REQUEST: RATIFICATION OF PROFESSIONAL SERVICES AGREEMENT

Recommendation:
By Minute Motion, that the Agency Board ratify an agreement not -to -exceed
$10,368.60, including reimbursables, with Engineering Economics Inc. for
LEED commissioning services of the Henderson Community Building at
Entrada del Paseo. Funds for this work are available in Account No. 850-
4358-433-4001.
Executive Summarv:
By approval of the staff recommendation, the Agency Board will ratify an agreement
approved and executed by the Agency's Executive Director. The consultant will provide
professional LEED Commissioning services necessary to monitor and verify the
construction of fundamental building elements to ensure that these elements are
installed and performing as required based on the Owner's Project Requirements, Basis
of Design, and Construction Documents to the LEED certification level obtained.
Discussion:
The Redevelopment Agency completed its first successful LEED certifiable project with
the Palm Desert Visitor Center. By continuing this certification in our future buildings, we
hope to visualize and illustrate to the public the importance of energy efficient building
systems and products.

The Henderson Community Building construction documents have recently been
completed to achieve another LEED certification. Certifiable materials and systems
improve our environment and, by incorporating these LEED contributing elements, we
are leading by example and educating the general population on alternative options in
new "green" building construction.
The Henderson Community Building, like the Palm Desert Visitor Center, will need a
commissioning agent to monitor and verify the construction of fundamental LEED
contributing building elements. Engineering Economics Inc., was selected based upon
expertise, previous experience, and knowledge of the site. Staff has reviewed and
submitted an agreement for necessary services, which has been executed by the
Executive Director, as is authorized in Section 3.30.270 of the Palm Desert Municipal
Code of ordinances. The agreement is hereby presented to the Agency Board for
ratification.
