R22730) FOR ADDITIONAL SURVEY AND STAKING SERVICES ASSOCIATED WITH THE ACQUISITION OF PROPERTY FROM THE PORTOLA COUNTRY CLUB FOR THE AGENCY'S 20-ACRE AFFORDABLE HOUSING PROJECT SUBMITTED BY: LAURI AYLAIAN, REDEVELOPMENT MANAGER CONTRACTOR: MSA CONSULTING 34-200 BOB HOPE DR. RANCHO MIRAGE, CA 92270 DATE: JUNE 23, 2005 CONTENTS: CONTRACT AMENDMENT NO. 2 Recommendation: By Minute Motion, that the Agency Board: 1. Ratify Contract Amendment No. 2 in the amount of $1,345.00 to MSA Consulting of Rancho Mirage, Califomia (Contract No. R22730) for provision of field survey staking services associated with the acquisition of property from the Portola Country Club for the Agency's 20-acre affordable housing project; and 2. Authorize Finance director to move $1,345.00 from contingency to base for this contract amendment. Discussion: On 13 May 2004, the Redevelopment Agency Board awarded a contract to MSA Consulting for final civil engineering services for the proposed single-family and senior duplex housing project on 20 acres of land immediately west and south of Hovley Gardens. The civil engineering services are currently underway and work is proceeding in an acceptable manner. As part of the design of the 20-acre affordable housing project, the Agency will acquire a strip of property approximately 15 feet wide along the west boundary of the site. This property is currently owned by the Portola Country Club Homeowners Association. The Homeowners Association is generally agreeable to the concept of deeding the property to the Agency in exchange for the Agency's construction of a six-foot concrete block Staff Report Ratify Contract Amendment No. 2 to MSA Consulting Contract No. R22730 Page 2 of 2 June 23, 2005 wall along the new property boundary. The wall would replace existing chain link fences and oleander shrubs. In order to better visualize the proposed transaction, the homeowners requested that the Agency clearly mark the subject strip of land such that they could see it in the field. In response to this request, the Agency directed the project engineers to survey and stake the property boundaries. The cost for this work was $1, 345.00. The work was approved by the Executive Director under the authority granted by Section 3.30.270 of the Palm Desert Municipal Code. The same section of the Code requires this report of the Executive Director's action. Monies for these increased services are available in the contingency set aside for MSA Consulting's contract.
