MOORE HOUSING AUTHORITY ADMINISTRATOR DATE: OCTOBER 13, 2005 CONTENTS: RESOLUTION NO. 506 Recommendation: By Minute Motion, that the Palm Desert Redevelopment Agency adopt Resolution No. 506 designating the Palm Desert Housing Authority as the operator of the property currently known as Country Village Apartments in the City of Palm Desert. Executive Summary: The Housing Authority currently operates all 914 of the Agency -owned rental units. This action will designate the Housing Authority as the operator of the additional 66 rental units acquired by the Agency on September 30, 2005. The Housing Authority will obtain a proposal from its current management company to maintain the units and be responsible for the day to day operations. Discussion: The Agency closed escrow on 66 rental units on September 30, 2005. The units will be made available to persons and families of very low, low and moderate income. This will be accomplished through attrition and the lease renewal process. The Palm Desert Housing Authority was established in 1998 when the Agency purchased the initial 725 rental units from the County of Riverside Housing Authority. The law requires that rental units acquired with bond proceeds must be operated by a Housing Authority. In order to ensure consistency and continuity of the property condition and operations it is desirable to have all units operated by the Housing Authority. Since we first acquired the original 725 units, the Authority has acquired additional units and completed many deferred maintenance projects, including re -roofing, replacement of boilers and air conditioners, repainting, resurfacing pools and decks, installing carports, landscape retrofitting, and repaving the parking lots. The 66 units were acquired with Housing Set Aside funds and will be counted toward our production of affordable housing units in accordance with the Stipulation and the RHNA. Orte , Executive Director G \RDA\Pany Leon\Wpdocs\Jh1M\staff report\operator of housing project Country Village wpd RESOLUTION NO. 506 A RESOLUTION OF THE PALM DESERT REDEVELOPMENT AGENCY DESIGNATING THE PALM DESERT HOUSING AUTHORITY AS THE OPERATOR OF COUNTRY VILLAGE APARTMENTS IN THE CITY OF PALM DESERT NOW, THEREFORE, THE PALM DESERT REDEVELOPMENT AGENCY HEREBY FINDS, DETERMINES, RESOLVES AND ORDERS AS FOLLOWS: Section 1. The Palm Desert Redevelopment Agency acquired an additional 66 rental housing units located in the City of Palm Desert currently known as Country Village Apartments. Section 2. The Agency hereby designates the Palm Desert Housing Authority as operator of the additional 66 acquired rental housing units for and on behalf of the Agency. Such designation shall be effective at the close of escrow of such 66 rental housing units by the Agency. The Palm Desert Housing Authority is hereby further authorized to do all acts and things necessary or appropriate in connection with the operation, including but not limited to, entering into an agreement or agreements with a private management company or companies, while being consistent with federal tax regulations pertaining to tax-exempt bonds.
