CALL TO ORDER Heather Horning, Housing Commission Chair, convened the meeting at 3:30 P.m - ROLL CALL Present: Absent: Heather Horning - Chair Gegory Ballard Mike Lewis Robert Nevares Wade Tucker Joy Whitehurst Others Present: Sabby Jonathan, City Council Member Liaison Janet Moore, Director of Finance Teresa Vakili, RPM Company Patty Leon, Recording Secretary III. ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of December 7, 2016: Motion was made by Commissioner Mike Lewis to approve the minutes of the Housing Commission meeting of December 7th, 2016. Motion was seconded by Commissioner Joy Whitehurst and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). 1 Housing Commission Minutes January 11, 2017 V. NEW BUSINESS A. Courtesy Patrol Services Janet Moore summarized the staff report stating that the Housing Authority Board will review this item at their meeting of January 26th. The proposals were considered incomplete and non -responsive and therefore staff is requesting to reject all bids. Teresa Vakili stated that eight companies picked up bid packets however, only one bid was submitted. Staff was not able to accept a second bid for the reason that the company missed the submittal time. Upon question, Ms. Vakili stated that it has been some time since the properties have gone out to bid for courtesy patrol services. Councilmember Liaison Sabby Jonathan asked about the courtesy patrol services. Ms. Vakili stated that courtesy patrol is what some people consider to be "security" patrolling with a private company. Currently, the courtesy patrol company provides foot patrol at One Quail Place two nights a week and vehicle patrol at all fifteen properties year round evenings and weekends as well as respond to tenants' calls. Councilmember Jonathan inquired if the Sheriffs Department had any involvement. Mrs. Moore stated that we utilize all methods available to us including the Sherriff's Department who will drive through the properties, upon request if needed, especially at One Quail Place which is the largest community. She noted that patrol services are expensive and therefore additional services from the Sherriff Department as well as Citizens on Patrol "COPS" program are being utilized at no cost. Commissioner Gregory Ballard suggested giving the costs for patrol services to the COPS program instead. Mrs. Moore replied that the COPS program is based on volunteers only and is available Monday through Friday from 8:00 am to 5:00 pm. It was mentioned that the COPS program is need of volunteers at this time. Motion was made by Commissioner Mike Lewis to forward the recommendation to the Housing Authority to reject all proposals received for Courtesy Patrol Services for the Palm Desert Housing Authority owned properties Contract No. HA 35880. VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS No reports. B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council and Authority Board meetings was provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for November. Teresa Vakili reported that the properties are currently 98.5% occupancy with only two units available for lease; 263 applicants from the interest list were contacted; and 77 recertifications were processed. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for November. Janet Moore referenced the summary sheet and highlighted that the majority of the units at both the multifamily and senior complexes are below 50% of the County median income. Councilmember Liaison Sabby Jonathan inquired if the rental rates were set according to statute based on income. Mrs. Moore replied rental rates are based on law as well as the mandated stipulated judgment in place. 3 Housing Commission Minutes January 11, 2017 E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for November. Janet Moore referenced the FYTD Net Operating Income monthly totals and explained the reason for the negative amounts. She stated that there was a great deal of capital work completed during this fiscal year however those funds will not be shown on this report until the end of the fiscal year. One major project mentioned was the reroofing of eight buildings at One Quail Place. Upon question, Teresa Vakili stated that there are a couple of roof leaks currently being addressed. F HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review. Teresa Vakili summarized the report stating that the re -piping project at Building 30 is complete and anticipates having those down units back in line. She reported that the service calls were significantly high this month due to weather change. Commissioner Joy Whitehurst referenced One Quail Place project report and questioned the replacement of a new NC unit not eligible through Edison's Energy Saving Assistance Program. Ms. Vakili stated that Edison's program requires that the A/C unit be over ten years old in order to be eligible for replacement. In addition, the tenant must qualify for the program as well. The cost to replace an A/C unit through SCE program is a co -pay of $500 otherwise the cost is $4,300. G. Authority Home Improvement Program Update (Janet) ACTIVITY (December 2016): Inquiries (calls, walk-ins, emails): 8 Applications Provided: 3 Application Intake Process: 1 Energy Savings Assistance Programs Referrals: 1 (JHC Construction - SCE/Gas Co) Janet Moore reported great success referring applicants to the Energy Savings program where they were able to get new HVAC systems. 4 Housing Commission Minutes January 11, 2017 VIII.
