Recommendation:
By Minute Motion that the City Council:
1. Adopt Resolution No. 05- 90 , a resolution of the City Council of Palm
Desert, authorizing a Public Improvements Funding Agreement between the City of
Palm Desert, the Palm Desert Redevelopment Agency, and SKB-PDM Investments,
LLC, (SKB) for a traffic signal at the intersection of Country Club Drive and Via
Scena/Shopping Center Driveway; (Contract No. C24440)
2. Appropriate $187,500 from Merano Assessment District Account Number
464-4350-433-4001 for costs associated with the traffic signal improvements;
3. Appropriate $125,000 from Traffic Signal Account No. 234-4675-433-4001 for costs
associated with the traffic signal improvements funded by SKB's contribution; and
4. Authorize the City Manager to execute all documents that may be necessary to
facilitate the application or award:

3. Authorize the Executive Director to execute all documents that maybe necessary to
facilitate the application or award.
Executive Summarv:
This is a funding agreement between the City, the Agency, and SKB, the owners of Plaza de
Monterey, to install a traffic signal at the intersection of Country Club Drive and Via
Scena/Shopping Center Driveway. SKB has a pending sales agreement with Bristol Farms to
purchase the former Albertson's site, of which a traffic signal at the above location is a
condition of the close of sale. SKB will pay up to $125,000 of the total cost. An additional
$187,500 is available in the Merono Assessment District Fund. The Agency will pay any
remaining costs up to $62,500. The funding by the Agency is due to the fluctuation of cost
estimates received by the City Engineer.
Discussion:
In 2001, Plaza de Monterey, located at the corner of Monterey Avenue and Country Club Drive,
was a fully leased, thriving neighborhood shopping center producing over $15 million in annual
taxable sales for the City's General Fund. Since that time, the Albertson's grocery store closed,
moving into a new location across the street in Rancho Mirage. Over the past three and a half
years, the center has also lost 10 of its 28 tenants, leaving the center underused and blighted.
In 2003, SKB-PDM Investments, LLC, purchased the specialty shops in Plaza de Monterey
then spent another six months negotiating to acquire the vacant Albertson's location that was
owned by a different party. Since that time, SKB has actively sought a tenant to replace
Albertson's.
Over the years, while concentrating on upscale grocery store tenants, SKB has shown and
negotiated the site with several well-known specialty food retailers in Southern California.
While each had different requirements for moving into the location, all desired a traffic signal be
installed at the intersection of Country Club and Via Scena/Shopping Center Driveway.
Staff believes that the proposal from Bristol Farms is not only better for the center, but also
better for the City in general. Bristol Farms is an upscale, gourmet and specialty food retailer
that opened its first store in 1982. The Albertson's Corporation recently purchased Bristol
Farms, which now boasts 17 locations in southern California. Rather than lease the store,
Bristol Farms has instead proposed to purchase the location that furthers their long-term
commitment to both the center and the city as they expand into the Coachella Valley.
Bristol Farms entered into escrow to purchase the former Albertson's location on September
28, 2005, and is currently in a 90-day due diligence period prior to closing. Staff requested an
estimate from Public Works for the engineering, design, and installation of a traffic signal and
received a projection of $250,000. Since there is currently monies available in the Merono
Assessment District Account for the developer to the north of the intended signal location, staff
informed SKB of the estimate and they have agreed to contribute $125,000 to the traffic signal.

