HomeMy WebLinkAboutHA36200 CO1 2017 Tree-Stump Removal SvcsContract No. HA36200 MEETING DATE: REQUEST: Recommendation STAFF REPORT PALM DESERT HOUSING AUTHORITY HOUSING DEPARTMENT November 16, 2017 RATIFICATION OF CHANGE ORDER NO. 1 AND AUTHORIZE CHANGE ORDER NO. 2 TO CONTRACT NO. HA36200 WITH RELIABLE TREE CARE FOR 2017 TREE AND STUMP REMOVAL SERVICES FOR THE AUTHORITY PROPERTIES By Minute Motion, that the Authority Board, 1) Ratify the Executive Director's approval of Change Order No. 1 in the amount of $13,077 for use of contingency to Contract No. HA36200 with Cristobal R. Romero dba Reliable Tree Care ("Reliable Tree Care"), for 2017 Tree and Stump removal services for the Authority properties in the total amount of $13,077; and 2) Authorize Change Order No. 2 to Contract No. HA36200 with Reliable Tree Care, in an amount not to exceed $8,000 (which is an increase to the original contract amount of $87,178 plus contingency of $13,077) for additional tree and stump removals due to unforeseen conditions; and 3) Authorize the Palm Desert Housing Authority Chairman and/or the Executive Director to execute any documents necessary to effectuate the actions taken herewith. Monies are available in the FY 2017/2018 Authority's capital replacement budget. Committee/Commission Recommendation The Housing Commission will review this recommendation at its regular meeting of November 15, 2017. Upon request, a verbal report will be provided at the Authority's regular meeting of November 16, 2017. Strategic Plan This request does not apply to a specific strategic plan goal. Background Analysis On July 13, 2017, the Palm Desert Authority Board ("Authority Board") authorized the award of Contract HA36200 to Reliable Tree Care, in the amount of $87,178 plus 15% contingency in the amount not to exceed $13,077 (for any additional alternate work) for tree and stump removals services at the Authority properties (the "Project"). As part of the Contract No. HA36200 November 16, 2017 Meeting - Staff Report Housing Authority — Ratify Change Order No. 1 and Authorize Change Order No. 2 with Reliable Tree Care Page 2 of 2 request, the Authority Board authorized the Executive Director to review and approve written requests for the use of the contingency in the amount of $13,077 for additional tree and stump removals as necessary. Reliable started the project on October 11, 2017, and has now completed the removals at all of the Authority properties with the exception of One Quail Place which has the highest quantity of trees to be removed for this Project. In the process of performing the removals at the other properties, there were approximately twenty eight (28) additional trees (twenty three hardwood trees and five palm trees) identified at various properties that needed to be removed due to disease or trees that are dead. For the trees that have been identified to date, the total amount to remove is approximately $14,154, exceeding the contingency available. In order to complete the Project, Staff recommends that the Authority Board ratify Executive Director's approval of Change Order No. 1 for the use of the available contingency amount of $13,077 and authorize an additional increase to the contract in the amount not to exceed $8,000 for additional tree and stump removals that may arise that were not anticipated at the remaining property, One Quail Place. Fiscal Analysis The fiscal impact of this contract is the additional cost in the amount of $8,000 to Contract No. HA36200 which will be paid from the FY 2017/2018 Authority's capital replacement budget.
