Recommendation
By Minute Motion, that the Authority Board,
1) Reject all bids received for Construction of Mailbox Canopies and
Carports Project at One Quail Place Apartments, Contract No. HA36610;
and
2) Authorize staff to re -bid the Construction of Mailbox Canopies and
Carports Project at One Quail Place Apartments.
Housing Commission Recommendation
The Housing Commission reviewed this recommendation at its regular meeting of
February 14, 2018, and unanimously recommended approval of the staff
recommendation.

This request does not apply to a specific strategic plan goal.
Background Analysis
Staff requested sealed bids for Construction of Mailbox Canopies and Carports Project
at One Quail Place Apartments. The notice requesting bids for the Construction of
Mailbox Canopies and Carports Project at One Quail Place Apartments was advertised
in the local newspaper on December 29, 2017 and January 5, 2018 soliciting sealed
bids. Three sealed bids were received on Friday, January 26, 2018; staff determined
that all bids received were incomplete or did not meet the required qualifications and
therefore non -responsive.
Staff recommends that the Authority Board reject all bids and authorize staff to begin
the process to re -advertise for the Construction of Mailbox Canopies and Carports
Project at One Quail Place Apartments.

Fiscal Analysis
There is no direct fiscal impact related to this action except staff's time to request bids
again for the Construction of Mailbox Canopies and Carports Project at One Quail Place

PUBUC NOTICE. IS HEREBY GIVEN that the PALM DESERT HOUSING AUTHORITY
("Authorlty") Invites sealed bids for the above stated project and will receive
such bids in the offices of the City Clerk, of the City of Palm Desert up to the
hour of 2:00 p.m. on January 23, 2018, at whkh time they will be publicly
opened and read aloud.
The work to be done consists of furnishing all materials, equipment, tools, la-
bor, and incidentals as required by the Plans, Specifications and Contract Docu-
ments for the abo a stated project.
Copies of said Plans. Specifications, and Contract Documents are available from
the Authority upon payment of a $20 non-refundable fee or at no charge via e-
mail at jgonzaiesQcitybfpaimdesert.org.
This project is to be completed within 90 Calendar Days from the date specified

A pre -bid meeting will be held on January 12, 2018 at 9:00 A.M. at One Quail
Place Apartments, located at at 72-600 Fred Waring Drive, Palm Desert CA
92260. Attendance at the pre -bid meeting Is MANDATORY In order to bid.
All questions must be put In writing and Must be received by the Authority no
later than January 18 2018 at 10:00 a.m. Requests for clarifications, questions
and comments must be clearly labeled, Written Questions". The Authorty Is
not responsible for failure to respond to a request that has not been labeled as
such and addressed to Jessica Gonzales, Senior Management Analyst, via email
at: jgonzalesscityofpalmdesert.org.
The AUTHORITY reserves the right to rejectany or a8 bids, to waive any irregu-
larity, to accept any bid or portion thereof, and to take all bids under advise-
ment for a period of one hundred and twenty (120) days.
At the time of bid submittal, the prime Contractor shall possess the necessary li-
cense sufficient to perform the work and services for the Project including any
combination of specialty Contractors license(s) sufficient to perform the work.
