COST PROPOSAL (MODIFIED)
Authorize award of professional engineering services Contract No. R24310 to
Stantec Consulting, Inc., in the lump sum amount of $312,375 for professional
engineering services for the Alessandro Alley Improvements;
2. Authorize the Director of Finance to set aside an additional amount of $31,237 as
10% contingency (use of contingency requires additional action); and
3. Authorize Chairman to execute said contract.
Funds are available in Account No. 850-4341-433-4001.
Executive Summarv:
Staff was authorized by the Agency Board on September 22, 2005, to solicit proposals for
professional services from engineering firms to design the Alessandro Alley Improvements.
Approval of staff's recommendation will authorize the necessary professional engineering services
to design the Alessandro Alley Improvements from 300 feet east of Monterey Avenue to Las
Palmas Avenue.
Background:
The "Alessandro Alley' runs behind the commercial area on the north side of Highway 111 from
Las Palmas Avenue to approximately 300 feet east of Monterey Avenue.
In June of 1985, the Alessandro Alley and adjoining properties were included in the Palma Village
Specific Plan, and again in July of 1987 in the Core Commercial Area Specific Plan. These plans

proposed acquiring the residential properties adjoining the north side of the Alessandro Alley and
converting them into parking, similar to President's Plaza.
In October of 2003, the Planning Commission held public hearings on the Comprehensive General
Plan Update, which included the Alessandro Alley. The Commission discussed several alternative
conceptual plans that would widen the alley and provide parking along its length. The proposed
design conforms to their recommendations. In January of 2004, the City Council unanimously
approved the recommendations of the Planning Commission.
The proposed design of the Alessandro Alley Improvements includes the alley behind the
commercial properties on the north side of Highway 111 from Las Palmas Avenue to
approximately 300 feet east of Monterey Avenue. The conceptual plan would widen the alley by
26.5 feet to a total width of 46.5 feet; providing parking at a 90' angle on the north side of the alley;
and close off San Marcos Street from the alley to San Clemente Circle. The conceptual
Alessandro Alley design contains 169 parking spaces along the north side with landscaping and a
barrier wall protecting the adjoining residential properties, and was reviewed by the Agency Board
at the September 22, 2005, meeting.
Most of the commercial lots between the Highway 111 frontage road and the Alessandro Alley are
60 feet wide and relatively shallow in depth. The size of these lots does not allow for efficient
parking layout and access. The lack of parking spaces and adequate access has adversely
impacted this business area and has restricted building expansion and further development. On
September 22, 2005, the Agency Board determined that $7,500 is the appropriate "In Lieu Parking
Fee" to be apportioned per space until all of the spaces provided in the conceptual design are
allocated.
On September 13, 2005, staff met with the commercial property owners who adjoin the Alessandro
Alley. The purpose of the meeting was to inform the property owners of the proposed project and
to ascertain their willingness to form an assessment district to maintain the Alessandro Alley
improvements in the event they are constructed. Included in the discussion at the meeting were
the process and details of forming an assessment district and the estimated annual levy and
budget for this particular district.
On September 22, 2005, the Agency Board authorized the award of a professional services
agreement to form the Property and Business Improvement District to maintain the Alessandro
Alley Improvements. On February 23, 2006, the City Council adopted Resolution Nos. 06-21, 06-
22, 06-23, and 06-24 required to form the Alessandro Alley Property and Business improvement
District.
Discussion:
Staff solicited proposals for professional engineering services from 13 firms on the Consultants
Master List. Proposals were required to be submitted no later than February 20, 2006. Proposals
were received from four (4) engineering firms as follows:

3. RCE Consultants, Irvine, CA
4. Stantec Consulting, Inc., Palm Desert, CA

Staff reviewed the proposals and conducted a panel interview with the two (2) highest ranked
engineering firms. The selections were based on the following criteria:
1. Ability of the Engineer to perform the specific tasks outlined in the RFP.
2. Qualifications of the key individuals who will work on the project.
3. Amount and nature of the time that the key personnel will be involved in their respective
portions of the project.
4. Demonstrated record of success by the Engineer on work previously performed for the
City.
5. Availability of the Engineer to undertake the project in a timely manner.
The lump sum costs and office proximity to the Alessandro Alley were also considered.
Stantec Consulting, Inc., was selected as the best qualified firm based on the above criteria.

