REQUEST: RATIFICATION OF THE AGREED UPON RENOVATION OF THE
WALLAROO CHILD CARE FACILTY TO ADDRESS IMMEDIATE
PUBLIC HEALTH AND SAFETY CONCERNS
SUBMITTED BY: CATHERINE WALKER, SENIOR MANAGEMENT ANALYST
JANET MOORE, HOUSING AUTHORITY MANAGER
DATE: OCTOBER 13, 2005
CONTENTS: PROPOSALS FROM:
AAVCO ELECTRIC - $5,616.00
A.R.C. CONCRETE - $3,744.00
GEORGE BRAZIL PLUMBING - $2,897.65
H & H ORNAMENTAL IRON - $8,760.00
ZEUS CONSTRUCTION - $9,300.00
Recommendation:
By Minute Motion, that the Agency Board authorize:
1. Ratification of health and safety issues in an amount totaling $30,317.65.
2. Executive Director to execute any documentation necessary to complete.
Funds available in account 850-4545-466-4001.
Executive Summary:
Acceptance of this staff recommendation will ratify work that needed to be completed by
the Agency prior to September 22, 2005, at the childcare facility, located at 44-911
Cabrillo Avenue as required in our agreement with Desert Sands Unified School District.
The work addressed immediate health and safety code issues, and allowed for the
facility to accommodate Palm Desert's displaced students by the start of the school
year.
Discussion:
The Agency Board approved the lease agreement for the building known as the
Wallaroo Children's Center between the Palm Desert Redevelopment Agency and
Desert Sands Unified School District on July 14, 2005. The agreement outlines the
duties and responsibilities of each agency with regard to the renovation of the facility.
Staff Report
Ratification of agreed upon renovation of the Wallaroo Child Care facility to address
immediate public health and safety concerns
Page 2 of 2
October 13, 2005
The Wallaroo facility sat vacant for approximately one year prior to the Agency
purchasing the property. Once owned by the Agency, the facility was broken into and
vandalized by vagrants during the negotiation process with the School District. Much of
the work needed to be done at the facility was the direct result of the numerous
vandalizing incidents, which left the building a safety hazard to the community.
The Agency was tasked with accomplishing the improvements as set forth in the
agreement in the most expedient way possible to avoid any health and safety threats to
the community, and to accommodate the Desert Sands students that had to occupy the
facility by September 22, 2005.
The work has been broken down into two phases. The first phase addressed all
immediate health and safety issues, allowing Desert Sands School District to
accommodate its recently displaced Palm Desert students at the facility by September
22, 2005. The second phase addresses health and safety concerns that pertain to
functionality. Phase II work will total approximately $12,000 and will be brought before
the Agency Board for ratification at the second meeting in October 2005.