However, their lender is requesting that a cap on funding be placed in the agreement or they
would not approve the signing of an agreement. In just two weeks, Public Works received a
new estimate on the traffic signal that is now close to $375,000. Due to the fluctuations in the
construction market during this time of growth in the valley, staff is recommending monetary
participation by the Agency.
This neighborhood shopping center is in need of an economic boost that can be delivered by
Bristol Farms, which will not only bring much need traffic to the site, but upgrade the tenancy of
the center as stores fill in the vacancies. In addition, SKB, as part of the purchase agreement,
must improve and upgrade the facades of the center.
Staff has negotiated within the funding agreement that, should the purchase agreement with
Bristol Farms not close in six months, a new cost estimate will be obtained for the traffic signal
that will revise any cap on funding required by SKB's lender. Should the purchase agreement
with Bristol Farms not be completed by October 1, 2006, then the funding agreement for the
traffic signal will expire.
Staff feels this is a good use of funds in support of local economic development for Plaza de
Monterey and its surrounding neighborhood that is adjacent to Project Area 2, and, therefore,
recommends approval of the above motions to fund the traffic signal.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM DESERT APPROVING A PUBLIC IMPROVEMENT FUNDING
AGREEMENT IN CONNECTION WITH TRAFFIC SIGNAL
IMPROVEMENTS
THE CITY COUNCIL OF THE CITY OF PALM DESERT HEREBY FINDS,
DETERMINES, RESOLVES AND ORDERS AS FOLLOWS:
Section 1. In order to effectuate the provisions of the Redevelopment Plan
(the "Redevelopment Plan") for Project Area No. 2 (the "Project Area"), the Palm Desert
Redevelopment Agency (the "Agency") proposes to enter into a Public Improvements Funding
Agreement (the "Funding Agreement") with SKB-PDM Investment, LLC, an Oregon limited
liability company (the "SKB"), and the City of Palm Desert (the "City") pursuant to which the
Agency will finance a portion of the cost of construction of traffic signal improvements to be
owned and operated by the City for public purposes (the "Public Improvements") and located on
property presently owned by the City (the "Property").
Section 2. The proposed Public Improvements will not be located in the
Project Area, but will be located adjacent to the Project Area on the Property which is at the
intersection of Country Club and Via Scena/Shopping Center Driveway and will benefit the
Project Area. The development of the Public Improvements will assist in the elimination of
blight in the Project Area. The City Council has previously determined that the Project Area is
an area in which the combination of conditions of blight are so prevalent and so substantial that
there is a reduction of, or lack of, proper utilization of the area to such an extent that it
constitutes a serious physical, social and economic burden on the community which cannot
reasonably be expected to be reversed or alleviated by private enterprise or governmental
action, or both, without redevelopment. Among other things, the Project Area contains vacant
and underutilized properties, properties which suffer from depreciated or stagnant property
values and impaired investments, and deteriorated, aged and obsolete buildings. Such
conditions tend to further deterioration and disuse because of the lack of incentive to
landowners and their inability to improve, modernize or rehabilitate their property while the
condition of the neighboring property remains unchanged. In addition, the Project Area is
characterized by the existence of inadequate public improvements and utilities, which cannot be
remedied by private or governmental action without redevelopment. The construction of the
Public Improvements will improve vehicular and pedestrian access to the surrounding area and
improve traffic circulation in the Project Area and mitigate safety hazards. Overall, the
construction of the Public Improvements will help remedy the lack of adequate public
improvements, thereby eliminating a factor which substantially hinders the economically viable
use of property and buildings within the Project Area.
Section 3. Pursuant to the Funding Agreement, the City will contribute
$187,500 through the Merano Assessment District Fund for the cost of the Public Improvements
and SKB will contribute at least $125,000 for the cost of the Public Improvements. The budget
constraints of the City prevent the City from financing the total cost of the installation and
construction of the Public Improvements by any means. Traditional methods of financing such
as the issuance of general obligation bonds are unavailable as a practical matter because of the
extraordinary majority voter approval requirements of two-thirds of the electorate. Assessment
financing or special tax financing could overburden benefitting properties with assessments or

