BRIDGE OVER COOK STREET

Recommendation:
Authorize staff to issue a Request for Qualifications to architecture and
engineering firms for the design of a pedestrian bridge overpass on Cook
Street between Frank Sinatra and Gerald Ford Drive.
Executive Summarv:
Approval of the staff recommendation will allow staff to solicit statements of
qualifications from firms interested in designing a pedestrian bridge near the Cal State
San Bernardino Palm Desert campus. The Agency will take the lead role in designing
and constructing the proposed bridge, but $1.5 million of all design and construction
costs will be paid by the newly formed University Park Community Facilities District.
Discussion:
The Palm Desert Redevelopment Agency desires a pedestrian overpass bridge across
Cook Street to connect future commercial businesses and residents on the west side of
the street to the expanding Cal State University and University of California facilities on
the east side of the street. Under the terms of formation of the University Park
Community Facilities District (CFD), CFD funds can be used for construction of these
public improvements. In order to retain control of this high -profile element of the CFD,
the Agency proposes to serve as the lead agency in design and construction, and to
pay for the balance of the costs associated with the bridge. The Agency's share of the
costs will likely be between $1.5 and $2 million. The CFD has allocated $1.5 million for
the project; the Agency will match the CFD expenditures to $1.5 million, and will pay
additional amounts in the event that the total project costs exceeds $3 million.
As a first step in this proposed project, a Request for Qualifications (RFQ) has been
developed. The RFQ emphasizes the architectural and aesthetic nature of the

pedestrian bridge, in addition to the functional and structural elements. The RFQ will be
distributed to interested parties and will be advertised in a newspaper of general
circulation in order to assure wide distribution.
A committee of staff from the Redevelopment, Planning, and Public Works Departments
will be used to review the statements of qualifications received and to interview and
select the firm best suited for this design project. Staff will return to the Agency Board
for consideration of a professional services agreement after a firm has been selected
and an agreement negotiated.

FOR ARCHITECTURAL SERVICES FOR THE PALM DESERT
COMMUNITY FACILITIES DISTRICT PEDESTRIAN BRIDGE
GENERAL
The City of Palm Desert is rapidly developing in the area to the west of Cook Street
between Gerald Ford Drive and Frank Sinatra Drive. These developments will consist of
mixed use, community commercial, office, retail, and hotel space. The east side of Cook
Street between Gerald Ford Drive and Frank Sinatra Drive consists of 200 acres of
Public Facility or University land use. Currently this land is dedicated to the expansion of
new campuses for the University of California Riverside and California State San
Bernardino Palm Desert Campus. The combined colleges have five operational
buildings, with more in the planning stages.
The Palm Desert Redevelopment Agency desires a pedestrian bridge to create a strong
connection across the highly traveled Cook Street in Palm Desert, California. This
pedestrian bridge will cross Cook Street between Frank Sinatra Drive and Gerald Ford
Drive, and should provide easy access between the businesses and the public and/ or
students within the area. These developments will continue to be built out in the coming
decades. With a focus kept on the design, surrounding landscaping, public use,
function, and safety, this bridge will not only provide accessibility, but an exceptional
entrance arch to City of Palm Desert. Firms with relevant experience and qualifications
are encouraged to apply.
The Palm Desert Redevelopment Agency reserves the right to reject any or all
Statements of Qualifications and to waive the formalities in the evaluation of responses..
PURPOSE
The purpose of this Request for Qualification is to obtain information regarding the
qualifications and interests of firms under consideration for designing the pedestrian
bridge. From the responses that are submitted to this RFQ, the best suited firm will be
selected and recommended to the Redevelopment Agency Board for a contract that will
cover the programming, design, bidding and construction administration services for this
project. It is likely that a short list of qualified firms will be developed, and that the short-
listed candidates will also be asked to participate in an oral interview as part of the
selection process.
QUALIFICATION FORMAT
Five copies of the qualifications shall be submitted for consideration. Qualifications
shall be no more than fifteen pages in length and shall be 8 1/2 x 11 inches in size
without ornate covers or binding. Pre-printed glossy colored marketing materials are
neither required nor desired. Photographs of constructed bridges that were designed by
the respondent are acceptable as part of the Statement of Qualifications.

QUALIFICATIONS CONTENT
Responses to this Request for Qualifications shall be organized into five categories as
follows:
1. Information on the Firm. In this section the respondent should address the
size of the firm, the number of years in business, the resources available, and
the history of the firm with any sub -consultants who will be proposed to be
used for this project.
2. Kev Personnel. Provide a brief resume for each of the key persons proposed
to work on this project. Credentials of corporate executives or firm principals
are not necessary or desired unless these individuals will play an active role
in the proposed project. Any key sub -consultants proposed should be
identified, and information on the project engineer from each firm should be
included.
3. Past Experience. In this section, the respondent should list no more than five
previous projects to be used as references. The projects listed should be as
similar in character and nature as is possible to the proposed new pedestrian
bridge. A contact name and phone number for the owner and for the
contractor on each project included should be provided.
4. Rates. For this section, the respondent should include a current hourly rate
schedule for each job classification of personnel that will be used on this
project. Rates shall be fully burdened and inclusive of overhead and profit.
5. Special Considerations. In this section, proposers are requested to include
any information that they believe makes them particularly well suited for the
subject project. Of special interest to the Redevelopment Agency are:
• Experience working for governmental agencies;
• A demonstrated ability to work under the direction of one or more
committees;
• Creativity and innovation in design; and
• A desire to participate in this highly visible project.
EVALUATION OF THE QUALIFICATIONS
A committee of City and Agency staff members will evaluate the qualifications received
in response to this RFQ. Evaluations will be on the basis of each of the following
criteria:
1. Firm history and resources
2. Key personnel
3. Previous relevant experience
4. Rates
5. Special considerations

The committee will make a recommendation to the Palm Desert Redevelopment
Agency Board. As part of the evaluation process, the respondents may be asked to
participate in an oral interview with the committee. No presentation of formal design
concepts will be required as part of the selection process.
QUALIFICATION SUBMISSION
All proposals are due no later than 5:00 p.m. on Friday, 10 February 2006. Proposals
shall be submitted to the attention of Missy Wightman, Project Coordinator, Palm Desert
