MINUTES
JANUARY 10, 2018
I. CALL TO ORDER
Gregory Ballard, Housing Commission Chair, convened the meeting at 3:30 p.m.

IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of December 13, 2017:
Motion was made by Commissioner Beverly Fitzgerald to approve the
minutes of the Housing Commission meeting of December 13th, 2017.
Motion was seconded by Commissioner Wade Tucker and carried by 4-0
vote (AYES: Fitzgerald, Lewis, Tucker, and Ballard; NOES: none; ABSENT:
Nevares and Whitehurst).

V. NEW BUSINESS
A. Notice of Completion — Deck Improvement Project
Janet Moore summarized the staff report stating that the Deck
Improvement Project at Candlewood Apartments is complete with minor
details to finish. Staff is requesting to forward the recommendation to the
Palm Desert Housing Authority.
Motion was made by Commissioner Mike Lewis to forward the
recommendation to the Housing Authority to authorize the Executive
Director to accept as complete the work for Contract No. HA-35180
with Ryder Corporation for the Candlewood Apartment Deck
Improvement Project. Motion was seconded by Commissioner Wade
Tucker carried by 4-0 vote (AYES: Fitzgerald, Lewis, Tucker, and
Ballard; NOES: none; ABSENT: Nevares and Whitehurst).
B. Award Contract — Garland/DBS Inc.
Jessica Gonzales summarized the staff report.
Commissioner Wade Tucker asked if the leasing office building's roof at
One Quail Place was part of Garland's previous roof projects.
Ms. Gonzales stated that the leasing office building's roof is a separate
project. The Authority has a contract with Garland but only to do repairs.
The leasing office roof is considered beyond repairs and will require a
complete restoration. It was not recommended to replace the roof because
it is a tiled roof and is in good condition even though it is the original roof of
the property. Some tiles do need to be replaced.
Motion was made by Commissioner Mike Lewis to forward the
recommendation to the Housing Authority to Authorize the Award of
Contract No. HA with Garland/DBS Inc., for the Leasing Office
Building Roof Restoration Project at One Quail Place Apartments in an
amount not to exceed $69,971. Motion was seconded by
Commissioner Wade Tucker carried by 4-0 vote (AYES: Fitzgerald,
Lewis, Tucker, and Ballard; NOES: none; ABSENT Nevares and
Whitehurst).

A. Administrative Plan
Jessica Gonzales asked the Commission if they had any comments with
respect to the sections of the Administrative Plan provided at the last
meeting.
Commissioner Beverly Fitzgerald commented that the changes are fine
considering they are mostly policies and procedures which are not her
area of expertise.
Mrs. Gonzales noted that staff will bring additional sections (one or two
sections at a time) to this Commission for review at future meetings.
Janet Moore clarified the area median income for Riverside County,
stating Palm Desert's median income is lower than Riverside County's
median income.
Motion was made by Commissioner Mike Lewis to accept the
revisions to Section 1: Definitions; Section 2: About the Plan; Exhibit
A: Palm Desert Housing Authority Properties; Exhibit C: Housing
Authority of the County of Riverside, Utility Allowances of the
Administrative Plan of the Housing Authority. Motion was seconded
by Commissioner Beverly Fitzgerald and carried by 4-0 vote (AYES:
Fitzgerald, Lewis, Tucker, and Ballard; NOES: none; ABSENT:
Nevares and Whitehurst.
VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
Janet Moore reported that she attended the dedication of two veteran
homes in Palm Desert presented by Habitat for Humanity. Also that City of
Palm Desert employees donated baskets to the residents as a welcome to
Palm Desert.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA
ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings was provided to the Commission for review.
Commissioner Gregory Ballard asked for an update on Resolution #HA-
84.

Jessica Gonzales stated that the Housing Authority Board approved
Resolution #HA-84 at their December 14th meeting.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
November.
Teresa Vakili reported that RPM staff contacted 828 applicants from the
waiting list and added 275 applicants to the waiting list. Staff also
conducted 81 recertifications. There were 39 move outs and 24 move -ins
for the month of November.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for November.
Janet Moore noticed that the number of contacts has increased
substantially compared to previous years.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements
for November.
F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review (December)
Teresa Vakili summarized the report.
Commissioner Mike Lewis asked if the Housing Authority can accept
donations of trees from the Rotary Club.
Councilmember Liaison Kathleen Kelly stated that she had Mr. Ricardo
Loretta, member of the Rotary Club, contact Randy Chavez, City's
Landscape Supervisor to identify locations for the trees.