Staff recommends authorization to award professional engineering services contract to Stantec

I. INVITATION
You are hereby invited to submit a Proposal for the Professional Engineering Services associated
with the design of the Alessandro Alley Improvements from 300' east of Monterey Avenue to La
Palmas Avenue (see attached preliminary drawings).

II. PROJECT DESCRIPTION
Alessandro Alley serves as a service corridor and access route for businesses on Palm Desert
Drive North and residences on San Antonio Circle, San Clemente Circle and San Benito Circle in
the City of Palm Desert. The existing alley is twenty feet (20') wide and is in poor condition.
The City of Palm Desert Redevelopment Agency is undertaking the rehabilitation of the existing
alley to include widening from twenty feet (20') to twenty four feet (24') plus an additional
twenty two and a half feet (22 ''/z') for parking and landscaping. The project includes the addition
of a row of parking stalls, landscaping, lighting and an eight foot (8') wall along the north side of
the alley. The City will work with an Engineer to acquire the additional right -of way for the
widening, separate from and beyond the scope of this RFP.
The rehabilitation/widening extends from approximately three hundred feet (300') east ofas Monterey Avenue to Las PalmAvenue. The .project includes the closing of San Marcos
Avenue between Alessandro Alley and San Clemente Circle. A pedestrian path between
Alessandro Alley and San Clemente Circle will be constructed together with landscaping, lighting
and eight foot (8') walls. The existing asphalt and concrete surfacing within the project limits
will be demolished and removed. The new construction includes asphalt, concrete curb, pavers,
concrete ribbon gutter, planters, irrigation, landscaping, lighting, concrete masonry unit (CMU)
walls, pilasters, parking shelter, signing, striping and other improvements required to comply with
the intent of the project as outlined in Sheets 1 through 4 of the "Alessandro Alley Preliminary
Improvement Layout" and the preliminary cost estimate prepared by RCE Consultants, Inc, dated
1 /9/2006 and included in this RFP.
There are existing sewer manholes, water valves, electrical vaults and other utility surface
features within the project boundary which will be required to be adjusted to the new finished
surface elevations.

The project will involve the final design of the alley improvements, the preparation of plans,
specifications and estimates for the construction project. Regular project meetings with the City
will be required along with assistance during the bidding process. The Engineer shall also
provide construction staking services.

IV. SCOPE OF ENGINIEERING SERVICES, CONSTRUCTION DOCUMENTS AND
ADVERTISEMENT
a. SURVEYING
The Engineer shall perform all surveys necessary for the design of the street
improvements. The Engineer shall provide cross -sections at fifty feet (50') on center
within the limits described. These cross sections shall include identification of
sufficient information to establish cross slope, existing topographic features, plant
material, and drainage related issues and devices.
Aerial Topography shall be provided by the City in an AutoCAD format along with
the appropriate reference datum information. The Engineer shall undertake whatever
measures they deem necessary to verify and validate the provided topography. Those
surface features that may be impacted by the rehabilitation must be field verified.
b. RESEARCH AND RECORD INFORMATION
1. The Engineer shall perform general research to secure all the information
required to identify, locate, and accurately lay out curb and gutter, cross
gutters, right-of-way, and other ancillary items that may affect the street
improvement project.
2. The City will provide copies of available pertinent City records, such as
street improvement plans, striping plans, tract and parcel maps that the
City knowingly has in its possession.

