HomeMy WebLinkAboutR24630 California Villas Exterior Renovations Phase A PALM DESERT REDEVELOPMENT AGENCY STAFF REPORT REQUEST: AUTHORIZE STAFF TO NEGOTIATE WITH A QUALIFIED GENERAL CONTRACTOR TO PROVIDE A PROPOSAL FOR THE EXTERIOR RENOVATIONS PHASE “A” AT CALIFORNIA VILLAS SUBMITTED BY: JAMES CONWAY, PROJECT COORDINATOR DATE: DECEMBER 8, 2005 CONTENTS: QUESTIONNAIRE/QUALIFICATION FAX TRANSMITTAL Recommendation: By Minute Motion: 1) That the Agency Board authorize staff to negotiate with the most qualified general contractor (selected from the list of contractors who picked up the bid package), for exterior renovations at California Villas. 2) In the event we are unsuccessful with the most qualified contractor allow staff to negotiate, if necessary, with the second and third qualified contractors. Staff will return its recommendation to the Agency Board at an upcoming meeting. Executive Summary: Approval of this request will allow staff to negotiate with qualified general contractors for the completion of Phase A Exterior Renovations at California Villas. Negotiated deal points will include completion timelines and project cost. The project will consist of: Removing the entire roofing system and replacing it with a new built-up roof; sandblasting and re-stuccoing of the buildings and walls; replacing windows and air conditioners; adding decorative elements that break up the roof line; front wall demolition. The exterior renovations will create a more appealing and attractive complex to the residents and surrounding community. Failure to approve staff’s recommendation will delay the upgrade process. If the project is put out to bid again the results quite possibly would be the same, no bids which would only delay the construction further. Discussion: California Villas was acquired in March 2003. The project was originally constructed in the early 1960’s, and it consists of ten buildings, 141 units plus a leasing office and community room. The project has a low pitch roof and high privacy walls that create an unfriendly visual with long horizontal lines. STAFF REPORT NEGOTIATE WITH A QUALIFIED CONTRACTOR – CALIFORNIA VILLAS DECEMBER 8, 2005 PAGE 2 Staff has put together a plan to address the exterior appearance of the property, as well as site improvements that will dramatically change the overall appearance of the complex. The project has been divided into Phase A and Phase B. Phase A is the portion that recently went out for bid, for which we received no bids. Approximately 50 contractors were notified in addition to the publication in the newspaper. This included those contacted through previous bid lists, project managers, construction management firms, and plan rooms that publish projects such as these. Thirteen project packets were picked up. Unfortunately, the bid opening on November 22, 2005 was unsuccessful; no bids were received. Staff has prepared a short questionnaire that was sent to the contractors who picked up the bid package and asked them to respond by 5:00 p.m. on December 1, 2005 asking why they didn’t bid. Staff will review the contractors’ questionnaire qualification sheets received and determine if there are qualified contractors that we could negotiate with to complete the Phase A construction project. Phase B will address parking, carports, sidewalks and landscape upgrades throughout the complex, which will include sight lighting, new mail drop location, as well as pool entry and fencing. Staff recommends that the Agency authorize staff to negotiate with qualified general contractors to complete Phase A, and to allow us to return with a recommendation to award a contract at an upcoming meeting.