special taxes and, in addition, special taxes require a two-thirds vote and assessments are
subject to a majority protest.
Section 4. Based upon the foregoing and other information presented to the
City Council, the City Council hereby finds and determines that: (i) the payment by the Agency
of a portion of the cost of the Public Improvements pursuant to the Funding Agreement is
consistent with the Agency's implementation plan adopted pursuant to Health and Safety Code
Section 33490; (ii) no other reasonable means of financing the Public Improvements are
available to the City; (iii) the Public Improvements will be of benefit to Project Area and the
immediate neighborhood in which the Public Improvements are located; and (iv) the payment by
the Agency of a portion of the cost of the Public Improvements pursuant to the Funding
Agreement will assist in the elimination of one or more blighting conditions inside the Project
Area.
Section 5. The City Council hereby approves (a) the Funding Agreement,
and (b) the payment by the Agency of a portion of the cost of the Public Improvements pursuant
to the Funding Agreement. The execution of the Funding Agreement by the City is conditioned
upon the prior or concurrent approval and execution of the Funding Agreement by SKB. The
City Council hereby authorizes the Mayor to execute and deliver the Funding Agreement in
substantially the form presented to the City at this meeting and now on file with the City Clerk,
with such changes therein or such other documents or actions as may be necessary or
convenient and as the Mayor may approve, in his discretion, as being in the best interests of the
City, such approval to be conclusively evidenced by the execution and delivery thereof.

PUBLIC IMPROVEMENTS FUNDING AGREEMENT
This PUBLIC IMPROVEMENTS FUNDING AGREEMENT (the "Agreement") is
executed on , 2005, and is entered into by and among the PALM
DESERT REDEVELOPMENT AGENCY, a public body, corporate and politic (the
"Agency"), the CITY OF PALM DESERT, a municipal corporation (the "City") and SKB-
PDM INVESTMENTS, LLC, an Oregon limited liability company ("SKB").
RECITALS
WHEREAS, the purpose of this Agreement is to effectuate the Redevelopment
Plan ("Redevelopment Plan") for Project Area 2 ("Project Area") of the Agency, in the
City of Palm Desert, California ("City"), by facilitating construction of a publicly owned
improvement to real property near the Project Area by providing funds for the
construction of a publicly -owned traffic light and related improvements generally
described on Exhibit "A" (the "Public Improvements");
WHEREAS, the Redevelopment Plan has been approved and adopted by
Ordinance No. 509 of the City adopted July 15, 1987;
WHEREAS, the Agency is a public body, corporate and politic, exercising
governmental functions and powers, and organized and existing under the Community
Redevelopment Law of the State of California;
WHEREAS, construction of the Public Improvements will assist in the elimination
of blight in the Project Area and assist in improving the economic and physical
conditions in the Project Area in accordance with the purposes and goals of the
Redevelopment Plan; and
WHEREAS, the construction of the Public Improvements as contemplated by this
Agreement is consistent with the provisions of the Redevelopment Plan and each of its
applicable elements;
NOW, THEREFORE IT IS AGREED as follows:
1. Construction of Public Improvements. City agrees to design, construct
and install the Public Improvements in accordance with applicable law. City will use
reasonable best efforts to minimize costs and, where appropriate, competitively bid
contracts for the Public Improvements, consistent with normal City practices and
construction standards. The parties agree that upon completion of the Public
Improvements, the Public Improvements will be owned, operated and maintained by the
City.
2. Financinq of Public Improvements. Agency, SKB, and City shall each pay,
or reimburse to City, a portion of the costs of design, engineering, constructing,
installing and inspecting (for completion) the Public Improvements from time to time

