HOUSING COMMISSION MEETING
MINUTES
JULY 11, 2018
I. CALL TO ORDER
Beverly Fitzgerald, Housing Commission Vice -Chair, convened the meeting at
3:30 p.m.

Mr. Dennis Guinaw introduced himself to the Commission, stating he was
previously employed at Sunline Transit as Director of Special Services and was
interested in serving on the Housing Commission.
IV. APPROVAL OF MINUTES
MINUTES of the Regular Housing Commission meeting of June 13, 2018:
Motion was made by Commissioner Juan Mireles to approve the minutes of
the Housing Commission meeting of June 13th, 2018. Motion was seconded
by Commissioner Beverly Fitzgerald and carried by 4-0 vote (AYES:
Mireles; Nevares, Whitehurst and Fitzgerald; NOES: none; ABSENT: Ballard
and Nash).

V. NEW BUSINESS
A. Award of Contract John Harrison Contracting, Inc.
Veronica Tapia summarized the staff report stating that the HVAC service
contract with John Harrison Contracting "JHC" expired June 30tb. Staff
requested proposals and JHC was the only company that submitted a bid
There was an increase from JHC's previous contract of $150,000 however,
it was still less than the second bid received back in 2015, when we last
requested HVAC proposals. JHC has done an exemplary job at the rental
properties as well as with the residents in Palm Desert. The contract will be
for a one-year period with four possible one-year extensions.
Motion was made by Commissioner Beverly Fitzgerald to forward the
recommendation to the Housing Authority to approve Contract No.
HA37270. Motion was seconded by Commissioner Juan Mireles and
carried by 4-0 vote (AYES: Mireles; Nevares, Whitehurst and
Fitzgerald; NOES: none; ABSENT: Ballard and Nash).
VI. CONTINUED BUSINESS
A Administrative Plan
• Section 5: Leasing Policies and Procedures
Jessica Gonzales summarized Section 5 of the Administrative Plan
Commissioner Joy Whitehurst referenced Section 5.11 Live -In Aides affidavit
certifying annually that they qualify as a Live -In Aide ("Aide")
Mrs. Gonzales stated that these parameters (affidavit requirement) were
established by Housing and Urban Development ("HUD") based on the Code
of Federal Regulations ("CFR") in order to define and determine whether the
designated person qualifies as a Live -In Aide.
Janet Moore clarified that the affidavit only pertains to Aides who "live in' the
units with the resident.
Teresa Vakili stated that Live -In Aides are also required to sign an
addendum that they understand they do not have rights to the unit. Staff will
also run background checks on aides.
Also included in this section was a Comprehensive Plan that includes the
sections that have already been reviewed by this Commission

It was noted that a Motion was not necessary however if the Commission
members have any input/comments on any of the sections to please provide
those to Jessica Gonzales
VII. REPORTS AND REMARKS
A. COMMISSION REPORTS
Janet Moore reported that the City's Annual Tree Pruning Project will be
provided to the City Council for review and approval at their meeting in
August. Being that the Housing Commission is dark in August, a staff
report will be provided to the Commission at the September meeting as a
"receive and file" action. It was noted that the staff report will be very
similar to what has been presented in the past by the Department of Public
Works.
B. SUMMARY OF CITY COUNCIL, SUCCESSOR AGENCY TO THE
REDEVELOPMENT AGENCY, AND HOUSING AUTHORITY AGENDA
ITEMS
A memo summarizing the approved action items from the City Council and
Authority Board meetings was provided to the Commission for review.
Councilmember Liaison Kathleen Kelly reported that Mr. Wade Tucker will
be recognized for his services at the City Council meeting of July 12'h,
Commissioners are welcome to attend
C. MONTHLY OCCUPANCY STATUS REPORT
The Commission reviewed the Monthly Occupancy Status Report for May
Teresa Vakili reported that the properties are 98% occupied. Staff
completed 75 recertifications; contacted 398 applicants off the waiting list
and added 297 new applicants.
Councilmember Liaison Kathleen Kelly asked what the average wait is for
applicants who stay on the list until a unit becomes available
Ms Vakili replied that it depends on the income level and availability,
noting that it may take up to 5 years.

D REPORT #1 — MONTHLY OCCUPANCY AND AVERAGE RENT
STATEMENT
The Commission reviewed the Monthly Occupancy and Average Rent
Statement for May.
Jessica Gonzales referenced the new income limits table provided to the
Commission stating they were published in May and are in effect. However
based on the Rental Rate Policy the new income limits will be implemented
at the rental properties July 1st. She noted that an average four -person
household increased $800 from last year to $65,800 annual income
E. REPORT #2 — MONTHLY NET OPERATING INCOME STATEMENTS
The Commission reviewed the Monthly Net Operating Income Statements
for May
HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review (June)
Teresa Vakili summarized the report.
Commissioner Joy Whitehurst referenced One Quail Place office break in.
Ms. Vakili stated that there is an interior door located between an office and
a hallway restroom. By law, the hallway restroom must stay open and
available for residents using the pool. Apparently someone tried to break in
the office which set off the alarm; no damages were done to the office It
was noted that cameras are being considered.

Janet Moore provided a brief update on the Program stating that
this is one of the programs JHC assists homeowners with their
HVAC as previously mentioned by Veronica Tapia.
VIII. NEXT MEETING DATE — September 5th, 2018
A revised schedule of the Housing Commission meeting dates for 2018
was provided to the Commission.
Janet Moore stated that the City Council is moving their first meeting in
September to a week before. Staff asked that the Housing Commission
meeting of September 12th also be moved to September 5th to
accommodate actions required by the Housing Authority.
Motion was made by Commissioner Juan Mireles to approve the
revised schedule of meetings for 2018 as presented. Motion was
seconded by Commissioner Robert Nevares and carried by 4-0 vote
(AYES: Mireles; Nevares, Whitehurst and Fitzgerald; NOES: none;
ABSENT: Ballard and Nash)
IX. ADJOURNMENT
With Commission concurrence, Vice -Chair Fitzgerald adjourned the meeting at
3:54 p.m. to September 5th
