SCOPE OF WORK / SITE RENDERINGS
By Minute Motion, that the Agency authorize the City Clerk to advertise and call for
bids for the exterior renovations to California Villas.
Executive Summary:
Approval of staff recommendation will allow solicitation of written bids from general contractors for
the exterior improvements on the site known as California Villas. This will significantly improve the
overall condition and appearance of the 45-year-oid complex.
Discussion:
California Villas exterior renovation project has now received the approvals of the appropriate
committees, internal departments, and outside Agencies. The work to be accomplished consists of
renovation to the complete "skin" of the buildings, structural repairs, cosmetic repairs, and
substantial upgrades to each of the 10 buildings (141 units). Additionally, major upgrades to the
entire 8-acre site will bring the landscape and hardscape into compliance with current ordinances
reducing the turf from 100% to less than 40%. Therefore, staff requests authorization for the City
Clerk to advertise and call for bids to renovate the property known as California Villas.

SUMMARY OF WORK
PART GENERAL
1.1 WORK COVERED BY CONTRACT DOCUMENTS
1.1.1 Project Description
The Work to be accomplished as set forth within these Construction Documents
consists of Renovation of complete "Skin of Building", cosmetic repair and
upgrades to an existing one-story 141-Unit Apartment Complex, and upgrades to
the surrounding 8 acre site to which the project is situated on. Generally the
objective is to rehabilitate the exterior of the existing buildings, the exterior
elements of the site hardscape and landscape areas, and parking lot and new
carport areas in order to make the overall project more appealing and safer place
to live. Providing an accessible environment in addition to having the availability
of golf cart service to provide service to each apartment unit is also the objective
of the project.
1.1.2 Location
The Work shall be located at 77-107 California Drive (intersection of Elkhorn Trail
and California Drive), Palm Desert, as indicated by the site location map and
project site plans.
1.1.3 Existing Project Conditions
The project consist of ten separate, one story concrete block constructed
buildings, varying in size from 8 apartment units to 20 apartment units per
building. The buildings are situated a very green, quite heavily treed, parklike
setting. The complex appears to have been constructed during the early 60's.
Utilities on the site have been undergrounded with overhead service still existing
along California Avenue.
The typical existing construction includes a 1.5 per 12 pitched tar and gravel roof
layed over plywood roof sheathing, nailed to pre -built, gang -nailed wood trusses
which are sitting on top of masonry walls (6" c.m.u.). Each apartment unit is
constructed with three masonry walls with the fourth wall being a combination of
masonry, aluminum -framed windows, an entry door, and a thru-wall mounted
heat pump A.C. unit. Original existing as -built drawings are included in the
Construction Document package for reference. There is no other interior
renovation work included in this construction Work.

1.1.6 Summary of Renovation Work
Specifically but not limited to the following is a bullet point summary of renovation
Work to be accomplished.
■ Replacement of existing roofs — all buildings
■ Replacement of existing roof sheetmetal work
■ Replacement and/or partial replacement of roof sheathing
■ Reworking of roof overhangs, fascias, rake trim and soffits
■ During roof transition -- make structural corrections (connections)
■ Provide new attic draft stops and attic ventilation per each unit
■ Provide adequate attic access from each apartment unit
■ Replacement of existing alum -framed windows
■ Replacement of defunct heat -pump A.C. units
■ Accessibility requirements at entry gates and doors
■ Open -up existing garden patio walls as per plan
■ Sand blast existing masonry walls ready for new stucco/finish paint
■ Provide new wrought -iron grillage, pergolas and trellises

■ Construct new false chimney effects at end of building electrical room and
side hot water heater closets, etc.
■ Construct additions to existing administration -recreation building
■ Construct new service building as per plans
■ Construct new entry portals, walls, planters and entry arches as per plans
• Construct 144 new all -metal, single offset column supported canope-style
carports
■ Recondition, resurface parking lot (carport) areas
■ Remove existing turf, hardscape areas and irrigation system.
• Remove existing lighting and electrical facilities
■ Replacement of hardscape areas as per plans
• Replacement of new completely automated irrigation system as per plans
• Replacement of landscape — the new theme is "Desertscape" low water -use
planting as per plans
• Replacement of lighting and electrical system as per plans
■ A playground apparatus systems to be installed between building B, C, and E,
open space area
■ A new fire hydrant to be installed as per plans
1.1.7 Compliance
All construction work shall comply to the City of Palm Desert Municipal codes
and ordinances, and including the following referenced codes:
■ 2001 California Building Code (Based on 1997 UBC)
• 2001 California Mechanical Code (Based on 2000 UMF)
■ 2001 California Plumbing Code (Based on 2000 UPC)
■ 2001 California Electrical Code (Based on 1999 NEC)
■ 2001 California Energy Code
■ 2001 California Building Standards Administrative Code
■ 2001 California Fire Code
All work shall be performed in compliance with the Contract Documents provided
by the Palm Desert RDA, Housing Authority. Inspections shall be conducted by
the City of Palm Desert and coordinated by the Contractor.
All Contractors and Subcontractors shall have a current City of Palm Desert
business license, and must submit and maintain a valid Certificate of Worker's
Compensation Insurance prior to proceeding with any Work.
Prevailing wage restriction is not a requirement of this construction process. The
General Contractor shall be responsible for jobsite security and protection for
existing occupants and visitors at all times, 24 hours a day.

Contractor shall provide approved temporary sanitary facilities on site.
Contractor shall provide adequate trash bins to insure continuous clean-up of all
building material scraps, debris, etc, at all times.
Storage of building materials, project supplies, etc shall be confined to a
designated lot for which a separate permit is issued.
The public right-of-way and ease of access to each individual apartment unit
shall be maintained in a clear, accessible condition at all times.
The City of Palm Desert municipal code has certain established construction
hours which requires to be posted on the site and shall be adhered to at all times
or violations are citable offense.
The Contractor shall maintain a project office on site of sufficient size and
location to properly administrate the project construction process.
1.2 LOCATION OF UNDERGROUND FACILITIES
Obtain digging permits prior to start of excavation. Scan the construction site
with electromagnetic or sonic equipment, and mark the surface of the ground
where existing underground utilities are discovered. Verify the elevations of
existing piping, utilities, and any type of underground obstruction not indicated or
specified to be removed but indicated or discovered during scanning in locations
to be traversed by piping and other work to be installed. Verify elevations before
installing new work closer than nearest manhole or other structure at which an
adjustment in grade can be made.
1.2.1 Notification Prior to Excavation
Notify governing authorities at least 48 hours prior to starting excavation work.

2.1 PRODUCTS
All products or manufacturers listed herein or on the drawings are done to
establish a level of design intent with respect to color, texture, pattern and is not
intended to limit the bidding. Products of equal or better quality will be evaluated
for acceptance when conforming to the specification in terms of performance
and/or material strength.
