MAY 10, 2017
I. CALL TO ORDER
Heather Horning, Housing Commission Chair, convened the meeting at 3:30 p.m.

Chelsea Saintis introduced herself to the Commission. She mentioned she works
with Heather Horning at First Bank.
IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of April 12, 2017:
Motion was made by Commissioner Mike Lewis to approve the minutes of
the Housing Commission meeting of April 12th, 2017. Motion was
seconded by Commissioner Joy Whitehurst and carried by 6-0 vote
(AYES: Ballard, Fitzgerald, Lewis, Tucker, Whitehurst, and Horning; NOES:
none).

V. NEW BUSINESS
A. Curtis Allan Floor Covering
Jessica Gonzales summarized the staff report stating the contract includes
various flooring materials such as vinyl, carpet, carpet tile, tile etc.
Motion was made by Commissioner Beverly Fitzgerald to forward the
recommendation to the Palm Desert Housing Authority Board to
approve a second one-year extension to Contract No. HA-34820 with
Curtis Allan Floor Coverings and related supplies and services for FY
2017/2018 in an amount not to exceed $250,000. Motion was
seconded by Vice Chair Gregory Ballard and carried by 6-0 vote
(AYES: Ballard, Fitzgerald, Lewis, Tucker, Whitehurst, and Horning;
NOES: none)
B. Lowe's Home Center, Inc./Home Depot, U.S.A. Inc./HD Supply Facilities
Maintenance
Jessica Gonzales summarized the staff report.
Motion was made by Commissioner Joy Whitehurst to forward the
recommendation to the Palm Desert Housing Authority Board to
authorize the use of Lowe's Home Centers, Inc., Home Depot U.S.A.,
Inc. and HD Supply Facilities Maintenance for purchase of materials,
supplies and appliances for FY 2017/2018. Motion was seconded by
Commissioner Beverly Fitzgerald and carried by 6-0 vote (AYES:
Ballard, Fitzgerald, Lewis, Tucker, Whitehurst, and Horning; NOES:
none)

B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings was provided to the Commission for review.

C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for March.
Teresa Vakili reported that the multifamily properties are at 98% occupancy and
the senior properties at 99%. Leasing offices contacted 269 applicants from the
interest list and completed 77 recertifications for the month of March.
Jessica Gonzales stated that the 2017 income limits have been published by
HUD however HCD has not adopted them yet.
Councilmember Liaison Kathleen Kelly referenced the Monthly Occupancy
Status Report and asked if the totals shown in the Number of Traffic Qualified
summary were monthly totals. Ms. Vakili responded yes.
Councilmember Kelly also asked for the number of applicants on the interest list
at the rental properties. Ms. Vakili will provide a list at the next meeting.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent Statement
for March.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
March.
F HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the Commission
for review.
Teresa Vakili summarized the report stating that the unit damaged by the fire
incident at Carlos Ortega Villas is in progress of restoration.
Commissioner Joy Whitehurst asked about the insurance claim and who is
responsible for the damages.
Ms. Vakili stated that the Authority's insurance will pay for the damages to the
unit itself; the tenant is responsible for any personal belongings damaged in the
fire. She noted that tenants are not required to have renters insurance but are
encouraged at the time of leasing.

Commissioner Mike Lewis asked if the insurance claim will cover personal
property damaged by the fire sprinklers of the adjacent units.
Ms. Vakili responded that the insurance claim will only cover damages to the
units.
Commissioner Wade Tucker commented that he has worked in the insurance
business for years and renters were required to have content insurance back in
the 1940s and 50s.
Ms. Vakili stated that some property management companies require that
renters have insurance however it is not a California mandated requirement.
Janet Moore added that if we required renters to have content insurance, we
would have to offset rents by that amount however would not cover damages to
the building. In some cases, renters have relinquished security deposits to cover
any damages to the unit.
Jessica Gonzales stated that the annual tree pruning has started at the
properties.
Commissioner Joy Whitehurst asked about the recent winds and if any damages
were caused to the properties.
Mrs. Vakili stated that One Quail Place had an emergency removal of a gazebo
that had deteriorating wood and was knocked down by the winds.
She also noted that the repiping project at One Quail Place recently completed
phase one which includes building 40. A carport was also rebuilt from a hit and
run incident.
G. Authority Home Improvement Program (HIP) Update (Janet)

Janet Moore stated that the article published in the Brightside initiated
several calls. Callers are encouraged to contact other programs such as
JHC Construction, a participant of SCE and the Gas Company, to avoid
placing a lien against their property.

At this time, Janet Moore reported that Heather Horning is resigning from
the Housing Commission as she has accepted a position with the City of
Palm Desert. This meeting will be Heather Horning's last meeting.
Mrs. Moore suggested that the Commission appoint a new chair to the
Commission or a Vice Chair at their next meeting.

With Commission concurrence the meeting was adjourned at 4:00 pm to
June 14, 2017.