3. The Engineer shall contact the utility purveyors to determine the location
of existing and proposed utilities within the project limits. These facilities
shall be confirmed against the provided preliminary plans and added to the
project's base file data if necessary.
c. MEETINGS
The Engineer shall schedule and attend meetings in the design phase as follows:
• Kickoff meeting with City Staff.
• Project Development Team (PDT) monthly progress meetings, including the
submittal of updated schedules and reports for the project. The Engineer will be
responsible for preparation of an agenda three (3) working days prior to the
meeting.
The Engineer shall prepare meeting agendas and minutes for all meetings. The
minutes shall be distributed to all attendees, invitees, and the City's project manager
within five (5) working days after the meeting. The minutes shall include, but not be
limited to, list of attendees with phone numbers and e-mail, synopsis of discussion
items, any pertinent information, action items, and follow-up to the action items.
d. PROJECT SCHEDULE
The Engineer shall provide a digital version of the project schedule in Microsoft
Project scheduling format, hard copies shall be provided for reports and staff usage.
The project schedule shall be updated regularly and handed out during the PDT
Meetings.
The project schedule shall be divided into tasks showing critical path for expeditious
project completion. The schedule shall include, but not be limited to, planning,
design, advertising, and construction. City reviews and processing shall be shown on
the schedule. Critical task items such as City Council meetings and notice of
completion and shall also be shown.
e. RIGHT OF WAY ACQUISITION SUPPORT
This project will require the acquisition of additional right-of-way along the north
side of the alley from 300' east of Monterey Avenue to Las Palmas Drive. The
acquisition process shall be conducted by the City.
The Engineer shall prepare exhibits and legal descriptions for each of the proposed
right-of-way acquisitions. The proposal should include fifteen (15) parcel exhibits
and three (3) easements based on the attached "Alessandro Alley Preliminary
Improvement Layout".
The Engineer shall prepare street vacation documents for the vacation of a portion of
the existing right-of-way on San Marcos Avenue from Alessandro Alley to San
Clemente Circle.

f. UTILITIES
The Engineer shall contact all utility agencies providing service within the City and
obtain utility maps and records for the project area. Field reviews to locate all
surface utilities that are impacted by the project shall be performed. The Engineer
shall assist the City with the coordination of any utility relocation which may be
required.
g. GEOTECHNICAL INVESTIGATION
Geotechnical Investigation will not be required for this project.
h. PLANS AND SPECIFICATIONS
1. The Plans, Specifications, and Estimates must conform to the City of Palm
Desert's established standards and format. The Engineer shall provide
clear, concise, and complete plans as follows:
a. Demolition Plan - Showing all structures and surface features to be
removed prior to construction including but not limited to
buildings, patios, carports, walls, fences, sidewalk, curb, gutter
asphalt etc.. The structures to be removed are shown on the
attached "Alessandro Alley Preliminary Improvement Layout" (4
sheets).
b. Grading and Paving Plan - Showing surface drainage facilities,
finished surface elevations, rates of grade, construction notes,
construction details etc. The Engineer shall incorporate the
Americans with Disabilities Act (ADA) requirements where
applicable.
c. Signing and Striping Plan - Showing signs and parking lot and
street striping as required by the City. The plans shall include:
access ramp locations and types, existing street striping,
crosswalks, and all other ancillary street markings and signing that
may exist or be required to complete the new street improvements.
d. Landscape and Irrigation Plan. - The landscaping shall include
trees to conform to the city's parking lot shading requirements.
Low maintenance ground cover will be required in the planter
areas. The Engineer shall provide complete planting and irrigation
plans detailing the layout, water and electrical sources and
construction details.
e. Wall Drawings. - The wall will be eight feet (8') tall and will
screen the parking and alley from the residences on the north side
of the project. The Engineer shall provide complete layout and
structural detailing for the construction of the foundations and
walls including pilasters.
f. Lighting Plan. - Wall mounted lights will be required to illuminate
the parking areas while minimizing illumination levels beyond the

