PROPOSAL
Recommendation:
By Minute Motion that the Redevelopment Agency:
1) Approve Contract Amendment No. 2 to Prest Vuksic Contract No. HA-23010-A
for additional architectural services for Laguna Palms Apartments in an amount
not -to -exceed $30,565. Funds are available in the Fiscal Year 2006-2007
Capital Improvement Budget Account No. 870-4481-464-4001;
3) Authorize additional reimbursables of $2,500.00; and
4) Authorize Chairman or his designee to execute all documents necessary
to implement the assignment and change order request.
Executive Summary:
Approval of this Contract Amendment request will compensate Prest Vuksic for work outside
the original contract that includes a new laundry room and restroom facility, landscape
revisions, and electrical revisions. Failure to approve this request will result in a significant delay
in this project.
Discussion:
On September 9, 2004, we entered into a contract with Prest Vuksic Inc. Contract No. HA
23010-A in order to provide architectural services to renovate the property known as Laguna
Palms, 73-875 Santa Rosa Way. The project scope has proven to be more extensive than the
original expectation.
The original proposal did not include relocating the existing laundry room. The current laundry
room is combined with an electrical room and has exposed pipes and not enough machines
for the tenant population. As the interiors were being repaired and drywall was removed, it was
evident that the laundry room would need extensive work. Staff identified a more accessible

location where necessary restrooms could be added as well. Prest Vuksic has provided a
proposal for this work based on their hourly rates in an amount not -to -exceed $7,350.00.
In addition, the allowance for the landscape design within the original contract assumed a much
less intrusive plan than the Landscape Department suggests is appropriate. The extensive
requirement for water conservation and the installation of turf in non -designated turf areas for
use by the families caused the scope for landscape architecture to increase. Staff feels that the
requested additional services will provide the property with a better plan based on its intended
use. This allowance will cover the expected additional services in an amount not -to -exceed
$19,250 plus reimbursables of $2,500.
Because of the undergrounding of utilities some minor electrical revisions are needed. Staff is
requesting an additional $3,965.00 for this purpose.
The overall contract amount considering the original contract ($243,000), Contract
Amendments 1 ($36,000) and 2 ($33,065) is less than 7% of the overall project budget, which
iswithin industry standards. Therefore, staff recommends approval of the Contract Amendment
No. 2 to complete the renovation project.
Staff recommends the approval of this Contract Amendment No. 2 in an amount not -to -exceed
$30,565.00 plus $2,500 for additional reimbursables to facilitate the renovation of Laguna
Palms.

REIMBURSABLE EXPENSES
Prest Vulsic Architects
Reimbursable Expenses would be billed using a multiplier of 1.15 (15%) in addition to the Architect's
compensation and include actual expenditures made by the Architect and Architect's employees in the
interest of the Project for the expenses listed in the following subparagraphs:
a. Expenses of transportation and living expenses in the connection with transportation outside of the
Coachella Valley authorized by owner.
b. Long distance communications.
c. Fees paid in securing approvals of authorities having jurisdiction over the project.
d. Computer plotting, reproductions of drawings, specifications and other documents.
e. Postage and special handling of documents.
f Perspective renderings or models.
g. Data processing and photographic production techniques.
h. Title 24 energy compliance calculations.
i. Topographic survey.
j. Geotechnical studies of existing soils and recompaction.
k. Geotechnical engineer's review of structural drawings, if required by city.
1. Reproduction of drawings, specifications and other documents.
in. Expense of overtime work requiring higher than regular rates, if authorized by the Owner.
n. Expense of additional insurance coverage or limits, including professional liability insurance,
requested by the Owner in excess of that normally carried by the Architect.
