NEW BUSINESS A. Award of Contract to Gardner Outdoor and Pool Remodeling Jessica Gonzales summarized the staff report stating that pictures will be provided once a contract has been awarded and the project is in process. Commissioner Mike Lewis stated that there are no specifics about the pool in terms of size and was concerned with the cost being so high. Janet Moore stated that when this project went out to bid, there were no proposals submitted. Staff contacted pool companies directly including government contractors to solicit proposals to do the work. During this process, it was clear the contractors had a different perspective of the work that needed to be done and submitted proposals that were very high in cost. Mrs. Moore apologized for lengthening the process, stating she was hesitant to move forward with the bids that were coming in. She further noted that staff will do a thorough walk of the pool with Gardner to explain the work required in detail to avoid additional costs. Upon question of the condition of the pool equipment, Teresa Vakili stated that the equipment is in good condition and not will be replaced as part of the resurfacing project. Commissioner Robert Nevares stated that he has seen approximately 6 tenants in the swimming pool at Catalina Gardens. Commissioner Joy Whitehurst mentioned that there are 44 pools in her community and this type of work is done all the time. Commissioner Nevares suggested staff solicit more bids as he felt the cost was still too high. Mrs. Moore added that the Riverside County Health Department issued a violation concerning the conditioning of the pool and the deck which is a trip hazard and therefore staff is eager to move forward and ensure compliance with the Health Department. Mrs. Moore noted that staff contacted over 30 contractors and found that most companies do not pay prevailing wage. Councilmember Liaison Kathleen Kelly asked if the pool received any attention since its initial build; Mrs. Moore replied the pool was built in the late 1980's and has not been resurfaced since that time to our knowledge. 2 Housing Commission Minutes October 11, 2017 Motion was made by Commissioner Joy Whitehurst to forward the recommendation to the Housing Authority to authorize staff to negotiate Contract No. HA35960 in a total amount not to exceed $36,000 with Gardner Outdoor and Pool Remodeling, for the resurfacing of an existing pool and deck at the Authority property known as Catalina Gardens Apartments. Motion was seconded by Commissioner Mike Lewis and carried by 4-0 vote (AYES: Lewis, Nevares, Tucker, Whitehurst, and Ballard; NOES: none). There were additional comments regarding this project after Item Vlll. VI. CONTINUED BUSINESS None VII. REPORTS AND REMARKS A. COMMISSION REPORTS B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council and Authority Board meetings was provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for August. Teresa Vakili reported that the properties are currently 97% occupied; 246 recertifications were completed. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for August. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for August. 3 Housing Commission Minutes October 11, 2017 Commissioner Joy Whitehurst asked about the expenses under Advertising and Promotion. Jessica Gonzales stated that a notice is published quarterly on local newspapers both in English and Spanish with regard to rental opportunities as well as home ownership. F. HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review (September) Teresa Vakili reported that the tree removal project began today. Commissioner Joy Whitehurst asked about the computer tower replaced at Carlos Ortega Villas. Mrs. Vakili stated that the City of Palm Desert donated computers for the residents to use in the residence community room; one of those computer's tower (equipment) broke down and was replaced. Mrs. Vakili also reported that the deck improvements at Candlewood are moving forward with no complaints. G. Authority Home Improvement Program (HIP) Update (Janet) ACTIVITY (September 2017): Inquiries (calls, walk-ins, emails): 9 Applications Provided: 4 Ineligible (does not meet criteria): 8 Energy Savings Assistance Programs Referrals: 1 (JHC Construction - SCE/Gas Co) Janet Moore provided a brief update on the program. Jessica Gonzales added that Habitat for Humanity has a program known as Brush with Kindness that may assist homeowners with home improvements as well. Commissioner Joy Whitehurst asked about additional homes in Habitat for Humanity. Mrs. Gonzales stated that Habitat for Humanity is currently reviewing applications for the vacant home on San Benito. 4 Housing Commission Minutes October 11, 2017 VIII. NEXT MEETING DATE — November 8, 2017 Janet Moore reported that the City Council will be meeting once in November on the 16th due to the Holidays, and asked the Commission if they would like to move their meeting to November 15th Motion was made by Commissioner Wade Tucker to move the regular meeting of November 8th, 2017 to November 15th. Motion was seconded by Commissioner Joy Whitehurst and carried by 4-0 vote (AYES: Lewis, Nevares, Tucker, Whitehurst, and Ballard; NOES: none). At this time, Commissioner Mike Lewis referred back to the discussion of resurfacing the pools and inquired on the actual process of sand blasting. Staff provided a brief explanation noting that the scope of work calls for sand blasting of the plaster. Also mentioned was a special bonding material that will be added to the decks to make the surface nonslip. Commissioner Wade Tucker asked about the safety of residents after an earthquake within the senior communities. Janet Moore asked that RPM Company to verify that every resident has an "I'm OK" sign during their annual inspection. In the event of a major earthquake, RPM staff will be tasked with assessing the property and report any concerns. They have cameras and earthquake kits for this purpose. The intent of the "I'm OK" sign is to assist first responders to focus on the residents that they need to check on. In addition, residents are encouraged to check on their neighbors as well. Commissioner Joy Whitehurst asked Teresa Vakili if the properties coordinate pot lucks and/or gatherings where all the residents can meet and discuss these concerns. Teresa Vakili replied yes on numerous occasions however attendance is very low. Commissioner Mike Lewis suggested that the Housing Commissioners should take a tour of all the properties. Mrs. Moore stated that a group tour will take place next year. Commissioner Robert Nevares commented that the Josyln Senior Center will also call residents that register to ensure they are okay. It was mentioned that you do not have to be a member of the Josyln Senior Center to get on that list. 5 Housing Commission Minutes October 11, 2017 IX.
