IN THE AMOUNT NOT TO EXCEED $40,000 SUBMITTED BY: DAVID YRIGOYEN, DIRECTOR OF REDEVELOPMENT DATE: SEPTEMBER 8, 2005 CONTENTS: AGREEMENT FOR PROFESSIONAL SERVICES - REDEVELOPMENT AND HOUSING FINANCE MANAGER Recommendation: By Minute Motion, ratify the authorization of the City Manager and approve contract with Moreland & Associates, Inc. in the amount not to exceed $40,000 to be paid from account number 850-4195-466-3035. Executive Summarv: Ratification of staff's recommendation will provide for the use of an interim Redevelopment and Housing Finance Manager while conducting a recruitment to fill the position. Discussion: As you are aware, our Redevelopment and Housing Finance Manager resigned effective August 12, 2005. With many upcoming bond issuances this year, as well as other pending issues requiring attention, the City Manager agreed that it was in the best interest of the City to bring in an interim manager. This will also give the City time to complete a thorough recruitment process to fill the position. Moreland & Associates, Inc. is a CPA firm that specializes in placing temporary professionals in interim positions in the public sector. The firm recommended Randy Rassi, a retired Finance Director. Mr. Rassi's expertise and background made him a highly desirable candidate for this interim position. Subsequently, an offer was made that he accepted. He is now on board, and his assistance is valuable. He is eligible to work 960 hours per calendar year under the City's contract with PERS. It is understood that the management of the City of Palm Desert is responsible for the substantive outcome of the work and, therefore, has a responsibility to be in a position in fact and appearance to make an informed judgment on the results of these services. Mr. Rassi will at all times be an independent contractor of Moreland & Associates, Inc. who is covered by our Workers' Compensation insurance. At any time during the performance of these services, your agency will be able to terminate these services for any reason. We ask that you provide us with two weeks notice before the services are terminated or a significant change is made in the level of services. Your agency may extend these services by our mutual agreement. The fees for the services of Mr. Rassi will be at the rate of $85 per hour. Our services will be billed on approximately the first day of the month for the services provided the prior month. Upon your agency's acceptance of this proposal we will provide you with Certificates of Insurance for our Workers' Compensation insurance, our General Liability insurance and our Professional Liability insurance.