project boundaries. The Engineer shall provide complete electrical
design and drawings showing the installation of the lights and
associated conduits and ancillary equipment.
g. Carport Construction Drawings. - A new car -port is required on
Assessor's Parcel 627-092-045. The Engineer shall provide
complete layout and structural detailing for the construction of the
foundations and structure.
2. The Project Title Sheet shall include, but is not limited to: project title,
vicinity (location map), title blocks, north arrows, scales, general notes,
construction notes, construction legend, telephone numbers of utilities, and
other affected agencies and businesses.
3. The Improvement Plans shall include: existing surface improvements,
entrances, driveway approaches, edge of pavement, sewer manhole, water
valve and gas valve lids cross gutters, pedestrian ramps, curb returns, and
other details that could be affected by the new construction and shall be
shown in a half tone or dashed background format to distinguish them from
the new improvements proposed for the project. New improvements
including: curbs, gutters, sidewalks, street drainage facilities, walls,
landscaping, car -port, street lighting, all facility or structure adjustments to
be performed by the Contractor (including: water valves, gas valves, sewer
manholes, telephone manholes, SCE manholes, etc.), all relocations, all
reconstructions or modifications shall be shown in full tone or highlighted
with appropriate construction note, detail reference or standard plan
reference identified.
4. Detail Sheets shall be provided where standard plans are not available or
where specific dimensioning cannot be readily shown on the improvement
plans or provided by description in the project specifications or as needed
to ensure project constructability.
5. All drawings shall be prepared utilizing AutoCAD Land Desktop software.
The final design shall be plotted on twenty-four by thirty-six (24"06")
mylar. All Mylar's are to be signed and sealed by a California Licensed
Civil Engineer, with current registration. No "stick-ons" of any kind shall
be permitted.
6. The City will provide the Engineer with its boiler plate Specifications &
Standard Technical Provisions, and Appendixes in Microsoft Word 2000
format. The Engineer shall assist the City in providing title, construction
contract time periods, liquidated damage amounts, and other critical insert
items needed to complete the General Provisions portion of the
specifications. The City shall make these insertions into its boiler plate to
maintain the integrity of the document formatting. The Engineer shall
write Special and/or Technical Provisions or provide amendments to the
Standard Technical Provisions to provide for complete coverage of all
construction elements identified in the contract plans or to identify
construction work or contract coordination elements of the project which
cannot be shown on the plans or as needed to clarify the Standard
Specifications for Public Works Construction (Green Book). The State of

California Department of Transportation Standard Specifications shall be
used for the striping, and traffic signage elements of the project.
i. SUBMITTALS TO (CITY, AGENCIES, UTILITIES, ETC.)
At each submittal (65%, 95%, 100%, and Final) to the City for check, the
Engineer shall submit the following:
• Three (3) sets of blueprints.
• Three (3) sets of specifications after 65% plan review and with
each submittal thereafter.
• IOne (1) estimate at each submittal.
Each submittal shall incorporate all previous plan"check comments
and include all previous red lined check prints. In addition, one (1)
reproducible set of mylar plans shall be submitted with the final
submittal of the design drawings ready for bidding.
The design drawings should be as complete, accurate, and error -
free as possible before plan checking is considered in order to
reduce the number of plan checks required and related costs for the
City.
2. The Engineer shall, at no additional cost to the City, correct errors,
omissions, and unworkable and/or improper design/drafting on the original
drawings, which are discovered subsequent to the completion of the plan
checking process.
3. The Engineer shall directly submit to each utility company a preliminary
and a final set of plans that provide the location of its facilities that will
need to be adjusted to grade.
j. ESTIMATE OF QUANTITIES AND COST
1. The estimate of quantities shall itemize all new, remodeled, reconstructed,
relocated and/or protected improvements including but not limited to:
itemizing all removals, relocations, storm drainage facilities, earthwork,
sub -grade preparation, aggregate base, AC paving, Portland Cement
Concrete (PCC) sidewalk, PCC curb and gutter, CMU walls, landscaping,
irrigation, lighting, car -port, raising manholes (if necessary), water valve
lids, painting of pavement legends and striping, signs, raised pavement
markers, bollards and project signs. The estimated quantities shall be
arranged in chronological order of construction and shall contain all the
information needed to prepare the Engineer's Estimate of Costs.
2. The Engineer's final construction cost estimate shall be based upon, and in
agreement with, the final estimate of quantities. Computations showing
estimated quantities and costs for each item of work, as well as the sum
totals, shall be submitted to the City for review. Submission of