upon written demand by City as herein provided. Agency will deposit $62,500, SKB will
deposit $125,000, and the City shall fund $187,500, or half the cost of the signal,
whichever is greater, through the Merano Assessment District Fund(the sum of which
($375,000) constitutes one hundred percent (100%) of the City's current estimate of the
costs of the Public Improvements) within ten (10) days after written notice from the City,
which notice shall not be delivered by the City prior to the sale of the SKB Property (as
hereinafter defined) pursuant to the Purchase and Sale Agreement (as hereinafter
defined), requesting such deposits and stating that it is likely that the Public
Improvements will commence within sixty (60) days. In the event that the City requires
such deposits and the City's estimate of the costs of the Public Improvements increases
thereafter, the City may in good faith require additional deposits of SKB and Agency to
increase the aggregate of SKB's and the Agency's respective deposits, together with
the City's funding, to one hundred percent (100%) of the then estimated costs of the
Public Improvements. Upon completion of the Public Improvements, the City will
promptly refund to SKB and the Agency, or reimburse to itself, as applicable, any funds
deposited by SKB and the Agency or funded by the City that are not needed to pay for
the costs of the Public Improvements, or shall demand payment from the Agency and
SKB of fifty percent (50%) each of the sum needed to pay remaining costs of the Public
Improvement not covered by their previous deposits and the City funding. City will
provide such documents and information as may be reasonably requested by SKB or
the Agency to verify costs incurred. Notwithstanding anything to the contrary contained
herein, if the sale of the SKB Property pursuant to the Purchase and Sale Agreement
occurs on or before February 28, 2006, the aggregate amount of the deposits required
to be made by SKB shall not exceed $125,000, and the Agency shall deposit all monies
in excess of such amount and the City's $187,500 funding amount required to pay the
costs of the Public Improvements.
3. Conditions to Effectiveness of Agreement. Notwithstanding anything to
the contrary contained herein, this Agreement, and the obligations of the parties hereto,
shall not become effective unless and until SKB shall have conveyed that certain real
property described in Exhibit B (the "SKB Property') to Bristol Farms, a California
corporation ("Bristol Farms") pursuant to that certain Purchase and Sale Agreement
dated as of September 28, 2005 by and between SKB and Bristol Farms (the "Purchase
and Sale Agreement"); and provided, further, that this Agreement shall automatically
terminate and be of no further force or effect if such conveyance of the SKB Property
does not occur on or prior to October 1, 2006.
4. Notices. All notices, demands and other communications shall be given in
writing and shall be delivered by certified mail, postage prepaid, and return receipt
requested, or by personal delivery. Notices shall be considered given upon the earlier
of (a) personal delivery or (b) two (2) business days following deposit in the United
States mail, postage prepaid, certified or registered, return receipt requested. Notices
shall be addressed as provided below for the respective party; provided that if any party
gives notice in writing of a change of name or address, notices to such party shall
thereafter be given as demanded in that notice:

5. Governing Law. This Agreement shall be governed and construed in
accordance with the laws of the State of California.
6. Complete Agreement. Except to extent otherwise expressly provided
herein, this Agreement contains all the terms and conditions agreed upon by the parties,
and no other understanding, oral or otherwise, regarding the subject matter of this
Agreement shall be deemed to exist or to bind any of the parties hereto. This
Agreement supersedes all previous agreements, if any, among the parties with respect
to the subject matter hereof.
7. Amendments. Any alterations, modifications or waivers of provisions to
this Agreement shall be valid only when reduced to writing and duly signed.

Subject: Signalization of Country Club Drive at Plaza de Monterey Eastern
Driveway / Via Scena
The installation of a traffic signal at the intersection of Country Club Drive at Plaza de
Monterey Eastern Driveway I Via Scena has been a subject of discussion for many
years. The subject of signalization has been raised once again by a potential tenant
wishing to occupy the vacant supermarket building in the Plaza de Monterey shopping
center. A brief history of the efforts to signalize the intersection follows.
At a City Council meeting on May 14, 1992, Staff presented a report regarding traffic
circulation on Country Club Drive between Monterey Avenue and Palm Desert Greens
Parkway. In the report, Staff concluded that the intersection of Country Club Drive and
the eastern driveway at Plaza de Monterey (then known as the "Lucky's Shopping
Center") was an appropriate candidate for signalization. Staff stated that the signal was
not expected to significantly affect traffic on Country Club Drive provided proper
coordination is established with the signal at Monterey Avenue. Staff also concluded
that the installation of the traffic signal would have to be delayed until funding
participation by the adjacent property owners was resolved. The City Council concurred
with the findings of the report and directed staff to pursue funding options for installation
of a traffic signal. Copies of the Staff report and minutes of the May 14, 1992 council
meeting are attached for reference.
In 1994, signalization of the intersecting was referenced in the Conditions of Approval
for Tract Map 27882 (the Merano residential development). The conditions simply
stated that the main Country Club Drive project access (Via Scena) may include traffic
signalization. An assessment district formed by the Merano area residents included
funding for one-half of the costs to construct a traffic signal at the subject intersection.

