PRELIMINARY COST ESTIMATE
The preliminary cost estimate of providing sewer to 24 lots on the above streets is $921,747 or
$38,406 per lot.
If an assessment district is formed by a vote of the property owners, the project cost would
increase to $1,290,445 or approx. $53,768 per lot. This increase is attributable to the
administrative costs associated with the formation of an assessment district.
A 50% participation by the Agency would reduce this assessment to $26,884 per lot, assuming
that the property owners wish to form an assessment district for the sewer project.
Discussion:
Flagstone and Whitestone Lanes are the only public streets in south Palm Desert without a
sewer. The homes on these streets are on private septic systems. There are nine lots on
Whitestone Lane and 15 lots on Flagstone Lane.
After meetings with the engineers at Coachella Valley Water District (CVWD), it was determined
that the only way to get a gravity flow sewer system on these streets is thru the golf course
fairway at Shadow Mountain Golf Club and connect the new system to the north at Fairway
Drive. The design would require an easement between Shadow Mountain Golf Club and CVWD
allowing the CVWD sewer to cross the golf course. A second easement would be required with
an owner of a vacant lot on Flagstone Lane.
This proposed design crossing the golf course is required because the new sewer line in
Flagstone is approximately 12' below the flow line of the existing sewer on Portola Avenue. The
Whitestone sewer line is approximately 10' below the existing sewer line on Grapevine Street.
CVWD will not allow a mechanical lift station on this project due to maintenance and energy
costs.

Preliminary Cost Estimates:
Attached to this report is a preliminary cost estimate prepared by the Keith Companies.
$921,747 is the basic cost for this project, or approximately $38,403 per lot. Assessment district
formation is expensive. This would add approximately 40% to the cost of this project, or
approximately $370,000. This additional cost would bring the estimated project total to
$1,290,445 or approximately $54,000 per lot.
If the Agency elected to participate with 50% of the cost, it could bring the assessment down to
$27,000 per parcel.
Regardless of cost, it is unclear if an assessment district is even desired by the property
owners. No property owners from Whitestone or Flagstone Lane have approached the City
requesting this project.
Also, regardless if the cost issues were worked out, the project could not proceed without
cooperation from Shadow Mountain Golf Club.
Engineer Proposal:
The proposed engineering firm for this project, if approved, is the Keith Companies, a Palm
Desert firm. The proposed sequence of work is as follows:
Phase One: Involves the preliminary design with CVWD approval, cost estimate, and the
CVWD/Shadow Mountain easement documents for the golf course crossing. After the
easement documents are signed and recorded then:
Phase Two: Construction Drawings and Bid Specifications. After the bid process and award of
contract:
Phase Three: Construction, observation, and administration.
If the Agency members so desire, staff will return with a formal recommendation on the
engineering services at a future date.
