Executive Summarv: Approval of the subject Substitution of Subcontractor will allow construction of the Palm Village Apartments to continue uninterrupted. Rejection of staff's recommendation may delay construction currently underway. Discussion: The subject Contract No. R21780 was awarded on January 27, 2005, to Taylor Frager, Inc., for the Palm Village Apartments. Notice to Proceed was issued on April 15, 2005, to commence work on April 25, 2005. Construction has commenced on the 36-unit project. Taylor Frager, Inc., as part of their Information Required of Bidder document, listed the following subcontractor who is now requesting to be withdrawn from the subject project: Staff Report Withdrawal and Substitution of Subcontractor (Contract No. R21780) Page 2 August 25, 2005 Russell's Heating & Air Conditioning P.O. The reason stated by Taylor Frager, Inc. to substitute Randle Air, Inc., for Russell's Heating & Air Conditioning is "based on the mutual agreement of their withdrawal." A copy of their letter of August 4, 2005, requesting the substitution and your letter referenced therein of June 22, 2005, is enclosed. You have five working days within which to submit written objections to the substitution of the awarding authority.
