HOUSING COMMISSION MEETING
MINUTES
DECEMBER 13, 2017
I. CALL TO ORDER
Gregory Ballard, Housing Commission Chair, convened the meeting at 3:30 p.m.

Phyllis Tucker, Las Serenas resident was introduced to the Commission.
IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of November 15, 2017:
Janet Moore made reference to page 3 of the minutes and stated that
Commissioner Greg Ballard's title will be corrected. Also, section VIII of the
Agenda, Next Meeting Date, should be January 10th, 2018.

Motion was made by Commissioner Mike Lewis to approve the minutes of
the Housing Commission Adjourned meeting of November 15th, 2017.
Motion was seconded by Commissioner Beverly Fitzgerald and carried by
6-0 vote (AYES: Fitzgerald, Lewis, Nevares, Tucker, Whitehurst, and
Ballard; NOES: none).
V. NEW BUSINESS
A. Adopt Resolution No. HA Replacing Resolution No. HA-22, and
Amend the Occupancy Standards
Jessica Gonzales summarized the staff report, stating that with the
elimination of the Redevelopment Agency, references in the Occupancy
Standard Policy ("Policy") needed to be changed to reflect the current
ownership and operation of the program. On 2012, the City designated the
Housing Authority as the successor housing entity for all housing activities.
Commissioner Mike Lewis asked what was modified.
Mrs. Gonzales apologized for not providing a red -lined version and
explained the changes were minimal with respect to the Housing Authority
as the owner and operator. Also modified were some of the references
and/or terminology such as residents vs tenants.
Commissioner Joy Whitehurst asked why the Policy was amended.
Janet Moore stated that the Policy has not been updated since the
Redevelopment Agency owned the properties and the Housing Authority
operated them. Now that the Housing Authority is the owner and operator,
clarification is being made not only to the Policy but all Housing policies to
reflect the right entities and corresponding references.
Commissioner Beverly Fitzgerald requested a synopsis of the changes for
clarification purposes only to which staff agreed to bring back.
Motion was made by Commissioner Beverly Fitzgerald to forward the
recommendation to the Housing Authority to Adopt Resolution No.
HA replacing Resolution No. HA-22, and Amending the Occupancy
Standards for residential units owned, operated and restricted by the
Palm Desert Housing Authority. Motion was seconded by
Commissioner Wade Tucker and carried by 6-0 vote (AYES:
Fitzgerald, Lewis, Nevares, Tucker, Whitehurst, and Ballard; NOES:
none).

B. Administrative Plan

Allowances
Jessica Gonzales summarized the changes to the Administrative Plan
("Plan") (sections and exhibits mentioned above) to reflect updated
clarifications, amended state and federal changes in regulations, and
changes of terminology for consistency of all Housing programs. Only 2 of
the 8 sections are being revised at this time. Staff will bring one or two
sections at a time to the Housing Commission for review and once all the
sections of the Plan have been revised and reviewed by this Commission, a
finalized comprehensive Plan will be brought forward for review and
recommendation to the Housing Authority. Staff provided a red -lined version
of the revised sections and exhibits as well as a non -redline version.
Janet Moore recommended that since some explanation was needed about
what staff would like the Commission to do, that the Commission continue
the Plan to the next meeting and bring back any comments.
C. Election of Officers for the year 2018
Janet Moore asked the Commission if any of the members would be
interested in serving as Chairman that has not served in the past.
Commissioner Joy Whitehurst nominated Commissioner Greg Ballard to
continue serving as Chairman; Commissioner Mike Lewis seconded that
motion.
Commissioner Greg Ballard nominated Mike Lewis as Vice Chair;
Commissioner Joy Whitehurst seconded that motion.
In response, Commissioner Mike Lewis offered the opportunity to another
member to serve as Vice Chair since he has served in the past.
Commissioner Beverly Fitzgerald nominated herself to serve as Vice Chair
since Commissioner Lewis served as Vice Chair in the past; Commissioner
Wade Tucker seconded that motion.
The roll was called for the Motions nominating Greg Ballard as
Chairman and Beverly Fitzgerald as Vice Chair for 2018 and carried by
6-0 vote (AYES: Fitzgerald, Lewis, Nevares, Tucker, Whitehurst, and
Ballard; NOES: none).

VI. CONTINUED BUSINESS
VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
A Notice of a Dedication of two Veteran Homes in Palm Desert scheduled for
December 20th was provided to the Commission by Habitat for Humanity.
Janet Moore reported that the City Council asked Committee and Commission
liaisons to encourage their members to do outreach within their communities
and/or groups and ask interested applicants to serve at any one of the
Committees and Commissions in Palm Desert.
At this time, Councilmember Liaison Kathleen Kelly presented the
Commissioners with gift certificates expressing appreciation for their service and
how their dedication and thoroughness sets them apart as a group.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings was provided to the Commission for review.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for October.
Teresa Vakili reported that the properties are currently 97.5% occupied. RPM
staff contacted 515 applicants from the waiting list and added 364 applicants to
the waiting list.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent Statement
for October.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements for
October.

F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the Commission
for review (November)
Teresa Vakili summarized the report.
Commissioner Joy Whitehurst referenced California Villas update and asked
about the golf cart.
Ms. Vakili stated that the golf cart is strictly used by RPM's maintenance staff at
the larger properties only.
Commissioner Robert Nevares inquired on the status of the pool resurfacing and
deck at Catalina Gardens.
Jessica Gonzales replied that the contractor recently submitted all the
requirements to complete the contract and anticipates work to begin in January.
Commissioner Mike Lewis asked if the trip hazards around the pool were
addressed.
Mrs. Gonzales stated that there were minor repairs made to the deck to minimize
any trip hazards.
At this time, Teresa Vakili referenced pictures displayed of a recent renovated
unit at Neighbors Apartments. The 2-bedroom 2-bath unit is 825 square feet.
Commissioner Joy Whitehurst inquired on the resident at California Villas
concerned about the neighbors smoking.
Ms. Vakili replied that the resident was offered a different unit however the
resident was adamant to stay in the existing unit.
Janet Moore stated that staff is working on the amendment to the Smoking Policy
and anticipates bringing it to the Commission for review within the next two
months.
Pictures of the improvements to the decks at Candlewood Apartments were
displayed.
Veronica Tapia reported that the project is nearing completion. It was reported
that the residents were very pleased with the contractor.
A copy of a recognition letter addressed to the staff at Las Serenas from the
residents was provided to the Commission for review.

A. Schedule of Housing Commission meeting dates for 2018
Motion was made by Commissioner Mike Lewis to approve the schedule of
meetings for 2018 as presented. Motion was seconded by Commissioner
Beverly Fitzgerald and carried by 6-0 vote (AYES: Fitzgerald, Lewis,
Nevares, Tucker, Whitehurst, and Ballard; NOES: none).
IX. ADJOURNMENT
With Commission concurrence the meeg was adjourned at 4:17 pm to
