CALL TO ORDER Gregory Ballard, Housing Commission Chair, convened the meeting at 3:30 p.m. II. ROLL CALL Present: Absent: Gregory Ballard — Chair Juan Mireles Steve Nash Robert Nevares Wade Tucker (left at 3:36 p.m.) Joy Whitehurst Others Present: Kathleen Kelly, City Council Member Liaison Janet Moore, Director of Finance Jessica Gonzales, Senior Management Analyst Teresa Vakili, RPM Company Patty Leon, Recording Secretary Phyllis Tucker, Las Serenas Resident III. ORAL COMMUNICATIONS Beverly Fitzgerald Phyllis Tucker, tenant at Las Serenas, read a letter aloud on behalf of Commissioner Wade Tucker announcing that Mr. Tucker will be resigning from the Housing Commission effective today. Councilmember Liaison Kathleen Kelly thanked Mr. Tucker on behalf of the City Council and the City of Palm Desert, for being an exemplary participant, expressing that everything the City does depends on the residents' participation. She hopes to officially express that gratitude at an upcoming City Council meeting. Janet Moore expressed that both Mr. and Mrs. Tucker are a great asset to the Las Serenas community; Teresa Vakili agreed and mentioned that Mr. and Mrs. Tucker have assisted with every resident event held at Las Serenas and are truly appreciated. 1 Housing Commission Minutes June 13, 2018 At this time, Mr. Wade Tucker left the meeting [3:36 p.m.] IV. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of May 09, 2018: Motion was made by Commissioner Joy Whitehurst to approve the minutes of the Housing Commission meeting of May 9th, 2018. Motion was seconded by Commissioner Steve Nash and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). V. NEW BUSINESS A. Extension to Contract No. HA34822 — Curtis Allan Floor Covering Inc. Jessica Gonzales summarized the staff report, stating that Curtis Allan will provide services to all the Authority rental properties. Motion was made by Commissioner Juan Mireles to forward the recommendation to the Housing Authority to approve an extension to Contract No. HA34822 with Curtis Allan Floor Covering Inc. for purposes of procuring floor coverings and related supplies and services at the Authority owned and operated properties in the amount not to exceed $250,000 for FY 2018/2019. Motion was seconded by Commissioner Gregory Ballard and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). Lowe's Home Centers, Inc./Home Depot U.S.A, Inc./HD Supply Facilities Maintenance Jessica Gonzales summarized the staff report. Commissioner Juan Mireles asked on the difference for using both Lowe's and Home Depot as vendors. Mrs. Gonzales responded that Lowe's carries different types of supplies and tend to be tailored to single family homes wherein Home Depot specializes in more commercial supplies that are needed at the rental units. However, management staff understands to use Lowe's whenever possible. 2 G \FiOUSING,Patty Leo^\Hcus.^g Comm.ss on\M,^..tes\2018\6-'3-'8 doc Housing Commission Minutes June 13, 2018 Motion was made by Commissioner Gregory Ballard to forward the recommendation to the Housing Authority to authorize the use of Lowe's Home Centers, Inc., Home Depot U.S.A., Inc., and HD Supply Facilities Maintenance for the Purchase of Materials, Supplies and Appliances for FY 2018/2019. Motion was seconded by Commissioner Juan Mireles and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). Housing Authority Vendor List Jessica Gonzales summarized the staff report noting that there is an additional vendor that was inadvertently not included on the Vendor List; West Coast Arborists will be included on the Vendor List. Commissioner Joy Whitehurst inquired if the properties have golf carts. Teresa Vakili replied that most of the properties have golf carts that are utilized by maintenance staff on a daily basis. Motion was made by Commissioner Joy Whitehurst to forward the recommendation to the Housing Authority to streamline the use of names vendors with the addition of West Coast Arborist for the Authority by granting exception to the bidding requirements and approving the Authority Vendor List. Motion was seconded by Commissioner Gregory Ballard and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). D. Courtesy Patrol Services - PHDA. A finalized staff report was provided to the Commission for review. Jessica Gonzales stated that four proposals were submitted. She mentioned that there was a limited time to review the proposals noting that the bid amounts on the second page of the staff report were inadvertently switched. The staff report will be modified to reflect the correct amounts, Southwest Security bid amount is $100,440. She further noted the urgency to award a contract given that there is an interim contract currently at the properties of which will expire the first part of July. Upon question if Southwest Security had provided services at the properties in the past, Teresa Vakili replied no noting White Falcon Security Inc. is currently the provider at the properties. She mentioned that Southwest Security services includes patrol officers carrying body cameras which will be beneficial. 