Remarks shall be limited to a maximum of three minutes unless additional time is authorized by the City Council or Redevelopment Agency Board. Because the Brown Act does not allow the City Council or Redevelopment Agency Board to take action on items not on the Agenda, members will not enter into discussion with speakers but will instead refer the matter to staff for report and recommendation at a future City Council or Redevelopment Agency meeting. Rec: By Minute Motion, authorize: 1) Staff to solicit proposals for professional engineering services for design of the Alessandro Alley Project (Contract No. R24310); 2) award of agreement in the amount of $14,800, plus reimbursable expenses not to exceed $3,000 in the aggregate, to MuniFinancial, Temecula, California, for professional services related to formation of the subject Property and Business Improvement District for maintenance of the Alessandro Alley Improvements (Contract No. R24320); 3) Director of Finance to set aside an additional $1,480 as a 10% contingency for the contract (use of contingency requires additional action); 4) authorize the Chairman to execute contract with MuniFinancial -- funds are available in Account No. 850-4195-466-3092.
