R21780) IN THE CUMULATIVE AMOUNT OF $167,500.88 WITH NINETEEN (19) ADDITIONAL DAYS TO THE CONTRACT TIME FOR THE CONSTRUCTION OF PALM VILLAGE APARTMENTS. Approve Construction Change Order No. 1 to approve and ratify Change Order Requests (COR) from Taylor Frager, Inc., (Contract No. R21780) in the cumulative amount of $167,500.88 with nineteen (19) additional days to the contract time for the construction of Palm Village Apartments. 2. Authorize Finance Director to move $167,500.88 from contingency (account number 870-4349-433-4001) to base for the subject change order. Discussion: On April 15, 2005, the Notice to Proceed was issued for Contract No. R21780 Taylor Frager, Inc., for construction of the 36 unit Palm Village Apartments in the amount of $5,839,386. The recommended change order includes enhancements and necessary modifications to this contract. The City of Palm Desert has undertaken ambitious goals to reduce energy use throughout the City, and has sponsored the "Aspen Accord." To support these goals, staff has Staff Report Approve Construction Change Order No. 1 to Taylor Frager, Inc., Construction (Contract No. R21780) Page 2 of 3 February 9, 2006 initiated changes to exceed the Title 24 California state energy requirements for this project. Staff is recommending increasing the exterior wall insulation from R-13 to R-20 by installation of fiberglass batt insulation and rigid insulation to the exterior walls. In addition to the increased insulation and improved sound attenuation, the plaster/stucco will be fiber reinforced and superior to that specified in the plans. The attic insulation is also upgraded from R-30 to R-38. COR Number 08REV1 in the amount of $104,168 with ten (10) additional days as modified is for these recommended changes. The plans provided only single glazing on the patio doors. To achieve the rating as an "Energy Star" qualified home, the glazing needs to be dual glazed. COR number 13 in the amount of $7,452 ratifies this enhancement. Additional scope of work was required to comply with the requirements of the utility service providers Southern California Edison and The Gas Company. Southern California Edison has required 260' of electrical undergrounding on Santa Rosa Way and a service vault to provide electric service to the project. Change Order Request (COR) 01 in the amount of $41,786 is for this additional work. Edison also required the electrical service to be three phase rather than single phase, and modification to the meter stack switchgear configuration. COR Number 17 in the amount of $10,120, and COR Number 14 in the amount of $1,806 are for these Edison required changes. No additional contract time is associated with these changes. The Southern California Gas Company required relocation of gas meters from adjoining individual units to centralized locations requiring much longer service runs and larger gas lines. COR Number 4 in the amount of $17,161 with two (2) additional days as modified is for this additional work. Two minor changes were necessitated for code compliance, one for seismic strengthening to the patio slabs and corridor, and one for fire stopping within demising walls that was addressed by providing insulation at critical locations. COR Numbers 7 and 26 in the total amount of $7,334 with two (2) additional days are for this additional work. Numerous framing changes were required that the plans did not anticipate. COR Number 05 as modified in the amount of $3,304.88 with one (1) additional day, and COR Number 06 in the amount of $463 with no additional days are for these changes. The plans did not provide adequate space for FAU attics in the first floor units requiring that the plans be modified. COR Number 15, in the amount of $11,116.00 with four (4) additional days, is for this change. No additional time is associated with these changes. The plans for this project provided for clay roofing tile, which is currently not available without delaying the project by approximately six months. Staff is recommending substituting concrete tile, which has been approved by the Planning Department. COR Number 19 in the credit amount of ($41,878) is for this substitution. The cumulative cost of these changes is to increase the contract amount by $167,500.88 with nineteen (19) additional days to the contact time.
