Recommendation:
By Minute Motion, that the Agency Board:
Ratify Construction Change Order No. 2 in the amount of $24,464.34 to
WDL Construction of Palm Desert, California, for seven miscellaneous
field -directed changes necessary for the construction of the new Visitor
Information Center at Entrada del Paseo. The net contract increase for this
work is $24,464.34 and a ten calendar day time extension.
2. Authorize Finance Director to move $24,464.34 from contingency to base
for the subject change order.
Discussion:
On 9 September 2004, the Agency Board awarded Contract No. R19540-A to WDL
Construction for the construction of a new 8,200 square foot Visitor Information Center.
During the construction process, some unanticipated conditions have arisen which have
necessitated that the contractor perform additional work. These changes include: the
addition of wood -framed mechanical sleepers and plywood crickets; revision of the
parapet wall height, metal roof structure and other items incidental to proper roof
drainage; changing foil -backed FFK insulation to unfaced fiber glass bat; deletion of a
domestic water booster pump; revisions to the wood framing and drywall at the high
atrium windows; addition of a remote drinking fountain chiller to serve the public water

fountain; deletion of incidental cabinetry and countertops from the theater; and revisions
to the window configuration in Room 113.
Because several of the changes described above impacted work on critical path items
identified in the current construction schedule for the Visitor Information Center, the
contract time warrants a ten calendar day increase. The revised contract completion
date will be 27 July 2005.
The work included in Change Order No. 2 was approved by the Executive Director
under the authority granted by Section 3.30.270 of the Palm Desert Municipal Code.
This same section of Code requires this report of the Executive Director's action.
Money for this additional work is available in the existing contract contingency.

JUSTIFICATION: CCO 00006 changes roof drainage and access to roof mounted air handlers. CCO 00007 combines four (4)
lower right east side windows into one (1). CCO 00008 replaces foil backed fiberglass insulation with unfaced fiberglass batt. CCO
00009 deletes cabinets and shelving in Theater #105 and Staff #128; and adds countertop aprons in rooms 109, 110, 119 and
120. CCO 00011 deletes hot water booster pump as recommended by Systecon factory engineer. CCO 00012 adds a drinking
fountain water chiller which was not included in original submittal. CCO 00013 adds wood framing at the high window sill/transition
to sloped ceiling in Retail #105 for aesthetics.

DESCRIPTION OF CHANGE/REASON FOR CHANGE:
This change order provides for additional wood framing for 6"x 12" mechanical sleepers and 3/4" plywood crickets,
revised parapet wall height, metal roof scuppers, and other roof related work as provided in Architectural Supplementary
Instructions (ASI) #020.
Upon review of the mechanical units on the roof, ASI #020 addressed proper roof drainage and adequate mechanical
access to the roof mounted air handlers.
In addition, (5) calendar days of compensable delay are to be added to the contract duration at a negotiated and mutually
agreed cost of $9,285.71. This extended duration resolves all WDUs Notice of Potential Delays submitted to date.
This total change order amount is $12,731.48 ✓

Upon site review by Owner, the lower right four windows on the east side were requested to be placed by one larger
window. The rough framing for the original four windows were completed before the documents to revise them were
processed.

This change order provides for the installation of unfaced fiberglass batt insulation in -lieu of foil backed FSK insulation
specified.
The general contractor identified in RFI #054, the foil backed insulation specified is covered in drywall and proposed the
placement of batt insulation for cost savings. The City accepted the proposal and subsequent cost reduction.
COST OF CHANGE: ($802.95

DESCRIPTION OF CHANGE/REASON FOR CHANG E:
COR #013: This change order provides for the deletion of lower cabinets and counter tops at Theater # 105 and the
upper shelving at Staff #128 as per Architectural Supplementary Instructions #021.
The elimination of the millwork was requested by the Owner, the total reduction in costs is ($4,120.80).
COR #021: This change order provides for the addition of millwork countertop aprons at Rooms # 109, # 110, # 119,
and # 120, the total added cost is $422.24.
The addition of the millwork counter top aprons was necessary to conceal an undercounter angle support member for
aesthetics.
This total amount of this change order (3,698.56) is the summation of COR #016 (deduction) and COR #021
(addition).

Upon review of the original drinking fountain submittal, there was no chiller to provide cold water. After review, it was
determined by the Owner that the drinking fountain water be chilled.

Subject: Atrium High Window Revision

DESCRIPTION OF CHANGE/REASON FOR CHANGE:
This change order provides for addition wood framing and gypsum finish board work to address proper placement and
alignment of the high atrium windows at ceiling condition in Retail Room #105.
During the wood roof framing, it was observed that the transition of Retail Room sloped ceiling, when it intersected with
the high atrium windows, was not going to work out as designed or be aesthetic. The solution was to add wood framing
at the high window sill to address the skewed condition.
In addition, (5) calendar days of compensable delay are to be added to the contract duration at a negotiated and mutually
agreed cost of $9,285.71. This extended duration resolves all WDL's Notice of Potential Delays submitted to date.
This total change order amount is $14,194.19
