CALL TO ORDER Gregory Ballard, Housing Commission Chair, convened the meeting at 3:30 p.m. II. APPROVAL OF MINUTES MINUTES of the Regular Housing Commission meeting of April 11, 2018: A revised draft of the April 11th minutes were distributed to the Housing Commission for recommendation. Motion was made by Commissioner Beverly Fitzgerald to approve the revised minutes of the Housing Commission meeting of April 11th, 2018. Motion was seconded by Commissioner Steve Nash and carried by 5-0 vote (AYES: Fitzgerald; Nash, Tucker, Whitehurst and Ballard; NOES: none). 1 Housing Commission Minutes May 9, 2018 V. NEW BUSINESS A. Notice of Completion — Kirkpatrick Landscaping Services, Inc. Jessica Gonzales summarized the staff report stating pictures will be provided at the next Housing Commission meeting in June. Commissioner Steve Nash asked if someone was tasked to oversee such projects. Mrs. Gonzales replied that both RPM and City Staff including City's arborist, Diane Hollinger, oversee the landscaping projects. It was noted that Ms. Hollinger assesses the Authority properties once a month and provides recommendations as needed. Mrs. Gonzales further noted that the costs for this project will be reimbursed by the City's insurance. Motion was made by Commissioner Joy Whitehurst to forward the recommendation to the Housing Authority to accept the work as complete for Contract No. HA36450 with Kirkpatrick Landscaping Services, Inc. for the California Villas Landscape Improvement Project. Motion was seconded by Commissioner Beverly Fitzgerald carried by 5-0 vote (AYES: Fitzgerald, Nash, Tucker, Whitehurst and Ballard; NOES: none). B. Notice of Completion — Garland/DBS, Inc. Jessica Gonzales summarized the staff report stating that there were no issues during the project. Commissioner Steve Nash inquired on the warranty of the roof. Mrs. Gonzales stated that the contractor provided a one year labor warranty as well as a five year product warranty from the manufacturer. Mrs. Gonzales noted that the roof project was a restoration and not a replacement; the only replacement was the underlayment. Motion was made by Commissioner Beverly Fitzgerald to forward the recommendation to the Housing Authority to accept the work as complete for Contract No. HA36680 with Garland/DBS, Inc. for the Leasing Office Building Roof Restoration Project at One Quail Place Apartments. Notice of Completion — Gardner Pool Company, Inc. Jessica Gonzales summarized the staff report. Pictures were displayed of the remodeled pool and deck. Motion was made by Commissioner Beverly Fitzgerald to forward the recommendation to the Housing Authority to accept the work as complete for Contract No. HA35960 with Gardner Pool Company, Inc. dba Gardner Outdoor and Pool Remodeling, for the resurfacing of an existing pool and deck at the Authority property known as Catalina Gardens Apartments. Motion was seconded by Commissioner Steve Nash carried by 5-0 vote (AYES: Fitzgerald, Nash, Tucker, Whitehurst and Ballard; NOES: none). D. Award of Contract — New Construction Solutions, Inc. Jessica Gonzales summarized the staff report stating that Building No. 11 at One Quail Place has moisture issues based on an assessment report completed by the City's insurance adjuster. Mrs. Gonzales noted that New Construction Solutions was the contractor who previously completed the plumbing re -piping project to three buildings at One Quail Place. There was an increase to the cost, compared to the previous project, due to the complexity of Building No. 11 of approximately $15,000. Commissioner Gregory Ballard asked about any mold issues. Mrs. Gonzales replied that a mold test was completed and no findings were made. Teresa Vakili stated that New Construction did an excellent job with the previous plumbing repiping project at One Quail Place. Motion was made by Commissioner Gregory Ballard to forward the recommendation to the Housing Authority to authorize the Award of Contract No. HA36860 to New Construction Solutions, Inc. for Plumbing Re -pipe for Building No. 11 at One Quail Place Apartments in a total amount of $126,240. Extension to Contract No. HA34741 D — Garland/DBS, Inc. Jessica Gonzales summarized the staff report. Motion was made by Commissioner Beverly Fitzgerald to forward the recommendation to the Housing Authority to approve an extension to Contract No. HA34741D with Garland/DBS, Inc. for roof repairs and related services at the Palm Desert Housing Authority properties in a total annual amount not to exceed $75,000. Motion was seconded by Commissioner Steve Nash carried by 5-0 vote (AYES: Fitzgerald, Nash, Tucker, Whitehurst and Ballard; NOES: none). VI. CONTINUED BUSINESS VII. REPORTS AND REMARKS A. COMMISSION REPORTS Janet Moore reported that the City Council approved the project on Hovley Lane adjacent to the elementary school, noting she was pleased with everyone's participation which included residents, communities, developers and the City Council. Mrs. Moore noted the project is a blended approach between affordable and market so there is not a concentration of affordable units in any one area which is an important aspect of successful affordable housing. B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA ITEMS A memo summarizing the approved action items from the City Council and Authority Board meetings was provided to the Commission for review. C. MONTHLY OCCUPANCY STATUS REPORT The Commission reviewed the Monthly Occupancy Status Report for March. Teresa Vakili reported that the properties are 98.9% occupied with 10 properties 100% occupied. Staff contacted 1175 applicants off the waiting list; completed 58 recertifications; 253 applicants were added to the waiting list. 4 G \HOUSING\Patty Leon\Housing Commission \Minutes\2018\5-9-18 doc Housing Commission Minutes May 9, 2018 Commissioner Gregory Ballard asked about the recertification process. Ms. Vakili responded that tenant recertifications are quite an extensive process in terms of the required documentation from tenants such as 6 months of bank statements, paystubs, verification of employment and credit including school registration for children, etc. Tenants are provided with a recertification packet/notice 90 days in advance. D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT STATEMENT The Commission reviewed the Monthly Occupancy and Average Rent Statement for March. E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS The Commission reviewed the Monthly Net Operating Income Statements for March. F HOUSING AUTHORITY PROPERTIES UPDATE An update on the Housing Authority Properties was provided to the Commission for review (April) Teresa Vakili summarized the report. G. Authority Home Improvement Program (HIP) Update (Janet) ACTIVITY (April 2018): Inquiries (calls, walk-ins, emails): 18 Applications Provided: 7 Application Intake Process: 0 Ineligible (does not meet criteria): 9 Energy Savings Assistance Programs Referrals: 2 (JHC Construction - SCE/Gas Co) Janet Moore provided a brief update stating that the program was published in May's Brightside. 5 G \HOUSING\Patty Leon\Housing Commission\Minutes\2018\5-9-18 doc Housing Commission Minutes May 9, 2018 VIII. NEXT MEETING DATE — June 13, 2018 Commission reviewed the revised Schedule of the Housing Commission meeting dates for 2018 Janet Moore reported that the City Council took action to establish their meetings throughout the year which rescheduled their first meeting in September to the 6th versus the 13th. Mrs. Moore asked the Commission if they would like to keep their September meeting on the 12th or reschedule. Commission agreed to revisit the date for September at its July meeting. IX.
