Discussion: On April 15, 2005, the Notice to Proceed was issued for Contract No. R21780 Taylor Frager, Inc., for construction of the 36 unit Palm Village Apartments in the amount of $5,839,386. Taylor Frager, Inc., as part of their Information Required of Bidder document, listed the following subcontractor who is now requesting to be withdrawn from the subject project: The Allison Company 10453 Calabash Avenue Fontana, CA 92337-7071 (Work to be performed: Underground utilities) Staff Report Withdrawal and Substitution of Subcontractor (Contract No. R21780) Page 2 March 9, 2006 In accordance with California Public Contract Code 4107, written notice has been given to the above subcontractor to be withdrawn from the subject project. Palm Village Apartments Dear Sirs: We are in receipt of a Request for Substitution from Taylor Frager, Inc., requesting substitution of subcontractor De Soto Pipeline Construction for subcontractor The Allison Company. The Allison Company was listed as a subcontractor by Taylor Frager, Inc., on their "Information Required of Bidder' document for Contract No. R21780 awarded on January 27, 2005, for the Palm Village Apartments. The reason stated by Taylor Frager, Inc., to substitute De Soto Pipeline Construction for The Allison Company is "based on the mutual agreement of their withdrawal." A copy of their letter of February 24, 2006, requesting the substitution and your letter referenced therein of February 1, 2006, is enclosed. You have five working days within which to submit written objections to the substitution of the awarding authority.
