CALL TO ORDER Heather Horning, Housing Commission Vice -Chair, convened the meeting at 3:30 p.m. II. ORAL COMMUNICATIONS IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of November 9, 2016: Motion was made by Commissioner Wade Tucker to approve the minutes of the Housing Commission meeting of November 9th, 2016. Motion was seconded by Commissioner Robert Nevares and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). 1 Housing Commission Minutes December 7, 2016 V. NEW BUSINESS A. Award of Contract to Garland/DBS, Inc. Jessica Gonzales summarized the staff report stating that Garland's existing contract expires December 31st. Staff is requesting to award a new contract to Garland through the end of June 2017 for roof repairs and/or unforeseen issues at the Housing Authority Property including Carlos Ortega Villas. Motion was made by Commissioner Mike Lewis to forward the recommendation to the Housing Authority to approve the award of Contract No. HA to Garland/DBS, Inc., in the amount not to exceed $27,500 for roof repairs and related services at the Palm Desert Housing Authority owned residential rental properties. Motion was seconded by Commissioner Robert Nevares and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). B. Award of Contract to New Construction Solutions, Inc. Jessica Gonzales reported that a notice inviting bids was advertised for the re-routing of plumbing services for buildings no. 19, 22, and 40; two bids were submitted. One bid was determined nonresponsive as they failed to provide required items. New Construction Solutions met the qualifications for the project. Mrs. Gonzales also mentioned that building 30 is anticipated to be completed at the end of this month (December). Councilmember Liaison Sabby Jonathan inquired if Vincor, the contractor working on building 30, had submitted a bid for this project. Mrs. Gonzales mentioned that Vincor did not submit a bid due to traveling time and cost from the plumber out of the area. Councilmember Jonathan asked about the proposal amount received from the other bid submitted. Janet Moore replied that Desert Ranger's proposal was lower than New Construction Solutions, however the required items omitted from the bid were significant that staff was not able to compare bids. Councilmember Jonathan asked if staff felt confident considering only one proposal for this project in terms of cost. Mrs. Gonzales stated that she consulted with the engineer who prepared the scope of work and had estimated $250,000 to $260,000 for this project. 2 Housing Commission Minutes December 7, 2016 In addition, the City's attorney determined the cost to be reasonable and in accordance with the project's scope of work and conditions. It was explained that the insurance company will not cover costs to reroute the plumbing; however will cover costs to replace drywall, sinks, toilets, ceiling fans, etc and anything else needed to complete the units. Commissioner Heather Horning inquired on why only four buildings at One Quail Place were being considered for this project. Mrs. Gonzales stated that residents at buildings nos. 19, 22, 40 and 30 reported moisture issues. The insurance company had an engineer assess the buildings and while they did not find a specific issue they did recommend that due to the age of the complex, the pipes may have pinhole leaks. There has been no other report of moisture from the other buildings. Mrs. Moore also added that the underlying ground where these buildings are located may be of different composition. As well as, how the water lines servicing these buildings and area (i.e. irrigation) may vary compared to other buildings on the property. Motion was made by Commissioner Mike Lewis to forward a recommendation to the Palm Desert Housing Authority to award of Contract No. HA35590B to New Construction Solutions, Inc., for re- routing plumbing services at One Quail Place Buildings No. 19, 22 and 40 in the total amount of the base bid of $249,000 plus $24,000 contingency. Motion was seconded by Commissioner Greg Ballard and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). C. Election of Officers for the year 2017 Janet Moore provided several options on whether to continue with the acting Chair as assigned or nominate a new Chair and Vice Chair. Commissioner Joy Whitehurst nominated Heather Horning as Chair and Commissioner Mike Lewis nominated Greg Ballard as Vice Chair. Commissioner Joy Whitehurst moved by Minute Motion to nominate Heather Horning for 2017 Commission Chair and Greg Ballard for Vice Chair. Motion was seconded by Commissioner Mike Lewis and carried by 6-0 vote (AYES: Ballard, Lewis, Nevares, Tucker, Whitehurst, and Horning; NOES: none). 3 Housing Commission Minutes December 7, 2016 VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS No reports. B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council and Authority Board meetings was provided to the Commission for review. Jessica Gonzales reported that an Amendment to the Schedule of Performance of the Disposition and Development Agreement with Habitat for Humanity related to the construction of the two single family Tots (designated for disabled veterans) on San Benito will be reviewed at the City Council meeting of December 8th Habitat is moving forward with the construction of the homes and anticipates completion of the homes sometime in January. Councilmember Liaison Sabby Jonathan asked about the financial arrangement with the buyers. Mrs. Gonzales stated that Habitat is currently looking for a primary lender to secure financing options for the families selected from Habitat's interest list; additional assistance such as the County of Riverside may also be available. A restrictive covenant agreement will be recorded against both properties. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for October. Teresa Vakili reported that the properties are 98% occupancy; 470 applicants from the wait list were contacted; and 59 recertifications were processed. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for October. Teresa Vakili reported that Carlos Ortega Villas is now 100% occupied and how COV was televised recently on CBS with respect to communities who are 100% smoke free. 4 Housing Commission Minutes December 7, 2016 Janet Moore stated that the Department of Housing and Urban Development (HUD) recently passed a ruling to establish that all HUD properties 100% be smoke free; although COV is not a HUD property CBS used COV as an example of a community that is already 100% smoke free. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for October. F HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review. Teresa Vakili summarized the report stating that 33 trees were removed at Las Serenas along the west wall due to age and extreme heat during the summer. Staff will look for a replacement and/or barrier between Las Serenas and Desert Arc at a later date unknown. Pictures of the new light fixtures installed through the energy efficiency rebate program were displayed. Commissioner Joy Whitehurst asked about an analysis with regard to cost and savings. Jessica Gonzales replied that SCE recently completed installation of all the light fixtures and therefore those numbers have not been finalized and it will take a few months to collect. Commissioner Mike Lewis asked if the five make ready units at California Villas were from the storm damage. Ms. Vakili replied no, those five units are due to moisture issues between the interior of the kitchen and bathrooms. Upon question, Ms. Vakili reported that the bed bug issue has been resolved, the treatment was successful. Pictures of Santa Rosa property were displayed that showed new HVAC units replaced through Southern California Edison program. Qualifying HVAC units ten years and older were replaced for $500 each; 18 of the 20 units were approved for this program. Authority Home Improvement Program Update (Janet) 5 Housing Commission Minutes December 7, 2016 ACTIVITY (November 2016): Inquiries (calls, walk-ins, emails): 7 Applications Provided: 5 Application Intake Process: 1 Energy Savings Assistance Programs Referrals: 1 (JHC Construction - SCE/Gas Co) Janet Moore stated that there have been a lot of calls during this time of the year due to the rains. Applicants are asked to contact their home insurance first prior to providing any assistance. As previously mentioned at the last meeting, Janet Moore reported that applicants are referred to outside funding sources in lieu of participating with the HIP Program that requires placing a restriction on the homeowner's property. VIII. NEXT MEETING DATE — January 11, 2017 A. Schedule of Housing Commission meeting dates for 2017 Commission accepted the schedule of meetings for 2017 as presented with the understanding that August meeting will be canceled and may be revisited in July on the need to have a meeting in August.
