PROPOSAL
By Minute Motion, that the Agency Board:
Authorize Emery Landclearing to perform the demolition of the two-
story structure located at 44-215 San Pascual Avenue Palm Desert,
California 92260; and
2. Authorize the appropriation of $17,775.00 from unobligated Project
Area No. 1 funds for the demolition.
Executive Summarv:
Approval of the staff recommendation will provide for the demolition of a burned two-story
structure that is currently in its skeletal form. Denial of the staff recommendation would
leave the structure in place.
Discussion:
The above -mentioned parcel of land and structure were acquired by the Redevelopment
Agency on October 14, 2004. Currently there are two structures located on the parcel.
The one on the west side of the property is inhabitated by a renter, the second is a burned
two-story structure located at the parcel's easternmost edge. Staff has contacted the
renter and informed them that the demolition will take place upon Agency Board approval.
Proposals were solicited from Emery Landclearing and Grading Inc., Demo Unlimited, G
and M Construction, and Contreras Construction. Two proposals were received from G and

M Construction and Emery Landclearing and Grading Inc. Emery came in with the lowest
cost in the amount of $28,000, and G and M Construction at $29,500. Staff contacted both
companies in order to get a better understanding of the exisiting conditions in the
demolition market that prompted what Staff believed to be high proposals. Both companies
pointed to market demand, lack of available equipment and labor as the reasons for the
cost of their proposed services. Both companies were asked to revise their estimates. G
and M Construction declined the opportunity to revise their figures, but Emery Landclearing
and Grading, Inc. agreed to rework their numbers and came in at $17,775.00.
The Agency Board approval of the staff recommendation will allow staff to demolish the
two-story structure in a timely manner for the safety of surrounding residents.

General Condidons
For
Demolition of Property improvernents at 44.216 San Pascual
The following condltb ms are imposed upon the CONTRACTOR by the OWNER
for the demolition work planned at the subject property:
1- All work on site shall be conducted between the hours of 8:00 AM and
5:00 PM. Monday through Friday. No site work shall be performed on
holidays, weekends, or outside of the hours defined above.
2. CONTRACTOR is responsible for obtaining and paying for all permits and
approvals required by local, state, or Federal agencies and for complying
with the requirements imposed by those agencies. This raquirement
includes any encroachmern permits required by the City of Palm Desert
Public Works Department and demolition permits required by the City of
Palm Desert Building & Safety Department.
3. CONTRACTOR Is responsible for notifying neighbors who have common
property lines with the subject property 48 houre In advance of
cornrnencing work on site. Noffic ation should include planned start and
completion dates of work, and description of measures that will be used to
minimize disruption to resldents, CONTRACTOR shall also provide
neighbors with a contact name and telephone number that they may call in
the event that they have concerns regarding the work.
4. No demolition work shall be performed on days that are windy enough to
result In objectionable migration of duet to sunounding Properties.
5. All artificial materials "if be removed from the site to a depth of 360 from
the finished grade. Materials to be removed include concrete, wood.
bituminous pavement. metal, glass. and other construction materials and
debris.
13. All landscaping (except lira palms tnmd: to the west, south, and north of
the two-story structure) shall be removed. Umdscape mate nals
designated to remain shall be protected from Injury or damage by -
demolition work,
7. _ Ali materials removed shall be disposed of in a lawful manner outside of
the public right of way,
6. CONTRACTOR shall coordinate termination of utilities with OWNER and
with utility providers. It is the OWNER's intent to leave water service
available for use in maintaining landscaping designated to remain, but to

disconnect and have removed all utilities serving the structure to be
demolished, which include gas, cable TVA telephone. sewer, and electric
utilities.
9. CONTRACTOR may salvage or sell any equipment or materials removed
firm the property prior to demolition. Any landscaping not designated to
remain may also be salvaged by CONTRACTOR.

commencement date, which will be designated on the Notice of Award
document.
11. Failure to complete all worst within the time Indicated above will result in
the assessment of liquidated damages In the amount of $50.00 per
calendar day.

Contract Documents tar the construction of DEMOLITION OF EXISTING TWO --STORY
STRUCTURE AND IMPROVEMENTS AT 44215 San Pasmal hereby proposes to
demolish the subjed property In accordance with the fancy's oral and written
directives, including for the amount stated In this Proposal.
By submitting this Proposal. "Contractor" agrees with OWNER:
1. This Proposai constitutes an irrevocable offer for 60 calendar days.
2. The OWNER has the right to reject any or all Proposals and to waive any
itrrgguladtles or infomnalltles contained in a Proposal.
3. A Notice of Award shall constitute a writfJen confirmation of the award of the
contract.-
4. To submit to OWNER .,such information as OWNER may require to
determine the Bidder's financial standing experience and to perform the work.
