AMOUNT NOT TO EXCEED $42,100 FOR THE PURPOSE OF
EXTERIOR SOFFIT REPLACEMENT AT DESERT WILLOW
CLUBHOUSE. (Contract No. R24540)

Recommendation:
By Minute Motion, that the Agency Board:
1) Authorize proposal with Douglas E. Barnhart in an amount not to exceed
$42,100; (Contract No. R24540)
2) Appropriate $42,100 from unobligated project area funds to Account No. 851-
4663-454-4001;
3) Executive director to execute the same.
Executive Summary:
The work to be done consists of removing the unsatisfactory plaster material originally
installed at various exterior soffit locations and replaced with a more durable material for
a long-term solution. Approval of this proposal will allow for the Redevelopment Agency
to participate in 50% of the costslor renovation of these portions of the Desert Willow
Clubhouse.
Discussion:
Douglas E. Barnhart was the original contractor for the Desert Willow Golf Resort, which
was completed approximately eight years ago. The clubhouse was constructed as
designed, however due to the extreme weather elements that exists in the Coachella
Valley portions of structure must be reconstructed due to the seasonal wear and tear.

The work will involve the removal of unsatisfactory plaster material originally installed at
various exterior soffit locations and replaced with an improved application that will
provide Desert Willow with a long-term solution for this condition.
The cost estimate for total completion of the work is an amount not to exceed
$84,200.00. Only the actual cost of the work will be charged following the completion of
the work. Because Barnhart was the original contractor they have committed to provide
this work with the understanding that the Agency will reimburse Barnhart for 50% of the
actual costs upon completion.
The direct applied exterior insulation finish system will provide Desert Willow with a long
life cycle solution. This finish can be installed in two to three weeks without significant
disruption to the operation of the golf course.
Staff recommends approval for participation in the renovations of soffit areas at the
Desert Willow Golf Resort in an amount not to exceed $42,100.

Per your request, attached is a breakdown of the costs to remove the unsatisfactory plaster material
originally installed at various exterior soffit locations and replace with an improved application that will
provide Desert Willow with a longterm solution for this condition.
The cost is estimated and based on the existence of unforeseen conditions for scaffolding, protection of
surrounding surfaces, and demolition of the existing plaster soffit. As discussed, the total amount listed on
the attached breakdown is a not -to -exceed total cost for this work. Only the actual cost will be charged
following completion of the work. Barnhart has committed to provide this work with the understanding that
the City of Palm Desert will reimburse Barnhart for 50% of the actual cost upon completion of the work.
The direct applied exterior insulation finish system will provide Desert Willow with a long life -cycle solution.
This finish can be installed in a 2-3 week duration without a significant disruption to the operation of the golf
course, compared to a 3-coat plaster system that would take 4-5 weeks and require protection of a much
larger area due to a stucco -pump and nozzle application.
