HomeMy WebLinkAboutHA35960 - Resurfacing Pool and Deck - Catalina GardensMEETING DATE: REQUEST: Recommendation Contract No. HA35960 STAFF REPORT PALM DESERT HOUSING AUTHORITY HOUSING DEPARTMENT October 12, 2017 Authorize staff to negotiate Contract No. HA35960 in a total amount not to exceed $36,000 with Gardner Outdoor and Pool Remodeling, for the resurfacing of an existing pool and deck at the Authority property known as Catalina Gardens Apartments. By Minute Motion, that the Authority Board, 1) Authorize staff to negotiate Contract No. HA35960 with Gardner Outdoor and Pool Remodeling for the resurfacing of an existing pool and deck at the Authority property known as Catalina Gardens Apartments located at 73600 Catalina Way, Palm Desert. The contract will be in a total amount not to exceed $30,000 plus 20% contingency for unforeseen conditions not to exceed $6,000 pursuant to Section 3.30.060 of the City of Palm Desert Municipal Code; and 2) Authorize the Executive Director or designee to review and approve written requests for the use of the contingency amount of $6,000 for unforeseen conditions; and 3) Authorize the Authority's legal counsel to finalize a contract with Gardner; and 4) Authorize the Executive Director and/or the Chairman to execute the negotiated contract and any documents necessary to facilitate the contract award and project. Monies are available in the FY 2017/2018 Authority's budget, in the appropriate Authority accounts. Committee/Commission Recommendation The Housing Commission will review this recommendation at its regular meeting of October 11, 2017. Upon request, a verbal report will be provided at the Authority's regular meeting of October 12, 2017. Strategic Plan This request does not apply to a specific strategic plan goal. Contract No. HA35960 October 12, 2017 Meeting - Staff Report Housing Authority — Authorize to Negotiate with Gardner for Catalina Gardens Pool Renovation Page 2 of 3 Background Analysis Staff identified work that needed to be completed at several pools and spas of the Palm Desert Housing Authority ("Authority") owned properties. A notice inviting proposals for the design and construction of existing pools, spas and/or deck resurfacings for the pools was advertised in the local newspaper on March 11, 2017 and March 17, 2017. The Authority was to receive such proposals in the offices of the City Clerk in March 2017, but no proposals were submitted, even though several interested contractors obtained a bid package for the Projects. Pursuant to Municipal Code section 3.30.060, if no proposals are received, the Authority Board may have the project(s) done without further complying with bid requirements and may negotiate a contract. Following discussions with legal counsel, staff solicited proposals from different contractors for the work. The work at one of the pools was more extensive than the others, so for the pool at Catalina Gardens Apartments' ("Catalina") staff contacted approximately thirty (30) local contractors and approximately ten (10) out of the area contractors to request a proposal. Staff received five (5) separate proposals from contractors that ranged from $29,663 to $124,120 varying slightly in the scope of services being proposed as part of the proposal. Many of the out of the area contractors proposed costs for the work were high due to the mobilization from their location. After several visits with some of the contractors to confirm the work to be done, Gardner Outdoor and Pool Remodeling, Inc. ("Gardner") proposed to complete the resurfacing of the pool's interior and deck for the lowest price of $29,663. Time is of the essence to ensure compliance with the Riverside County Health Department and therefore staff recommends authorization to negotiate a contract with Gardner to complete the resurfacing of the pool and deck for Catalina in a total amount not to exceed $30,000 plus 20% contingency for unforeseen conditions not to exceed $6,000 pursuant to Section 3.30.060 of the City of Palm Desert Municipal Code. Staff also recommends that the Executive Director be authorized to review and approve written requests from Gardner for the use of the contingency for unforeseen conditions and/or permits. Fiscal Analysis The fiscal impact of this contract is the cost of the contract itself in the amount of $30,000 plus 20% contingency in the amount of $6,000 (for unforeseen conditions and/or permits) which will be paid from the FY 2017/2018 Authority's operating budget. The Gardner representative explained to me that current code requires split drains on new construction and although not required for remodel work Gardner Outdoor and Pool Remodeling STRONGLY recommends this procedure. I understand that if my pool and/or spa are equipped with a single main drain. and I elect not to split the drein(s) at this time, then I assume full responsibility for any and all risks associated with maintaining a single suction main drain in my pool and/or spa. As main drain covers will be replaced to meet the VGBA standards. The Gardner representative has made me aware that the main drain covers wiN need to be replaced every five years from date of Installation per manufacturer specifications. unseal MAINTENANCE INFORMATION • Softened water will damage your pool. All other standards to be within APSP standards. • Colored plaster and general conditions: The following conditions apply to all -cement products and are beyond the contractor's control. These occurrences may be more pronounced by pigmented plaster and should not be construed as a deficiency. Mottling. efflorescence. crazing, check cracking and streaking are natural occurrences in the application process. Improper maintenance may highlight and aggravate these occurrences. A very light acid wash may enhance the color once an initial curing process has passed, (no less than 30 days)• This service is not covered by warranty and is by assessment and bid only. Refractive lighting is also beyond the contractors' control. It is impossible to predict the appearance of any surface under night time lighting and these occurrences may be more exaggerated with re -plastered pools especially with low lying lights. A proper assessment of the quality of workmanship should be completed during daylight hours. • Brushing the plaster surface is an important aspect of pool maintenance. This helps to prevent dirt, debris, and leaves from staining your newly plastered surface. Daily brushing is recommended for the initial 14 day period and at least weekly thereafter. Water chemistry consists of total alkellnity. pH, hardness (calcium & magnesium). iron. copper. and total dissolved solids (TDS). Since plaster finishes are composed of natural matenals which have certain inherent characteristics, a certain amount of shading or color variation is a natural occurrence which should not be construed as a defect. Homeowner agrees that the plaster finishes are NOT guaranteed tot evenness of color and may not be the enact shade anticipated. The shade and color may vary and lade over time. The plaster finishes may become streaked, blotchy, or have a mottled appearance over which the contractor has no control. Homeowner understands that crazing (check cracks and hairline cracks) may be noticeable and may be quite pronounced with pool finishes other than white plaster. Due to atrnosphenc conditions (humidity. temperature. etc.) during plastering, light and/or dark streaks (a marbleized look) may appear in the plaster finishes and may be more pronounced on a cloudy day or at night with the light on. These conditions are beyond the contractor's control. Actual finish and water color may differ from pnnted or computer viewed samples. Variations in color, shade and exposure are normal. The waters depth. angle of sunlight, surrounding landscape and structures can all be determining factors for water color.
