SUBMITTED BY: BRYCE LYNN WHITE, PROJECT ADMINISTRATOR CONTRACTOR: TAYLOR FRAGER, INC. 43620 RIDGE PARK DRIVE, SUITE 300 TEMECULA, CA 92590 DATE: AUGUST 24, 2006 CONTENTS: CONSTRUCTION CHANGE ORDER NO. 4 TO CONTRACT R21780 CHANGE ORDER REQUESTS (51, 41, 33, 37, 61, 34, 48 Revised, 56, 59, 36, 60, and 18) Recommendation: By Minute Motion, that the Agency Board: Approve Construction Change Order No. 4 to approve and ratify Change Order Requests (COR) from Taylor Frager, Inc., (Contract No. R21780) in the cumulative amount of $75,235 with nine (9) additional days to the contract time for the construction of Palm Village Apartments; and 2. Authorize Finance Director to move $75,235 from contingency (Account No. 870-4349-433-4001) to base for the subject change order. Executive Summary: This report presents Change Order No. 4 for the Palm Village Apartments. The majority of the cost of Change Order No. 4 enhances the energy efficiency of the project and reduces future utility and maintenance costs. These changes are the result of staffs continuing efforts to increase energy efficiency of Agency -owned properties in support of the goals established by the Estonia Protocol. The balance of this change order is to correct minor errors and omissions in the project design. The total cost of all change order work attributable to deficiencies in the plans for this project is 3.7% of the contract amount, which is within industry standards for a project of this size and nature. Staff Report Approve Change Order No. 4 to Taylor Frager, Inc. (Contract No. R21780) Page 2 of 3 August 24, 2006 Discussion: On April 15, 2005, the Notice to Proceed was issued for Contract No. R21780 Taylor Frager, Inc., for construction of the 36-unit Palm Village Apartments in the amount of $5,839,386. The recommended change order includes enhancements and necessary modifications to this contract. The changes are divided here into those that are energy related, and those that are routine errors and omissions type of changes. Ener_gv Related Chanqes: The City of Palm Desert has undertaken ambitious goals to reduce energy use throughout the City, and has sponsored the "Estonia Protocol." To support these goals, staff has initiated changes that exceed the Title 24 California state energy requirements for this project. To provide additional energy conservation, a three coat radiant reflective elastomeric coating will be applied to reflect up to 15% of the sun's infrared rays. This product also will provide a superior finish color coating with reduced maintenance and long life. COR Number 37 in the amount of $37,019 with no additional days is for this change. For even more energy conservation, rigid insulation was added to the exterior of the buildings. The thickness of this material required adding base screed above the roof to wall transitional metal in various locations. COR Number 48 Revised in the modified amount of $1,535 with one (1) additional day is for this additional work. The Agency Board has authorized Agency staff to negotiate an agreement with SunWize Technologies for the design and building of carports and photovoltaic systems designed to provide sufficient electrical power for nine units and all common areas. Prior to installation of the above photovoltaic systems, it was necessary to install conduits inside the walls for the direct current electric lines. COR Number 51 for $2,361 with one (1) additional day is for this additional work. The photovoltaic system required installation of underground conduit from the carport photovoltaic panels to the electric rooms. Additional exterior lights powered by the photovoltaic systems at patios and stairways were also required. COR Number 41 in the modified amount of $8,461 with five (5) additional days is for this additional work. Routine Error and Omission -Type Changes: Numerous rough carpentry changes were required as follows: openings to access fire sprinklers; corridor wall modifications; chaise for photovoltaic conduit; lowered corridor ceiling to accommodate common lights; wider wall and soffit for laundry room dryer vents; and lowered window sills to conform to Building Codes. COR Number 34 in the modified amount of $5,721 is for these changes. Additional expansion joints were required that were not clearly identified in the plans and lathe material required replacing. COR Number 56 in the amount of $2,460 with no additional days as modified, and COR Number 59 in the amount of $1,052 with no additional days as modified is for this additional work and corrections. COR Number 33 in the modified amount of $4,828 for this additional work. The Construction Plans did not include Second Floor hallway closet doors on the door schedule. COR Number 36 in the amount of $6,755 is for this additional work. The Construction Plans and Specifications did not include installation of blinds on the exterior French style doors. COR Number 60 in the amount of $1,927 with one (1) additional day is for this additional work. The construction plans did not include painting exterior closets. COR Number 61 in the amount of $2,979 with one (1) additional day is for this additional work. Staff recommended extending the laundry room countertop by an additional 30 inches. COR Number 18 in the modified amount of $137 as modified is for this recommended change. The cumulative cost of all changes described above increases the contract amount by $75,235 with nine (9) additional days to the contact time.
