PALM DESERT REDEVELOPMENT AGENCY STAFF REPORT REQUEST: PROVIDE DIRECTION REGARDING HENDERSON COMMUNITY BUILDING AT ENTRADA DEL PASEO SUBMITTED BY: LAURI AYLAIAN, REDEVELOPMENT MANAGER DATE: 12 MAY 2005 CONTENTS: HENDERSON COMMUNITY BUILDING PROPOSED ELEVATION Recommendation: By Minute Motion, that the Agency Board approve naming the planned multi- use building the Henderson Communitv Buildinq, and direct staff to either: 1. Increase budget and continue design of the Henderson Community Building as planned; or 2. Terminate current design work and initiate new design of a more modest, traditional building. Executive Summarv: With design of the subject building roughly 50% complete, a detailed cost estimate projects a dramatic increase in the project costs. This report requests that the Agency Board either re -affirm commitment to fund the building as currently planned, or direct staff to significantly curtail the design plans in order to produce a building within the current budget. Discussion: In June 2003, the Agency Board approved a $1.5 million project for a 5,000 square foot multi -use building at Entrada del Paseo. The building, recommended to be named the Henderson Community Building by the Entrada del Paseo Steering Committee, is intended to house the Chamber of Commerce for a nominal rent and to provide meeting space to non-profit agencies and the general public. In September 2004, the Agency Board approved an increase in the scope of the project and its cost to bring the total project cost to $1,932,500. The increase in scope was for additional public meeting space, both indoor and out, and for an increased level of design complexity in the building; the appropriation of additional funding was left to the annual budget process for the next fiscal year. A detailed cost estimate for the construction has also been prepared. That estimate reflects LEED (Leadership in Energy Efficiency and Design) certification, the current construction market, and the innovative, custom nature of the design. Because this cost estimate is considerably higher than even the $1.9 million revised project estimate, staff has directed the architect to stop work so that the Agency Board can evaluate options. The current construction estimate for the building shown in the attached exhibit is $2,424,400. The total project cost based on this construction estimate is $3,433,000 including design, furnishings, testing, utilities, construction management, administration, and all associated costs. Although some value engineering and cost cutting measures could reduce the cost of the project some, they would not likely bring it much below $3.2 million. The current architect is noted for very innovative design, and may not be willing to design an unadorned, rectilinear building. However, a more conventional building that lacks the custom crafting involved in an innovative design could be developed, using a different architect if necessary. This alternative approach would delay completion of the project, but could save well over $500,000 in construction and soft costs. The two options can be summarized as follows: 1. Proceed with the buildina as currently planned Project Cost: $3,433,000 Schedule: Grand opening Summer 2006 Design: As shown on attached elevation; LEED certified. 2. Redesign as a more traditional buildinq Project Cost: $2,000,000 to $2,500,000 Schedule: Grand opening Spring 2007 Design: Conventional, rectilinear office professional building with meeting space Approximately $60,000 has been spent to date on the building design. No other significant costs have been incurred. Staff requests that the Agency Board give direction regarding which option they prefer. Staff will include appropriation of additional funding in the Fiscal Year 2005/6 capital budget for whichever option is selected.
