(CONTRACT NO. R21780) IN THE CUMULATIVE AMOUNT OF $95,885.05 WITH FIVE (5) ADDITIONAL DAYS TO THE CONTRACT TIME FOR THE CONSTRUCTION OF PALM VILLAGE APARTMENTS. SUBMITTED BY: BRYCE LYNN WHITE, PROJECT ADMINISTRATOR CONTRACTOR: TAYLOR FRAGER, INC. 43620 RIDGE PARK DRIVE, SUITE 300 TEMECULA, CA 92590 DATE: JULY 13, 2006 CONTENTS: CONSTRUCTION CHANGE ORDER NO. 3 TO CONTRACT R21780 CHANGE ORDER REQUESTS (31, 42, 46, 45, 53, 47-13, 02, 39, 49, 50, 52) Recommendation: By Minute Motion, that the Agency Board: Approve Construction Change Order No. 3 to approve and ratify Change Order Requests (COR) from Taylor Frager, Inc., (Contract No. R21780) in the cumulative amount of $95,885.05 with five (5) additional days to the contract time for the construction of Palm Village Apartments; and 2. Authorize Finance Director to move $95,885.05 from contingency (Account No. 870- 4349-433-4001) to base for the subject change order. Discussion: On April 15, 2005, the Notice to Proceed was issued for Contract No. R21780 Taylor Frager, Inc., for construction of the 36-unit Palm Village Apartments in the amount of $5,839,386. The recommended change order includes enhancements and necessary modifications to this contract. The City of Palm Desert has undertaken ambitious goals to reduce energy use throughout the City, and has sponsored the "Estonia Protocol." To support these goals, staff has initiated changes that exceed the Title 24 California state energy requirements for this project. To provide additional energy conservation, a radiant energy reflective coating was applied to the underside of the roof sheathing intended to stop 68% of the potential radiant heat transfer. COR Number 31, in the amount of $17,250 with no additional days, is for this additional work. Staff Report Approve Change Order No. 3 to Taylor Frager, Inc. (Contract No. R21780) Page 2 of 3 July 13, 2006 To provide additional energy conservation, as well as sound attenuation between floors, the floor joist insulation was increased from R-11 to R-13. COR Number 42, in the modified amount of $1,296.05 with no additional days, is for this changed work. Unanticipated anomalies in the plans required the following corrections: extend roof eyebrow in four (4) locations to accommodate roof drains per COR Number 46 in the amount of $990.00; Lower sixteen (16) fire sprinkler heads due to lowered corridor ceilings per COR Number 45 in the modified amount of $1,396.00; install floor drain and trap primer to relocated water heater location per COR Number 53 in the amount of $1,230.00; reverse the swing of twenty (20) patio doors inward for greater security and avoid interference with patio lights per COR Number 47-B in the modified amount of $1,536.00; install additional concrete footing to accommodate mechanical equipment in first floor attic plenums per COR Number 02 in the amount of $4,554.00. No additional time as modified is required for these changes. Staff has anticipated that a solar powered photovoltaic electrical system will be installed in the future. To accommodate a system 750 lineal feet of 4" conduit has been installed. Additional underground site work was required for the installation of gate valves for three (3) fire hydrants and four (4) water meters. A 900 cubic foot underground leach basin was added to supplement and interconnect the water retention systems. COR Number 39, in the modified amount of $16,502.00 with no additional days, is for this additional work. All first floor patios, second floor balconies and ancillary areas require a Dexotec waterproofing system. The architectural plan details omitted perimeter edge metal required for proper installation of the waterproofing system. Waterproofing is not required for the maintenance room and a portion of the multipurpose room and was deleted. COR Number 49 is for this additional work and deletions from work in the modified amount of $23,208.00 with two (2) additional days. Additions and changes to the mechanical HVAC equipment were required as follows: Condensing units were changed from 10 SEER units to high efficiency 13 SEER units requiring additional labor to modify the systems; exhaust fans were added to three (3) inverter room locations for future photovoltaic systems; two (2) duct systems and exhaust fans were added to vent the laundry room and for the clothes dryers; return air ducts at eighteen (18) first floor units required modification and replacement of fire dampers; efficiency of the FAU systems was increased by duct modifications which reduced duct leakage and required added duct testing upon completion. COR Number 50, in the amount of $24,611.00 with two (2) additional days, is for this additional work. Staff is recommending increasing the closet clothes storage capacity by approximately 33% in seventy-six (76) closets. COR Number 52, in the modified amount of $3,312.00 with one (1) additional day, is for this recommended change.
