$92,327.87 WITH SEVENTEEN (17) ADDITIONAL DAYS TO THE
CONTRACT TIME FOR THE CONSTRUCTION OF PALM VILLAGE
APARTMENTS.

Recommendation:
By Minute Motion, that the Agency Board:
1. Approve Construction Change Order No. 2 to approve Change Order Requests
(COR) from Taylor Frager, Inc., (Contract No. R21780) in the cumulative amount of
$92,327.87 with seventeen (17) additional days to the contract time for the
construction of Palm Village Apartments.
2. Authorize Finance Director to move $92,327.87 from contingency (account number
870-4349-433-4001) to base for the subject change order.
Discussion:
On April 15, 2005, the Notice to Proceed was issued for Contract No. R21780 Taylor Frager, Inc.,
for construction of the 36 unit Palm Village Apartments in the amount of $5,839,386. The
recommended change order includes enhancements and necessary modifications to this contract.
The City of Palm Desert has undertaken ambitious goals to reduce energy use throughout the
City, and has sponsored the "Estonia Protocol." To support these goals, staff has initiated
changes to exceed the Title 24 California state energy requirements for this project and to achieve
the rating as an "Energy Star" project. Staff is recommending higher efficiency appliances for each
unit with the "Energy Star" designation. COR Number 23 in the amount of $4,016.00 with no
additional days is for these recommended substitutions.
To provide additional energy conservation, Staff is recommending substituting higher efficiency 13
SEER condensing units for 10 SEER units. In addition, the plans did not include HVAC ducts and

equipment for the second floor utility room. COR Number 16REV1, as modified, in the amount of
$21,735.00 with one (1) additional day as modified, is for these recommended substitutions and
additional work.
Occupant safety required changing a portion of the second floor units' windows to uniquely provide
internal railings. COR Number 30, as modified, in the amount of $9,269.00 with no additional days
is for these changes.
The electrical plans for the interior lighting layout in each unit were not consistent. COR Number
21 in the amount of $4,135.00 with one (1) additional day is for this additional work.
The Multi -purpose and Maintenance Rooms required additional lighting and electrical outlets.
COR Number 22 in the amount of $762.00 with no additional days is for this additional work.
The structural roof plans specified roofs and interior ceilings of the second floor units to be trusses.
However, the vaulted ceilings over the living rooms shown in the Architectural Plans could not be
achieved by trusses and required conventionally framed ceilings and modification of the trusses
that had been built for sixteen (16) units. COR Number 09, as modified, in the amount of
$47,084.84 with fifteen (15) additional days, as modified, is for this additional work.
Several framing changes were required to allow installation of fire sprinkler lines, roof drainpipes,
and additional doorways. COR Number 27, as modified, in the amount of $5,326.03, with no
additional days, is for this additional work
The cumulative cost of these changes is to increase the contract amount by $92,327.87 with
seventeen (17) additional days to the contact time.