Based on the actions of the past, Staff has been working with the understanding that the
City Council has approved a traffic signal at the intersection of Country Club Drive at
Plaza de Monterey Eastern Driveway / Via Scena and that funding was the only
impediment to its construction. Installation of the traffic signal is currently on the 5-Year
Capital Improvement Program and is scheduled for construction in fiscal year 2006-
2007.

Upon question by Councilman Crites, Mr. Buehl responded that most of the traffic generated
was from people who want to go into the superblock, and they turn in at San Marino thinking
they are turning into the superblock.
Councilman Snyder said he felt Mr. Buehl's alternative was a good one, and he suggested
continuing this matter for two weeks to allow staff to look into this and bring back a report.
Councilman Wilson said he would like staff to seriously consider this as a possible sooution
on a trial basis and move very quickly to implement.
Councilman Wilson moved to continue this matter to the meeting of May 28, 1992, with direction
to staff that if they see it as a possible solution, that they be geared up to move ahead immediately.
Mr. Folkers noted that a public hearing would still be necessary to close the street. Mr.
Erwin agreed.
Councilman Wilson amended his motion to schedule a public hearing for June I lth, with direction
to staff to bring back recommended solutions at the May 28th meeting so that Council can examine them
in advance of the public hearing. Motion was seconded by Crites and carried by a 3-0-2 vote, with Mayor
Kelly and Mayor Pro-Tem Benson ABSENT.
C. CONSIDERATION OF SUNCREST MOBILE HOME PARK AND COUNTRY CLUB
DRIVE INTERSECTION.
Mr. Folkers. reviewed the staff report and recommendation.
Upon question by Councilman Crites, Association Transportation Engineer Seyed Safavian
responded that two intersections (Lucky's Shopping Center and Suncrest Mobile Home
Park/San Tropez Villas) were found to be appropriate for signalization, and staff
recommended that the Suncrest intersection be selected as the first phase.
Councilman Wilson questioned whether we should reevaluate the signal at Palm Desert
Greens which has just one access point and said he felt we should look at the possible
relocation of signalization.
Mr. Safavian responded that staff had not looked closely at this intersection because the City
has no control over it.
Councilman Crites added that staff should also look very carefully at what will happen
whenever anyone decides to develop the land at the northwest corner of Monterey and
Country Club.
MR. ERHARD BEFELD, owner of Suncrest Mobile Home Park, said they had County
approvals and County funding and that he was financing the Park's part of this signal. He