computations does not relieve the Engineer's responsibility of submitting
an accurate estimate of quantities as shown on the plans.
k. COPIES OF THE DESIGN DRAWINGS AND CONTRACT DOCUMENTS
The City will have the design drawings and contract specifications reproduced for
bidding purposes. Plans will be available in AutoCAD for Contractor to access.
1. QUESTIONS DURING BIDDING AND PRE -CONSTRUCTION MEETING
The Engineer will be the main contact for bidders. The Engineer shall answer
questions regarding the technical provisions, the design drawings, or conflicts in the
design during the bidding process, pre -construction meeting, and during construction
including review of submittals, if any. Requests for Information will be responded to
within three (3) days -with copies to the City of all correspondence. The Engineer
shall assist the City in preparation of addenda regarding omissions or conflicts in the
design. The above will be at no charge to the City and included within the scope of
services.
m. CONSTRUCTION STAKING
The Engineer shall provide horizontal layout and vertical control staking for the
proposed improvements to include curb, curb and gutter, ribbon gutter, utility
relocations, wall footings and carport. The Engineer's fee shall include one set of
stakes for the above. Any re -staking required by the contractor shall be reimbursed
on a time and materials basis.
V. PROPOSAL
The Engineer's Proposal shall be no more than twenty-five (25) pages, excluding a cover letter
of up to two (2) pages, dividers, and certificates. In addition, four (4) copies of the Proposal are
to be submitted as part of this RFP. Proposals failing to provide sufficient information and
assurances of performance to accurately assess each category of the required services and
failing to comply with requirements and conditions of the RFP will not be given further
consideration. The Engineer's Proposal shall include the following:
a. A statement that this RFP and the Engineer's Proposal will jointly become part of the
Agreement for Professional Services for this project when said Agreement if fully
executed by the Engineer and the City of Palm Desert.
b. A statement of qualifications applicable to this project including the names,
qualifications and proposed duties of the Engineer's staff including any sub -
Engineers to be assigned to this project; a listing of recent similar projects within past
three (3) years completed including the names, titles, addresses and telephone
numbers of the appropriate persons whom the City could contact. An organizational
chart is to be included. If one (1) or more of the Engineer's staff should become
unavailable, the Engineer may substitute other staff of at least equal competence only
after prior written approval by the City.

c. A detailed schedule identifying all pertinent tasks, the time required to complete each
task, and the tentative completion date of each task.
d. A statement that all services provided by the Engineer for this project scope are
included in a "Lump Sum Fee" which must include conservatively estimated
reimbursable expenses, as submitted with and made a part of said Engineer's
Proposal.
e. A copy of the Engineer's hourly rate schedule and a statement that said hourly rate
schedule is part of the Engineer's Proposal for use in invoicing for progress payments
and for extra work incurred that is not part of this RFP. All extra work will require
prior approval from the City.
f An itemized cost breakdown for the work described herein must be submitted in a
separate sealed envelope as part of the Proposal submittal.
VI. SELECTION PROCESS
The proposal submitted by the Engineer is required to include all items contained in the
RFP with respect to the services to be provided for the project, scope of work described
and information to be included in the proposal. The proposal shall not have any
exclusions, conditions or provisions. If the proposal does not comply with these
conditions, the City may deem the proposal as non -responsive.
Upon review of the proposals, the city may interview the highest ranked Engineers. The
final ranking of the Engineers will be based on the following criteria:
a. Ability of the Engineer to perform the specific tasks outlined in the RFP.
b. Qualifications of the key individuals who will work on the project.
c. Amount and nature of the time that the key personnel will be involved in their
respective portions of the project.
d. Demonstrated record of success by the Engineer on work previously performed for
the City.
e. Availability of the Engineer to undertake the project in a timely manner.
VII. COMPENSATION
This work is to be performed for a "Lump Sum Fee." The Engineer shall invoice the City
monthly on a percent complete basis.
VIII. RIGHT TO REJECT ALL PROPOSALS
The City reserves the right to reject any or all submitted proposals and no representation
is made that any contract will be awarded pursuant to this RFP. All costs incurred in the
preparation of the proposal, in the submission of additional information and/or in any
other aspect of the proposal prior to the award of a written contract will be borne by the
respondent. The City will provide only the staff assistance and documentation
specifically referred to herein, and will not be responsible for any other cost or obligation

