Executive Summary: Approval of the subject Substitutions of Subcontractor will allow construction of the Palm Village Apartments to continue uninterrupted. Rejection of staffs' recommendation may delay construction currently underway. Discussion: The subject Contract No. R21780 was awarded on January 27, 2005, to Taylor Frager, Inc., for the Palm Village Apartments. Notice to Proceed was issued on April 15, 2005, to commence work on April 25, 2005. Construction has commenced on the 36-unit project. Taylor Frager, Inc., as part of their Information Required of Bidder document, listed the following subcontractors who are now requesting to be withdrawn from the subject project: Hill's Cabinet Installation LLC 83-680 Citrus Avenue Indio, CA 92201 (Work to be performed: Finish carpentry and cabinets) Tidwell Concrete Construction, Inc. 81785 Trader Place, Suite A Indio, CA 92201 (Work to be performed: Site concrete) United Contractors 406 S.
