CONSTRUCTION (CONTRACT NO. R19540-A) FOR INCREASING THE
SCOPE OF WORK TO INCLUDE CONSTRUCTION OF A TRASH AND
RECYCLABLE MATERIALS ENCLOSURE AND MISCELLANEOUS
FIELD CHANGES INCIDENTAL TO THE CONSTRUCTION OF A NEW

Recommendation:
By Minute Motion, that the Agency Board approve Construction Change Order No. 4
in an amount not -to -exceed $43,343.97 to WDL Construction of Palm Desert,
California, for increasing the scope of contract work to include construction of a
trash and recyclable materials enclosure to serve the Visitor Information Center and
the future Henderson Community Building at Entrada del Paseo, plus performing
miscellaneous extra work associated with the construction of the Visitor Information
Center.
The funding necessary for this added work is available in Account 850-4358-433-
4001.
Executive Summary:
Approval of the staff recommendation will add the construction of a trash enclosure to serve the
Visitor Information Center and the future Henderson Community Building to the scope of work to
be accomplished under the Agency's contract with the Visitor Center building contractor.
Approval will also ratify two field changes previously approved by the Executive Director.
Rejection of the staff recommendation will delay completion of the trash enclosure, which is a
necessary amenity for the operation of the new building.
Discussion:
On September 9, 2004, the Agency Board awarded Contract No. R19540-A to WDL
Construction for construction of a new Visitor Information Center. The site's trash and

recyclable materials enclosure, which will serve the Visitor Center and the Henderson
Community Building, was not included in the scope of the original contract, since it was intended
to be included in a contract for landscaping the rest of the Entrada del Paseo site. Completion
of the landscaping project was delayed during the approval process, and, consequently, the
Visitor Information Center will be completed in advance of the remainder of the landscaping at
the site. In order to effectively operate the new Visitor Information Center, debris and recyclable
materials must be accommodated on site. Consequently, the design of the trash enclosure was
accelerated and completed prior to the design for landscaping the remainder of the site, and the
building contractor was asked to provide a cost proposal for the construction of the enclosure.
The cost for the added trash enclosure will not exceed $35,000; the final amount is being
negotiated by Harris and Associates, the construction manager on the project. Because the
building will be completed before the Agency Board meets again, authorization is requested with
this not -to -exceed limit to avoid delaying project completion.
Change Order No. 4 also includes $2,380 for changing the slate tile in the entry and atrium
area, and $4,964 for furring out rafters to match glu-lam beams in the same atrium area. Both
of these incidental changes were previously approved by the Executive Director under the
authority granted him by the municipal procurement ordinance.

You are hereby directed to make the herein described changes from the plans and specifications or do the following described work not
included in the plans and specifications of this contract. All new work herein described shall be done in accordance with the applicable
provisions of the plans and specifications, except as modified by this contract change order. NOTE: This change order is not effective
until approved by the Owner, or until an authorized Field Directive is executed.
DESCRIPTION OF CHANGE/REASON FOR CHANGE:
Please provide for the fur out of all rafters to match glue -lam beams with drywall furring channel (hat Track) in lieu of
gypsum board. Also, install 25 gauge angle metal at all drywall to steel beam transitions.
The reason for the change is due to the unevenness of the wood to hanger dimensions.
For this work the contractor will be paid an agreed lump sum of $4,963.97 which includes all markups and surcharges.
No time extensions were granted due to this change.

You are hereby directed to make the herein described changes from the plans and specifications or do the following described work not
included in the plans and specifications of this contract. All new work herein described shall be done in accordance with the applicable

until approved by the Owner, or until an authorized Field Directive is executed.
DESCRIPTION OF CHANGE/REASON FOR CHANGE:
Please provide the Savannah Slate Tile in Lieu of the specified Eurocal / Prairie Slate as approved by the Designer.
The reason for the change is that the Architect and Contractor are unable to locate the specified tile and is therefore
unable to obtain it. A tile matching the desired look was located from American Slate Company from Los Angeles under
the product name of Savannah.
Due to the price of the approved Savannah Tile a cost increase of $1.81 per square foot differential will be needed to
aquire the approved material. A total price of this change is an Agreed Lump Sum $2,380.00 which includes all markups
and surcharges for the cost of this change.
No time extensions were granted due to this change.