Mr. Mullins holds nearly 50 years of experience as a Professiona) land Surveyor. As the former principal of a Southern California
Civil Engineering and Land Surveying firm, Mr. Mullins has experience with surveys of varying magnitude and type throughout the
Western United States. The varied scope of work pe�formad on these projects has provided a broad range of experience with the
legal interpretation of land issues. The government surveys he has performed have required extensive knowledge of the legal

Drive. This dynamic entertainment-oriented redevelopment
project includes a visitor center, restaurant pads, an open-
space garden area, and other amenities. Stantec's scope of
services included planning, engineering, entitlements,
encroachment permits, grading, and sewer and water. The
design included the perimeter streets, Highway 111, EI Paseo
Drive, and Painters Path. Stantec recommended an efficient
approach that expedited the project schedule by combining
the encroachment permitting efforts of two projects into one.
Stantec handled the coordination between the City and
Caltrans.

included a brief hydrogeologic analysis of the groundwater `.
and well conditions with recommendations for improvements.
Landscaping and irrigation water requirements were studied.
A computer water model analysis was performed for the
backbone irrigation distribution system. Stantec also provided
design for the new irrigation pump station to replace the
inadequate existing pump station and to satisfy increased
water demands for the park. The project included a partially
buried masonty structure containing three 500-gpm vertical
turbine pumps, an inline automatic filter system, a flow meter,
and an isolated control room housing associated electrical,
SCADA and irrigation controls, and other associated
appurtenances.

Client:
Stantec was retained by the City of Indio to provide civil

HIGHWAY 111—EL PASEO STREET IMPROVEMENTS
PALM DESERT, CALIFORNIA
Client: Stantec was responsible for providing engineering and design
City of Palm Desert services for the Highway 111 Street Improvements at EI
Mark Greenwood Paseo. This required design of the intersection improvements;
73-510 Fred Waring Dr. traffic signal modifications; and modifying the median islands,
Palm Desert, CA 92260 curbs, and gutters along Highway 111 approximately 600 feet
(760) 346-0611 in both directions of EI Paseo. Stantec's scope of services

2002 coordination, and field survey/mapping/base plans. Stantec
prepared design surveying that included strip mapping, cross
sections and field as-built plans, and monument ties. Stantec
prepared preliminary and final engineering services including
layout plan and profile details, drainage reports, and drainage
improvement plans. Stantec prepared signing and striping
plans, traffic signal modification plans, construction staging
and traffic control plans, interconnect plans, and utility plans,
as well as preliminary right-of-way plans. In addition, Stantec
worked closely with the City of Palm Desert and Caltrans to
meet all requirements.

SECTION 1 LUMP SUM FEE
Based on the scope of your project, as weil as the scope of services, preliminary project
schedule and nominated project management personnel presented in this proposal, Stantec
proposes a Lump Sum Fee of �297,500.00.
In order to determine our appropriate Lump Sum Fee, Stantec worked closely with senior
representatives of the project team to define the project in more specific terms, establish roles
and responsibilities of all project team members, solidify contracting strategies and project
management services, and prepare a staffing plan. This enabled us to "fix" the project
management fee and expenses for the entire project.
The proposed fee includes all overhead and margins. �'�� ��� �� �L

i . A�/o flat rate disbursement recovery charge has been
o the Stantec fee to recover miscellaneous project expenses such as internal incidental
printing, copying and plots, film, vellum, report materials; communications expense (faxes,
office and mobile phones, calling cards, pagers and other devices); office expenses (supplies,
equipment, computer expenses, maintenance, common software and supplies); staff local
mileage/kilometers; and archive maintenance.
Included within the proposed fee is a premium for $1 million of professional liability insurance
that Stantec maintains corporately. Any additional premium for increased limits beyond the $1
million coverage would be considered extra cost subject to availability. The ultimate cost of
Stantec's services will depend upon the agreed to scope of services and the level of
involvement required of the key project management personnel.
