Proposal for Construction Management Services Recommendation: By Minute Motion: 1. Authorization to enter into a contract with Harris and Associates, Palm Desert, California, to provide the City with Construction Management Services for the Freedom Park Construction Project. 2. Allocate $360,000 from the Freedom Park Construction Fund Account Number 854-4670-454-4001 for construction management services. Executive Summary: The City of Palm Desert Parks and Recreation Staff requested proposals (see attachment) for Construction Management Services for Freedom Park, which is anticipated to begin in early March of 2006. The Construction Management team will provide a resident representative, assistants and other field staff to manage all phases of the construction process including: construction administration, report writing, review of submittals, change order preparations and negotiations, construction scheduling, process of progress payments, manage on site inspections and provide acceptance and closeout services. Discussion: The Request for Proposal (RFP) to provide Construction Management services closed on December 8, 2005. Five complete proposals were received. Staff members from the Staff Report R-23210A Approval for Construction Management Services for Freedom Park Page 2 of 3 January 26, 2006 Parks and Recreation Department, Redevelopment Agency and Public Works Department evaluated the proposals based on nine criteria on the attached form. The evaluations were tabulated and the scores were as follows (out of an available 180): 1. Harris & Associates, Palm Desert, CA. 134 2. Don Todd Associates, Aliso Viejo, CA. 113 3. WEC Corporation, Palm Desert, CA. 111 4. Berryman & Henigar, Inc., Palm Springs, CA. 100.5 5. Cornerstone CMS, San Diego, CA. 99 The cost associated with each of the proposals based on proposal criteria is as follows: 1. Harris & Associates $360,000 2. Don Todd Associates $427,000 3. WEC Corporation $393,228 4. Berry & Henigar, Inc. $367,350 5. Cornerstone CMS $413,979 After carefully reviewing the qualifications of these firms in the context of the project requirements, staff recommends the contract be awarded to Harris & Associates.
