost has been determined to be reasonable and in accordance with the
Project scope of work and conditions. Therefore, staff recommends that the Authority Board
ratify the Executive Director's approval of Change Order No. 1 to Contract No. HA35590A with
VINCOR Construction, Inc., for re-routing plumbing at One Quail Place building No. 30 in the
total amount not to exceed of $8,735.80.
Fiscal Analysis
The fiscal impact is the Change Order No. 1 cost of the re-routing of plumbing at One Quail
Place in the total not -to -exceed amount of $8,735.80 which will be paid from the FY 2016/2017
Housing Authority's capital replacement budget.

Scope of Work:
General Conditions:
1. Investigate and locate existing lines serving (8) units at Building 30 using line locator. Identify and mark
each line on site. Existing boiler that feeds Building 30 feeds building 29 and 31.
2. Excavate and trench to expose existing 2 '/z" main line point of connection located at Boiler Room.
3. "french and install approx.. (440') of new 2" supply and return copper line with insulation to feed building 30
& 31 from boiler room to building POC.
4. Trench and install approx.. (360') of new 1 '/z" supply and return copper line with insulation to feed building
29 from boiler room to building POC.
5. Provide (4) penetrations through building to feed existing building 30 units. Locate and tie in to existing line
to feed 2nd floor units.
6. Existing I-1W & CW lines to be capped and abandoned.
7. Provide and install (3) new yard box located at the exterior point of connections for building 29, 30 and 31.
8. Backfill and compact trench as required with existing soil.
Clari fications:
Any additional work due to unforeseen conditions will be treated as a supplemental to the work order.
Excludes wall, floor and ceiling repairs, any finishes and new fixtures.
All work to be executed as per Request for Proposal (RIP), Plumbing Re -pipe Services for Building 30 at One
Quail Place dated 7/19/16.
Prevailing wages apply including DIR Requirements.

This Contract Change Order No. 1 covers changes to the subject contract as described herein. The consultant shall
perform all work, furnish equipment and materials as necessary or required to complete the Change Order No. 1 items
for a lump sum price agreed upon between the Contractor and the Palm Desert Housing Authority, otherwise referred
to as Owner.
Contract Time Extension

The undersigned Consultant approves the foregoing Change Order No. 1 as to the changes, if any, in the contract
price specified for each item including any and all supervision costs and other miscellaneous costs relating to the
change in work, and as to the extension of time allowed, if any, for completion of the entire work on account of said
Change Order No. 1. The Consultant agrees to furnish all labor and materials and perform all other necessary work,
inclusive of that directly or indirectly related to the approved time extension, required to complete the Contract Change
Order No. 1 items. This document will become a supplement of the contract and all provisions will apply hereto. It is
understood that the Contract Change Order shall be effective when approved by the Owner.
Execution of this Contract Change Order No. 1 by the Consultant constitutes a binding accord and satisfaction that
fully satisfies, waives, and releases the Owner from all claims, demands, costs, and liabilities, in contract, law or
equity, arising out of or related to the subject of the Contract Change Order No. 1, whether known or unknown,
including but not limited to direct and indirect costs and/or damages for delay, disruption, acceleration, and loss of
productivity, as well as any and all consequential damages.
This document will become a supplement to the Contract and all provisions will apply hereto, all items included above
must have required signatures as per the purchase resolution.
