MOORE, HOUSING AUTHORITY ADMINISTRATOR CONTRACTOR: PREST VUKSIC, INC. 44-530 SAN PABLO AVENUE, SUITE 200 PALM DESERT, CA 92260 DATE: JULY 14, 2005 CONTENTS: PROPOSAL Recommendation: By Minute Motion, that the Redevelopment Agency Board: 1) Authorize staff to enter into contract with Prest Vuksic Architects for: a) Consulting architectural services at 77107 California Avenue in an amount not to exceed $75,300 for consulting architectural services based on the proposal, allowances and hourly rates in "Exhibit A"; and b) Architectural Construction Observation in an amount not to exceed $48,000; and c) Authorize an allowance to Priest Vuksic for civil engineering in the amount of $48,300; and d) Authorize an allowance for reimbursable costs in the amount of $12,000; and 2) Authorize Chairman to execute such contract. Executive Summary: Approval of this request will expedite the project's continuation. Denial will result in significant delays in the project. July 14, 2005 Page 2 Discussion: The Agency owns a 141 unit complex at 77107 California Avenue. Pursuant to previous authorization, the prior architects services on this project were terminated. In order to complete the necessary consulting architectural work at the above property, staff is recommending that we negotiate a contract with Prest Vuksic Architects at the stated hourly rates in "Exhibit A" in an amount not to exceed $75,300 for consulting architectural work; and an amount not to exceed $48,000 for achitectural construction observation plus an allowance for reimbursables of $12,000. The contract will be based on actual hours worked, and is based on a rough estimate by looking at the existing drawings. If the estimated time or allowance is not necessary, the Agency will not be charged. Staffs intention is to finish the drawings and the bid specifications in order to go out to bid by the end of the year. California Villas is currently in the construction document phase of the architectural drawings. Prest Vuksic will assist the Agency to compile the necessary plans and civil engineer drawings to produce a full bid package for the Agency and will provide contract administration during the construction process. Prest Vuksic will also contract with a civil engineer for the site civil and precise grading plan for this project and is given a $48,300 allowance for this purpose. Staff recommends approval of the contract to expedite the project's continuation. SCOPE OF PROJECT Assist the City of Palm Desert as a "Consulting Architect" for the project. As such, Prest Vuksic Architects would not "take over" the drawings, but rather review them and provide assistance to the City as required to complete the project. Assistance would be as follows: Review and "plancheck" construction documents Coordinate review of structural, mechanical, electrical and plumbing documents with Prest Vuksic Consultants Review any discovered errors and omissions with the City Provide clarification drawings of areas identified as having errors or omissions. Provide Bidding Assistance Provide Construction Administration Services 11. SCOPE OF SERVICES AS BUILT DRAWINGS 1.1 Identify critical as -built areas. 1.2 Verify as -built dimensions of critical areas. 2. DESIGN PHASE 44530 SAN PABLO AVE SUITE 200 PALM DESERT CA 92260 T . 760 779 5393 F . 760 779 5395 Proposal for Architectural Services California Villa Apartment Renovation 2.1 Review the project in terms of design and make suggestions for design modifications, if any, that the Architect believes would improve the appearance, use of space, massing, circulation, etc. 2.2 Incorporate any design revisions that are agreeable to the City. 2.3 Provide presentation drawings, if revisions are extensive enough to warrant it for review by the Architectural Review Commission, Planning Commission, and City Council. It is understood that the Design of the project as it currently stands is acceptable and it is not the intent of the City or the Architect to redesign the project, other than those suggestions noted above in Section 2 "Design Phase". CONSTRUCTION DOCUMENT PHASE: 3.1 Conduct a project walk with Architect's Consultants to orient the project team. 3.2 Provide plancheck services for the Construction Documents and provide clarification drawings for errors and omissions that are discovered. It is the Architect's understanding that the Grading and Drainage plan will need to be redone by the Architect's Civil Engineer. The Architect and his Consultants will review and "plancheck" the following construction documents. a. Topographic Survey (Review Only) b. Grading and Drainage Plan (To be redesigned and drawn by Architect's Civil Engineer) c. Architectural Site Plan (by Architect) e. Architectural Drawings of the Apartment Buildings and Common Area Structures (by Architect) f. Structural Drawings, Details and Calculations (by Structural Engineer) g. Mechanical Drawings (by Mechanical Consultant)(replacement of wall units only - will be handled during construction) h. Electrical Drawings, Panel Distribution and Load Calculations (by Electrical Consultant) i. Plumbing Drawings (by Plumbing Consultant) j. Landscape/ Handscape/ Irrigation and Site Lighting Drawings (by Landscape Architect) k. Energy Calculations (by Energy Consultant)(may not be required) 1. Project Specifications (by Architect)(not found in packet - City will provide "front end" spec.) 3.3 Consultants retained by the Architect: Structural Engineer, Mechanical/ ElectricaU Plumbing Consultants, Energy Consultant, Civil Engineer and Landscape Architect. 4. BIDDING PHASE: 4.1 Upon completion of the Construction Document Phase, the Architect will perform the following services: a. Distribute plans and specifications. b. Answer questions from the Owner or Bidding Contractors and consider proposed alternates. c. Provide clarifications as required. CONSTRUCTION OBSERVATION PHASE: 5.1 During the construction of the project the Architect will provide the following services: a. Interpret plans and specifications as required. b. Observe construction for compliance with the design. c. Review shop drawings and project submittals. d. Review change orders if requested. e. ADDITIONAL SERVICES and MISCELLANEOUS PROVISIONS It is understood that the Architect will make his best effort to uncover as many errors and omissions as they are able. It is further understood that the Architect will exercise a normal industry standard of care and competence in doing so. The Architect is not responsible for errors or omissions that may be in the drawings that are not identified. The Architect reserves the right to change the estimated maximum fee if it is deemed that there are sufficient errors and omissions to warrant such a change after further review of the drawings. All allowances are such that if unused, may be applied to another line item, with Owner's approval, provided the contract total is not exceeded. Any item which will cause the hourly allotment or allowance to exceed contract total, must be requested in writing for approval by Owner. Design revisions, if any, authorized by the City would be deemed as an additional service. Additional services are to be billed using the attached hourly rate schedule. III. Expenses of transportation and living expenses in connection with transportation outside the Coachella Valley authorized by the Owner. b. Long distance communications. c. Fees paid in securing approvals of authorities having jurisdiction over the project. d. Computer Plotting and Reproduction of drawings, specifications and other documents. e. Postage and special handling of documents. f. Data processing and photographic production techniques. 3. HOURLY RATE SCHEDULE Principal Architect: $175/hr. Project Manager: $125/hr.
