HomeMy WebLinkAboutDevelop 20 Acre Parcel - Negoatiate DDA ComDyn LLC - Hovley GardensPALM DESERT REDEVELOPMENT AGENCY STAFF REPORT REQUEST: AUTHORIZE AGENCY STAFF TO NEGOTIATE A DISPOSITION AND DEVELOPMENT AGREEMENT WITH COMDYN, LLC FOR DEVELOPMENT OF 26 AFFORDABLE SENIOR RENTAL UNITS AND 94 AFFORDABLE SINGLE-FAMILY HOMES ON A 20-ACRE PARCEL OWNED BY THE RECEVLOPMENT AGENCY SUBMITTED BY: LAURI AYLAIAN, REDEVELOPMENT MANAGER DATE: 12 MAY 2005 Recommendation: By Minute Motion, that the Agency Board authorize Agency staff to negotiate a Disposition and Development Agreement (DDA) with ComDyn LLC of Santa Monica, California, for development of 26 units of senior rental housing and 94 single family homes as part of the City of Palm Desert's affordable housing program. Executive Summary: Approval of the staff recommendation will approve the selection of a firm to develop the senior duplexes and single-family homes on the Agency's 20-acre site near Hovley Gardens. It will authorize staff to negotiate a DDA, which would then be presented to the Agency Board for consideration during a public hearing in several months' time. Discussion: On 27 January 2005, the Agency Board authorized issuance of an RFP for development of affordable housing units on a 20-acre parcel owned by the Redevelopment Agency. The size, nature, and quality of the housing facilities, which have received conceptual approval by all required entities, was clearly defined in the RFP. Firms were invited to submit cost and schedule proposals, as well as evidence of their qualifications for consideration. On 4 February 2005, the Redevelopment Agency issued a Request for Proposals to 39 firms; over the next ten weeks, four more firms requested copies of the RFP, bringing to 43 the total number of potential respondents to be considered. On 19 April 2005, the Redevelopment Agency received six written proposals. The ad -hoc committee responsible for the 20-acre housing project reviewed the proposal information submitted by each firm. This committee was comprised of members of the Redevelopment, Housing, Development Services, and Planning Department staffs, plus two elected officials. Based on the comparison of all criteria, and in particular upon the cost, schedule, and responsiveness of each of the respondents to the RFP, the committee short- listed ComDyn, Palm Desert Development, and Rancho Housing Alliance for further consideration. The three selected firms were interviewed by the ad -hoc committee on 3 May 2005. The committee unanimously found that ComDyn LLC of Santa Monica, California, is the firm best qualified to execute this project. ComDyn LLC has recently completed two very similar projects in the City of Oxnard, for which they were awarded the PCBC Gold Nugget Award of Merit for the Best Detached Home on a Compact Lot and the HUD Secretary's Platinum Award for Excellence in Affordable Housing. ComDyn LLC also submitted the lowest cost proposal and the shortest schedule for delivering the completed units. Additionally, the Redevelopment Agency had a very favorable outcome with the recommended firm when it assisted the Agency with the completion of the Desert Rose project.
