Recommendation:
By Minute Motion, that the Agency Board approve the purchase of a
conference table and credenza for the North Wing Conference Room by
authorizing a purchase order in the amount of $20,975 to Paul Downs
Cabinetmakers of Bridgeport, Pennsylvania. Funds are available in Account
No. 850-4358-433-4001.
Executive Summarv:
Approval of staff recommendation will allow procurement of a new conference table and
credenza for the North Wing Conference Room. This furniture will help to bring this
conference room up to the standard of the other conference rooms in City Hall.

A custom conference table is the first piece of furniture to be purchased, as it will have
the longest lead-time. The conference table and credenza are of custom design due to
an irregularly shaped conference room that requires eighteen (18) people to be seated
at one time. A request for proposals for design and fabrication of these furnishings was
posted as is required by ordinance, but no responses were received. Other custom
wood workers were contacted by phone and e-mail, and two firms submitted complete

proposal responses. Paul Downs Cabinetmakers was selected based on the high
quality design, lowest cost, and the content of sustainable material.
The conference table measures 9' x 12' and combines cherry wood, bamboo, and our
custom city logo inlaid in the center. Sustainable materials in this table consist of the
cherry outer edge that has been grown in the Allegheny National Forest, which carries
Forest Stewardship Council certification. This certification allows any consumer to
recognize various wood products that are grown in an area that supports the promotion
of responsible forest management. The main portion of this table will be made from
bamboo, an unusual harvested lumber product that does not kill the tree and re -growth
will occur. These products support sustainable design and reduced environmental
impact.
This conference table is presented here for approval and procurement. Sample color
boards with photographs and materials will be available for your review in the City
Council conference room during the week of 22 May 2006.

SUBJECT: COLORBOARD FOR COUNCIL'S REVIEW
The inadequate, out-of-date furnishings in the North Wing Conference Room are in
need of replacement and the North Wing lobby currently has only three temporary side
chairs for public guest seating. Over the last few weeks, furniture selection and prices
have been evaluated for use in these areas. Furniture for these designated areas has
been selected with consideration given to the existing building architecture and interiors,
recycled content and sustainable materials, colors and finishes, the use of space, the
care and maintenance of the materials used, and the comfort of the seating.
A colorboard has been produced and is available for review within the Council offices.
The conference table and credenza are the only items that rise above the threshold for
a formal approval. Although this is the only item that will come through for Council's
approval, I would like to explain the remaining items to illustrate the overall look of the
space and importance of the materials chosen. The additional items shown here will be
purchased based on Council's approval of the conference table and credenza.
The majority of this room is-based on environmental conscious materials and practices.
The table and credenza on the May 25, 2006 Council Agenda is manufactured from
Forest Stewardship Council Certified Cherry, as well as bamboo, a renewable resource
that doesn't actually fell the tree. The staff report discusses this table in detail.
The eighteen (18) executive office chairs needed, made with 51% recycled materials,
are assembled using 100% renewable wind power and are 98% recyclable when the
chair is no longer wanted.
Side chairs will be needed for additional seating and are made from recycling seat belts.
These seat belts are an abundant material from car manufacturers. Rather than
throwing away the extra material, they are selling the abundant product to furniture
companies that are using them to form this beautiful weave pattern as seen on the Side
Chairs photo illustrated on the colorboard.
Concrete is going to be used to form the countertop of the credenza, as well as the
North Wing lobby side tables. Concrete can ply itself into any color, form, and texture.
These items will have a smooth finish similar to stone and the color will be matched to
items within the room. Concrete is a renewable resource and can be broken down into
its base material when no longer in use, as where natural occurring stone is a non-
renewable and an irreplaceable choice.
A neutral color, environmentally friendly paint will cover three (3) of the walls within the
North Wing Conference Room. This paint is green seal certified meaning that it is
usually solvent-free (zero volatile organic compounds) to low volatile organic
compounds and never contain chemicals that are suspected carcinogens as in many
other paints. It has low odor and is of the clean air formula, which is important for
immediate reuse of the room by building occupants.
The last item of environmental importance is the cork wall tiles that will be applied to the
south wall. Cork is an all-natural material that is created by the harvesting of the bark on
the cork oak tree with the tree never itself being felled.
I hope these brief descriptions of the materials selected for this room illustrate the
environmentally conscious decisions we are trying to implement in the North Wing -
Conference Room and North Wing Lobby. The choices made here require more
research than the average material, but prove to be well worth the support of
sustainable design and reduced environmental impact.
