R22200; AND AUTHORIZE AGENCY CHAIR TO EXECUTE SAME SUBMITTED BY: LAURI AYLAIAN, REDEVELOPMENT MANAGER DATE: 10 NOVEMBER 2005 CONTENTS: ENTRADA DEL PASEO PROJECT IDENTIFICATION MONUMENT SIGN DRAWINGS Recommendation: By Minute Motion, that the Agency Board: 1) Reject all bids received in response to the Notice Inviting Sealed Bids for Entrada del Paseo Monument Signage (Contract No. R22200, Project No. 955-04); 2) Authorize staff to negotiate with the sole bidder (Fluoresco Lighting & Signs of Pomona, California) to value engineer construction details and secure contractual requirements for an amount up to $160,000; and 3) Authorize Chairman to execute all necessary documents to facilitate the negotiated contract, including appropriate contingencies. The funding necessary for this contractual work is available in Account No. 850-4358-433-4001. Executive Summarv: Approval of this request will allow staff to negotiate with the sole responsive bidder to the subject invitation to bid in order to reduce the contract amount by more than $57,000. This reduction in cost will be accomplished by value engineering some of the construction details for the monument signs. Discussion: On October 10, 2005 the Agency advertised a Notice Inviting Bids for construction of four monument signs at the Entrada del Paseo development. Nine sign contractors requested bid documents, and four of these firms stated in advance that they planned to submit bids for the project. However, only two bids were actually submitted, and one of those was returned Staff Report Entrada Monument Signs — Contract R22200 Page 2 of 2 10 November 2005 unopened because it was received after the deadline. Fluoresco Lighting & Signs of Pomona, California submitted the sole responsive bid in the amount of $217,554.00. Agency staff contacted each of the firms that had expressed interest in the project to determine why they had not submitted bids. Three reported that they did not want to perform the electrical and landscaping work ancillary to the signage work, two were too busy to be able to respond, and one could not get a bid bond in time to meet the deadline for receiving bids. The engineer's estimate for the project was considerably lower than the amount of the bid that was received, so staff also discussed the cost of the work with the low bidder. The bidder identified several details of the work that drive the cost up, but that do not add significant value to the finished product. The two most significant of these items are the concrete footings and the curved aluminum plates that form the horizontal element of the signs. The footings can be reduced from a continuous monolith to several discrete footings, each sized appropriately for the individual sign components. And the aluminum plates, which were specified to be painted the colour of rusted steel, can be replaced by steel plates that are less expensive and easier to form into the curved shapes, but are finished to look the same as the aluminum would have. The sole bidder, Fluoresco Lighting & Signs, indicated a willingness to work with the Agency to value engineer the design such that all four signs can be constructed for less than $160,000. Therefore, Agency staff requests authorization to enter into negotiations with Fluoresco Lighting & Signs to construct the four monument signs at Entrada del Paseo for an amount less than $160,000. The Entrada del Paseo Steering Committee and the Agency Board previously approved the conceptual design of the signs. The final design drawings are attached to this report. The work is scheduled to be complete within 75 days of Notice to Proceed.