3 G \HOUSING\Pauy Leon111ous,y Cor,rr,ss,on\M nu:es\20'8\6-13 18 dcc Housing Commission Minutes June 13, 2018 Commissioner Joy Whitehurst inquired on the type of events held at the properties that would require a need for additional security services as mentioned on the report. Mrs. Gonzales mentioned that the storm microburst event that damaged common areas as well as several units at California Villas required additional patrol services to secure the area and assist residents who were temporarily relocated. Commissioner Steve Nash inquired if the patrol officers were armed. Janet Moore replied no, noting patrol services are considered a courtesy to the residents. Commissioner Nash asked if the patrol officers have access/hotline to the Police in the event of an emergency nature. Ms. Vakili replied yes. Motion was made by Commissioner Gregory Ballard to forward the recommendation to the Housing Authority to authorize the Award of Contract No. HA37200 to Southwest Protective Services for Courtesy Patrol Services at the Authority Properties in a total annual amount not to exceed $120,528 (which includes $100,440 for an annual cost and $20,008 for additional services on an as needed basis. Motion was seconded by Commissioner Steve Nash and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). VI. CONTINUED BUSINESS A. Administrative Plan • Section 4: Applications and Household Qualification Jessica Gonzales stated that two versions were provided to the Commission for review. A redlined version of Section 4 and a draft version of the proposed Sections 1, 2 and 3 previously provided and reviewed by this Commission. Mrs. Gonzales noted that staff will bring the additional sections to this Commission for review at future meetings; there are a total of 8 sections in the Administrative Plan. Motion was seconded by Commissioner Steve Nash and carried by 5-0 vote (AYES: Mireles; Nash, Nevares, Whitehurst and Ballard; NOES: none; ABSENT: Fitzgerald and Tucker). VII. REPORTS AND REMARKS A. COMMISSION REPORTS B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council and Authority Board meetings was provided to the Commission for review. Commissioner Robert Nevares inquired on the Smoking Policy. Jessica Gonzales stated that the Smoking Policy is still under review by legal counsel and staff. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for April. Teresa Vakili reported that the properties are 98.5% occupied with 28 move -ins and 25 move -outs. Staff contacted 725 applicants off the waiting list; completed 51 recertifications; and 289 applicants were added to the waiting list. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for April. 5 G v10JSING\Pally Leon.\F1ousi1g Corrrnss,o•:\M,^,.tes,2018\6-13-18 tloc Housing Commission Minutes June 13, 2018 Jessica Gonzales reported that the 2018 Income Limits have been published and will be effective July 1st pursuant to the Rental Rate Policy. There is an increase to the area median income; a family of 4 is now at 65,800 versus 65,000. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for April. F HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review (May) Teresa Vakili summarized the report. Pictures of California Villas Restoration Project were displayed for the Commission's review. Ms. Vakili noted that the residents are pleased with the plant material planted at the openings of the patio allowing for privacy. Also displayed were pictures of carport projects at Catalina Gardens, Neighbors and One Quail Place. Ms. Vakili noted that a resident accidentally crashed onto a post at Catalina Gardens. At Neighbors, a tree fell on top of the carport. The mailbox canopies and carports project at One Quail Place is underway. G. Authority Home Improvement Program (HIP) Update (Janet) ACTIVITY (May 2018): Inquiries (calls, walk-ins, emails): 11 Applications Provided: 1 Application Intake Process: 0 Ineligible (does not meet criteria): 9 Energy Savings Assistance Programs Referrals: 2 (JHC Construction - SCE/Gas Co) Janet Moore reported on some of the reasons why HIP applicants are ineligible for the program.
