CALL TO ORDER A regular meeting was called to order by Chairman Campbell on Monday, September 19, 2005, at 3:00 p.m. II. ORAL COMMUNICATIONS Susan Reed, a homeowner in Palm Desert Country Club, stated her concerns about speeding on California Avenue. Cars are running the stop sign at Warner Trail, and there have been drag races to which the police have responded. She noted that there is only one stop sign from Washington to where California comes out on Fred Waring. She asked if a three-way stop sign could be installed at New York due to the increased traffic expected following the country club improvements and additional housing. Mr. Kelly stated that slurry seal was scheduled for the area and upon completion a double centerline would be striped the entire length of California. This may make a difference. Ms. Reed stated that she also has scheduled another meeting with the police department as to what they are planning for California. Member Proulx suggested that Ms. Reed contact Lt. Thetford because he has been very helpful in the past with stepping up patrol coverage in this area when problems are brought to his attention. Staff asked the Recording Secretary to provide Ms. Reed with copies of the information from previous meetings regarding the speeding matter. IV. CONSENT CALENDAR APPROVAL OF MINUTES OF THE CITIZENS' ADVISORY COMMITTEE FOR PROJECT AREA NO. 4 MEETING OF JUNE 30, 2005. MOTION made by Member Ash, seconded by Member Trevor, and unanimously carried, that the minutes of the June 20, 2005, meeting be approved. V. UNFINISHED BUSINESS A. FOLLOW UP ON QUESTION RAISED ABOUT STREET SWEEPING FREQUENCY IN THE PALM DESERT COUNTRY CLUB AREA A memo from Tom Bassler, Maintenance Services Manager for the City of Palm Desert, was provided along with the meeting agenda. The memo states that all residential streets in Palm Desert are swept on a biweekly schedule. The streets in Palm Desert Country Club are swept every other Thursday. Member Ash commented that a number of cities have ordinances prohibiting parking on scheduled street sweeping days, but that Palm Desert does not. He feels that such an ordinance could result in streets that were better swept, and help alleviate the parking problems in some areas of Palm Desert Country Club, at least on sweeping days. Councilman Kelly stated that it would be difficult to tell people they couldn't park in front of their homes during the day. Mr. Greenwood stated that he has worked for cities in Riverside, San Bernardino, and Orange Counties, and that all had street sweeping programs that would sweep half the street and post that side no parking. People would park across the street in front of their neighbors' houses, which didn't really solve any parking problems. These ordinances are geared to make the streets easier to sweep, not to cure a parking problem. Councilman Spiegel stated that a lot of cities do have those types of no parking ordinances during sweeping. He asked staff to research the matter and report back regarding whether or not it would be advantageous. Mr. Greenwood asked if the report should be made to the council or the committee. Councilman Spiegel requested that the report be made first to the committee and then the council. The matter will be addressed at the next committee meeting. VI. NEW BUSINESS A. PRESENTATION BY DAVE ERWIN REGARDING COMMITTEE ROLES AND RESPONSIBILITIES Dave Erwin, City Attorney, reviewed the purpose of a project area committee and the responsibilities of the committee members who serve. A committee functions in an advisory capacity and may submit recommendations to the City Council with regard to its goals and objectives. The committee itself is not necessarily a decision -making organization. A committee is subject to Government Code Section 1090, the Political Reform Act (the para-political practices act), which defines conflicts of interest, and the Brown Act meaning that meetings must be open and public. The statute which established redevelopment agencies and project area committees did, in effect, provide a waiver for committee members so far as conflicts are concerned in the adopting of a redevelopment plan, amendments to a redevelopment plan, policy matters, matters that deal with housing, and any other policies that may affect the citizens in the project area. Committee members are designated employees of the city and must complete the annual conflict form. Members are considered to be a public official under redevelopment law and the Political Reform Act. PROGRESS AT PALM DESERT COUNTRY CLUB Randy Case reported that there is a significant amount of activity going on with respect to the golf course. Work is completed on the demolition of the clubhouse, maintenance facility, and tennis courts and the golf course construction is underway. An automated irrigation system is being installed throughout the entire 27 holes and grading has begun on the golf course, the tees, the greens, and the bunkers. Following completion of the grading, sodding and seeding will begin and be completed in November. The goal is to have the golf course ready to play with an opening date in mid January. The executive course will follow closely behind that and will take couple of months to complete. The maintenance facility plans and clubhouse plans are in to the City for review. We hope to start construction in probably the next four weeks. In regard to the lots for the new home, they are working closely with D.R. Horton and hope to start turning over lots to them in the next two months. The infrastructure for the housing lots, specifically on the 54 lots in the clubhouse area, is probably going to take until next March to complete. Plans have been submitted to CVWD and have gone through one review cycle. They have said they will work with Mr. Case because of the upcoming overlay and repaving of the streets in Palm Desert Country Club. The clubhouse probably will not be completed when the golf course opens but a temporary facility will be available. It will probably be middle to late February before the clubhouse is completed. Everything should be completed and open by March. Member Daugherty asked how much yardage would be lost on the 18-hole championship course. Mr. Case replied that while length has been reduced on some holes, length has been added on others so the overall yardage loss is maybe 150 yards at most. The loss is insignificant and the quality and level of play will certainly be enhanced. Member Benford asked if it would be par 72. Mr. Case stated that it would be a par 71. B. UPDATE ON FREEDOM PARK Janis Steele reported that plans were in for final plan check. The construction documents are out for review for constructability. Barring anything major, they should be able to advertise for bid in October and, hopefully, start work around the first of the year. C. He described what a redevelopment agency does, how it is financed, its contribution as a tool for economic development, infrastructure development, and affordable housing. X. REPORTS AND REMARKS A.