said the City had originally indicated that if everything worked out, the City would pay 1/4th
of the cost of this signal. He said he had no problem with having his residents wait a minute
or two for the light to turn green so they can exit the Park if this will lessen the impact of
the signal on the rest of the traffic; he just wanted ta. make sure they were protected by a
signal.
Councilman Crites stated that when this same type of situation was considered at Highway
111 before the Mervyn's center came in, a policy decision was made that we were not going
to put another light in the middle of the block on Highway 111. Before any consideration
about what would be developed, it was determined that it would be right turn in and right
turn out only. He asked that staff look at the possibility of putting into the traffic plan now
for the empty space on the north side of Country Club a restriction for right turn in and right
turn out so we do not have to address the issue at a later date.
Councilman Crites moved to, by Minute Motion: 1) Review and approve staff s overall plan to
address traffic along Country Club Drive, 2) authorize staff to work with the County of Riverside and the
affected area's property owners to address funding for signalization, 3) direct staff to make notations to the
traffic plan that right turn in and right turn out is what will be viewed as appropriate on the vacant land on
the north side of Country Club. Motion was seconded by Snyder and carried by a 3-0-2 vote, with Mayor
Kelly and Mayor Pro-Tem Benson ABSENT.
D. REPORT RELATIVE TO RB FURNITURE SIGNS.
Mr. Erwin stated there was a memo in the packets from his office. He said basically the City
cannot do anything about the signs. He said the City could go in and attempt to modify the
court order; however, he felt this would be a waste of time. He suggested that we wait until
June 30th because the court order indicated they would only be conducting business until that
date.
Council concurred, with direction to staff to look at the issue again on June 30th.
E. REOUBST FOR CONSMERATION OF HAYSTACK ROAD STRIPING CHANGES.
Mr. Folkers asked that this matter be continued to the next meeting because staff had
inadvertently neglected to notify those residents on Haystack who are interested in this matter.
At the request of Councilman Wilson, Mr. Safavian reviewed the staff report and
recommendation.
Councilman Wilson said he felt what was being proposed for Haystack Road from Portola
to Heliotrope was good and that he would like to see that idea continued all the way to
Highway 74. He said the last time this was discussed, a resident kept referring to the turning
lane as a passing lane; he subsequently drove up and down that street and found that it was
true it was becoming a passing lane, and he felt it should be eliminated.

RECOMMENDATION:
(1) Review and approve staff's overall plan to address traffic along
Country Club Drive.
(2) Authorize staff to work with the County of Riverside and the affected
area's property owners to address funding for signalization.
BACKGROUND:
Over the last 1-1/2 years, staff has been extensively involved in analyzing
traffic matters and Implementing a series of traffic management strategies
to improve the circulation along Country Club Drive between Monterey Avenue
and Palm Desert Greens Parkway.
Included in the work completed was intersection channelization and access
restriction plans to provide for short-term traffic control needs for the
area residents. The matter was also extensively discussed at varlous
Technical Traffic Committee meetings.
In response to an official request from the Suncrest Mobile Home Park
residents, the City Council directed staff over a year ago to look Into the
slgnalization of the subject intersection. The matter was also discussed
with County staff as far as a funding contribution. In addition to the
above, based.on the recognition of the need to look at the area in a
comprehensive manner, studies, field investigations, and data collections
were performed at other major Intersections along the above -mentioned
roadway section.
A. TRAFFIC ISSUES
Various traffic matters studied included the following:
(1) Existence of various traffic generators. These Include the following:

• Foundation for the Retarded of the Desert Citizens
Las Serenas Apartments
` San Tropez Villas
* Suncrest Mobile Hoare Park

(2) Future Potential Development:
Consideration was also given to the possible rezoning and use of
the vacant parcels on the northeast corner of the Monterey Avenue and
Country Club Drive intersection for retail development. This specific
Issue was looked at in relation to the possible access needs for such
activity (if ever it became a reality).
(3) Current circulation matters within the study area include access
limitation/restriction to the current abutting uses such as the
Lucky's Shopping Center and the Suncrest Mobile Home Park/San Tropez
residential complexes.
(4) Congestion and intersection delays at Monterey Avenue and Country Club
Drive.
(5) Consideration for appropriate signal spacing as required for signal
coordination along Country Club Drive.
(6) Minimizing traffic conflict points and accident potentials at various
intersections.
(7) Minimizing delays, congestions, and level of service reduction along
Country Club Drive.
(8) Provision for safety and access improvement for motorists using public
rights -of -way.
B. INTERSECTION DETAIL ANALYSI5:
Based on the issues and investigation of the prevailing conditions, three
intersections were selected for possible traffic control changes. These
included the following:
Country Club Drive at Lucky's Shopping Center's Main Entrance
Sagewood Drive at Country Club Drive
Suncrest Mobile Home Park Entrance at Country Club Drive
C: SIGNAL WARRANT STUDIESs
Warrant studies for multiple stops and signalization were performed -using
Caltrans guidelines. As shown in the attachment, all of the intersections
analyzed meet some of the eleven Caitrans warrants. The Lucky's Shopping
Center entrance was found to meet the highest number of warrants, while the
Sagewood Drive Intersection had the least.
As for multi -way stops, only Suncrest Mobile Home Park and Lucky's Shopping
Center entrances were found to meet the established warrants.

