Recommendation:
By Minute Motion, that the Agency Board:
1. Ratify a change order in the amount of $5,643.68 plus a seven calendar
day time extension to WDL Construction of Palm Desert, California for
addition of one floor receptacle; provision and installation of an additional
90 linear feet of sanitary sewer line, 70 linear feet of 4" conduit, and a pre-
cast concrete pull box; and additional over -excavation and compaction
beyond that specified in the original bid documents; and
2. Authorize the Finance Director to move $5,643.68 from contingency to
base for the subject change order.
Discussion:
On 9 September 2004, the Agency Board awarded Contract R-19540A to WDL
Construction for the construction of a new 8,200 square foot visitor information center.
During the construction process, several unanticipated conditions have arisen which
have necessitated that the contractor perform additional work. These changes were
principally related to the relocation of the building from the parcel for which it was
originally designed to a different parcel at the same site. One minor change was
associated with the change in use (from modular office space to a meeting room) for a
particular room in the building.

The cumulative impact of these changes is to increase the contract sum by $5,643.68
and the contract time by seven calendar days. Money is available in the contract
contingency to cover this increased cost.

included in the plans and specifications of this contract. All new work herein described shall be done in accordance with the applicable
provisions of the plans and specifications, except as modified by this contract change order. NOTE: This change order is not effective
until approved by the Owner, or until an authorized Field Directive is executed.
DESCRIPTION OF CHANGE/REASON FOR CHANGE: I
This change order provides for the following Change Order Requests submitted by WDL Construction as follows;
COR #01 - Site Sewer Connection: This change order is required to connect a new 6" diameter by 901f. sanitary sewer
lateral from a stub -out shown on the Architectural, but not indicated on the Civil plans to tie into the sewer main. Total
amount of COR #01 is $4472.16.
COR #02 - Floor Outlet Box: At the direction of the Agency, a floor box was added at the Conference Room. Upon
confirmation of the furniture layout, the Agency requested a floor outlet be added where the conference table is planned
to accommodate communications. Total amount of COR #02 is $340.39
The total costs of these three COR's is $4,812.55, that will be paid out of the $25,000 allowance identified in the
contract documents. Wn

DESCRIPTION OF CHANGE/REASON FOR CHANGE:
As per the designer response to RFI No. 6 and subsequent Field Directive No. 02; the location of the Verizon vault was
determined to be approximatley 70 lineal feet from the indicated location, post bid. The scope of change involved the
additional excavation/backfill for furnishing. (I) 3'x5'x4' pre -cast concrete pull box, and 70 lineal feet of added 4" conduit
as shown on Plan Sheet E 1.3, SK- I & SK-2 Drawings.
The basis for this change is due to Verizon Communications final approved location of the tele/data vault for the main
communication service point -of -connection for the building.

DESCRIPTION OF CHANGE/REASON FOR CHANGE: i
COR #05 - Building Pad Certification: The building towards the end of the design phase was relocated from the north
most area of Entrada El Paseo property to an existing pad located just west of Cuistot Restaurant. The footprint of the
Visitor Center did not match the existing smaller building pad overexcavation limits. Field Directive #01 was issued that
directed the Geotechnical Engineer to observe the WDL overexcavation operation relative to the new limit
requirements, of which a Pad Certification was obtained. This change order of $6,086.08 provides for all subcontractor
and appropriate WDL mark-ups.
COR #06 - Compensable Delay: This additional work effort impacted the critical path activity for a mutually agreed (7)
calendar day duration. All direct field labor costs and indirect home office and field office costs were negotiated at a
mutually agreed amount of $13,000.00.
The total amount of COR #05 and COR #06 amounts to 19,086.08 that will be paid out of the $25,000 allowance
identified in the contract documents.
