REQUEST: AWARD CONTRACT NO. R- 24710 TO HCI INC. TO
TRENCH AND LAY CONDUIT FOR THE UNDER GROUND DRY
UTILITIES PROJECT AT LAGUNA PALMS APARTMENTS

Recommendation:
By Minute Motion, that the Agency Board:
1) Authorize the award of Contract No. R- 24710 to HCI, Inc. in the amount of
$243,478.32 for under ground trenching and conduits at the Housing
Authority property known as Laguna Palms Apartments;
2) Authorize a 15% ($36,521.75) contingency for unknown conditions which
would require executive directors approval; and
3) Authorize Chairman to execute all documents necessary to award the
contract.
Executive Summary:
Approval of request will authorize HCI Inc. to perform trenching, install pull boxes, transformer pads
and conduit in addition to new gas service lines. This will allow new service lines to be pulled by our
local utility companies prior to site renovations. Failure to award contract will delay the ability of staff
to go out for bid on the exterior renovation/site improvements at Laguna Palms.
Discussion:
Staff recently put out for bid the under grounding of dry utilities project at the 48-unit complex known
as Laguna Palms. This project received only one bid with eleven underground firms picking up bid
packages and five firms attending the pre bid meeting. Staff has reviewed the proposal checking it
against the $300,000 dollar engineers estimate and recommend awarding the contract to HCI Inc.

Laguna Palms is currently awaiting final approvals to renovate the entire site. Due to the extent of
the site / building improvement, staff conducted inspection on all utility services within the complex.
The findings showed that the overhead power lines will be required to be placed underground in the
future. Staff determined, through past experiences, that proceeding with the under grounding on the
property at this time will save the Agency significant costs and eliminate unsightly overhead utility
lines.
In addition, this will complement the interior rewiring of the units and give us an opportunity to install
new electric meters on the buildings as well, which will allow for energy solutions (photovoltaic) to be
incorporated without future modifications.
In order to keep on schedule with the entire renovation project, staff recommends awarding the bid
for the under grounding of dry utilities to HCI Inc.