In general, signalization or changes in stop controls on a given
intersection is not be solely based on the warrant requirements. Other
factors equally important to be taken into consideration include:
-- Signal spacing
-- Attaining proper traffic platoon effect for proper circulation
efficiency along Country Club Drive
-- Minimum adverse impact on environmental matters such as noise,
air pollution or excessive fuel consumption
-- Financial considerations
The following is a brief review of individual intersections and
signalization evaluations:
A) Luckv's Shoaaina Center Access
Signalization of this intersection would ease
congestion along Country Club Drive as well as easing delay
and safety concerns for the motorists reaching or leaving
the shopping centers however, such a change it would not
alleviate problems existing at other locations east of the
intersections. On the positive side, this location would
work very well with any potential retail/commerclal
development on the north side as well as improving safe
access from the Sagewood Drive community.
It should be noted that staff received a letter from
the business owners at the Lucky's Shopping Center
requesting consideration for signalization of the shopping
center and access to Country Club Drive.
B) Sagewood Drive and Country Club Drives
This intersection is currently providing access to the
Sagewood Drive residential community, Lucky's Shopping
Center, and the foundation for the Retarded of the Desert
complex; however, access to the shopping center is
geometrically insufficient to handle potential diverted
traffic demand If the intersection Is signalized.
Signelization of this Intersection would also have
other disadvantages such as:
' Does not eliminate the congestion and access problems
at Lucky's Shopping Center entrance or the Suncrest/San
Tropez Villas.

" Would not address future needs of the vacant parcel to
the north.
" Could potentially have negative impact to the
residential community due to the increase of traffic to
Sagewood Drive.
" Could potentially add more traffic to Sagewood Drive
through the community.
" Would not meet the objectives stated previously.
C) Suncrest Mobile Home Park and San Troaez Villas Intersection
This intersection is currently functioning with a two-
way stop control. Left and through access from/to the side
streets is restricted by channelization. The intersection
has been found to meet minimum warrants for both a multi -way
stop as well as signalization.
Signalization of the intersection would eliminate the
current access problems; however, it would not reduce delay
and congestion at other intersections.
Short -Term Possibilities:
Staff has also looked at possibilities for implementing short-term
improvements while negotiations and plan preparations are underway for
Intersection signalization. Generally, four-way stop controls can be
used as an intermediate solution to the intersection signalization;
however, it is the staff's opinion that such a short-term plan could
potentially create unwarranted congestion to Country Club Drive.
D. SUMMARY AND CONCLUSION&
Analyses of traffic conditions along Country Club Drive have been
performed. Three specific intersections were selected for signal and
multi -way stop sign warrant studies. Each intersection was looked at for
signalization and their potential impacts were evaluated.

Based on the analysis conducted, staff concluded the followings
1) Two Intersections (Lucky's Shopping Center and Suncrest Mobile Home
Park/San Tropez Villas) were found to be appropriate candidates for
signalization.
2) The intersection of Country Club Drive and Suncrest Mobile Home nark
entrance could be selected for stgnalization as the first phase plan
(subject to the resolution of a funding commitment from all involved
parties).
3) Signalization of Country Club Drive and Lucky's Shopping Center would
have to be delayed until funding participation by the adjacent
property owners is resolved.
4) Signalization of the two intersections listed above Is not expected to
significantly affect traffic circulation efficiency along Country Club
Drive if proper coordination with the Monterey Avenue/Country Club
Drive signal Is Included.
RECOMMENDATIONS
Based upon the above, staff recommends that the City Council:
(1) Review and approve staff's overall plan to address .traffic along
Country Club Drive.
(2) Authorize staff to work with the County of Riverside and the affected
area's property owners to address funding for signalization.
