MINUTES
APRIL 11, 2018
I. CALL TO ORDER
Beverly Fitzgerald, Housing Commission Vice -Chair, convened the meeting at
3:33 p.m.

MINUTES of the Regular Housing Commission meeting of March 14, 2018:
Motion was made by Commissioner Beverly Fitzgerald to approve the
minutes of the Housing Commission meeting of March 14th, 2018. Motion
was seconded by Commissioner Wade Tucker and carried by 4-0 vote
(AYES: Nash, Tucker, Whitehurst and Fitzgerald; NOES: none; NOT
PRESENT: Ballard).

V. NEW BUSINESS
A. Award of Contract No. HA36610 S&T Contractors Services, Inc.
Jessica Gonzales summarized the staff report stating that the project will
include 3 mailboxes and 5 carports located in different areas throughout
One Quail Place Apartments. The United States Postal Office is requiring
that canopies be installed over the mailboxes.
Motion was made by Commissioner Beverly Fitzgerald to forward the
recommendation to the Housing Authority to Authorize the Award of
Contract No. HA36610 to S&T Contractors Services, Inc. for
Construction of Mailbox Canopies and Carports Project at One Quail
Place Apartments in a total amount not to exceed $334,200. Motion
was seconded by Commissioner Wade Tucker carried by 4-0 vote
(AYES: Nash, Tucker, Whitehurst, and Fitzgeraldp; NOES: none, NOT
PRESENT: Ballard).

ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings was provided to the Commission for review.
A question was asked at the last meeting about last year's pest control
expenditures, Jessica Gonzales reported that $76,800 was expended in
2017 for pest control services at the rental properties.
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for
February.

Teresa Vakili reported that the properties are 98.5% occupied with 7
properties 100% occupied. Staff contacted 655 applicants off the waiting
list; completed 56 recertifications; 258 applicants were added to the waiting
list.
D. REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for February.
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements
for February.
Commissioner Steve Nash asked about the average wait time to turn a
vacant unit to a "make ready" unit.
Teresa Vakili replied that it takes approximately 2 weeks to turn a unit
depending on the condition of the unit. However the process to qualify an
applicant from the wait list takes about 2 weeks considering there's
background checks, credit and income requirements to verify. She also
noted that the waiting list gets purged every two years.
At this time, Commissioner Gregory Ballard joined the meeting. [3:44 p.m.]
F. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review (March)
Teresa Vakili summarized the report.
Pictures of the pool re -plaster project at Catalina Gardens were provided to
the Commission. Also displayed were pictures of the pool deck which were
redone after the new plaster was installed.
Pictures of the Leasing Office Building Roof Restoration Project at One
Quail Place were also displayed. Contractor removed all the tiles and a
new underlay/sheeting was applied to the roof of the leasing office.

Commissioner Joy Whitehurst referenced the project report and asked
about the "replaced damaged existing plants by the leasing office" at Las
Serenas.
Ms. Vakili stated that the plants planted in the common areas landscape
near the leasing office were apparently damaged and needed to be
replaced.
G. Authority Home Improvement Program (HIP) Update (Janet)

Janet Moore provided a brief update stating that the program will be
published in May's Brightside.
Commissioner Joy Whitehurst asked on the status of the smoking
policy.
Jessica Gonzales stated that staff is currently working with legal
counsel to finalize the smoking policy to ensure all concerns of the
Authority Board members have been addressed. She noted that the
existing smoking policy is in place until the new policy is adopted.
Commissioner Whitehurst commented that she read an article in
the newspaper about low income housing on Hovley Avenue in
Palm Desert and inquired if the development will be overseen by
the Housing Authority.
Janet Moore stated that the project that is being proposed on
Hovley Lane adjacent to the Carter Elementary School and
Canterra Apartments is by a private developer. The Housing
Authority will not manage or operate the project. The developer
has offered to set aside 20% of their proposed units as affordable,
based on the project's development plan. The City is making a
concession by providing up to $180,000 in permit fees from its
housing mitigation fund and in turn the developer is required to
provide affordable units for employees, within the jurisdictional
boundaries of Palm Desert. Ms. Moore noted that there is a fee
charged to developers of commercial projects to pay into the
mitigation fund in order to provide employee housing. The project is
considered an 80/20 project which means its 80% market rate and

20% affordable. There will be a housing agreement recorded
against the property and annually the developer is required to
submit a report showing the property is in compliance with the
housing restrictions. Mrs. Moore further noted that the City does not
regulate or require that the developer identify the affordable units
within the complex only the type and number.
Councilmember Liaison Kathleen Kelly commented that from a
policy perspective, it's desirable to have affordable units within our
market rate properties. State Law has made it possible for
developers to increase the number of units in a development by
offering affordable units within the project. This project will be
discussed at the City Council meeting tomorrow April 12th. She
noted that neighboring residents have expressed concerns with
regard to the height of the complex being proposed.
