R22810) FOR ADDITIONAL CONSTRUCTION MANAGEMENT SERVICES ASSOCIATED WITH THE CONSTRUCTION OF A NEW VISITOR INFORMATION CENTER AT ENTRADA DEL PASEO SUBMITTED BY: LAURI AYLAIAN, REDEVELOPMENT MANAGER CONTRACTOR: HARRIS & ASSOCIATES 74-333 HIGHWAY 111, STE. 101 PALM DESERT, CA 92260 DATE: JUNE 23, 2005 CONTENTS: CONTRACT AMENDMENTS NOS. 1 AND 2 Recommendation: By Minute Motion, that the Agency Board: Approve Contract Amendments Nos. 1 and 2 in a total amount not -to - exceed $24,005 to Harris & Associates of Palm Desert, California (Contract No. R22810) for provision of additional construction management services and for a six -week extension of the contract duration coincident with the extension of the construction contract; and 2. Authorize Finance Director to move $9,828 from contingency to base for these contract amendments. The remaining $14,177 necessary for these contract amendments is available in Account No. 850-4358-433-4001. Discussion: On 27 May 2004, the Redevelopment Agency Board awarded a contract to Harris & Associates for provision of construction management services for the construction of the new Visitor Information Center at the Entrada del Paseo project. The construction is approximately 75% complete and Harris & Associates has been performing the required services in a satisfactory manner. Staff Report Approve Contract Amendments Nos. 1 and 2 to Harris & Associates Contract No. R22810 Page 2 of 2 June 23, 2005 During the course of construction of the new building, several changes have been necessitated which have impacted work activities on the contractor's critical path. This impact has entitled the construction contractor to additional time for completion of construction. Under separate cover, the Agency Board is being asked to consider and approve change orders that will extend the construction completion deadline to 27 July 2005. Simultaneously, the scope of the construction contractor's work has been increased to incorporate additional work that was originally envisioned to be performed by separate contractors. Agency staff has directed the construction manager to perform additional professional services in the coordination, oversight and management of this additional construction work. As a result of the increased scope of work and increased contract duration, the construction management contract warrants modification to compensate for the additional professional services required. Contract Amendment No. 1, in the amount of $9,500, provides compensation for additional services associated with the increase in scope. These services include construction management for the landscape and exterior lighting; the furnishing, fixtures and equipment; and the monument signage for the project. Contract Amendment No. 2, in an amount not -to -exceed $14,505, provides compensation the extended contract duration. This contract amendment anticipates that the professional services of Harris & Associates will be required through 15 August 2005. Agency staff recommends approval of the subject contract amendments in order to facilitate the timely completion of the new Visitor Information Center. The Visitor Center's current contract completion date of 28JUL05 is due to City initiated additions or design related revisions during the construction process to date. Throughout the course of this project our Palm Desert staff has maintained the budget at an. average monthly base rate of $9,670 per month. Given the recent series of Landscape, Signage, and Site revisions; I respectively recommend our extended CM services be budgeted to at least I SAUG05. This will allow some budget flexibility in event the landscape revision durations extends beyond the current contract completion date or for some unforeseen reasons.
